In this paper we present a primer on the state-of the-art of existing maturity models (MMs) for e... more In this paper we present a primer on the state-of the-art of existing maturity models (MMs) for eLearning. By means of a traditional qualitative literature review, 29 different models are identified. Next, they are analysed and classified on the basis of a framework of 20 common properties derived from general theory on MMs, considering aspects related to their definition, structure and practical use. Results of the analysis suggest that existing eLearning MMs mainly address problems linked to eLearning management and organization at institutional level, educational technology, instructional design and faculty staff professional development. However, they tend to provide relatively moderate support for being effectively applied in practice, which clearly compromises and dismisses their power and utility as prescriptive tools for quality improvement. We identified two main objectives: 1.-to analyze best practices of competence-based learning and ... more We identified two main objectives: 1.-to analyze best practices of competence-based learning and assessment, especially those focused on ICT 2.-to develop a set of strategies, guidelines and tools to facilitate competence-based e-assessment in HE. To achieve these goals, several research projects of institutional, local and national scope were developed. Mixed methodology has been applied, using qualitative and quantitative techniques: multiple case studies, document analysis, focus groups, questionnaires, expert systematic review, and literature review. Main results are the identification of key factors for the proper implementation of competency-based evaluation, used for analyzing and evaluating good practices. A special attention on the development of Masters’ Final Project concluded with the listing of a set of competencies that have to be developed and the elaboration of guidelines for their assessment.

La formación docente para la implementación eficaz de las Tecnologías de la Información y la Comu... more La formación docente para la implementación eficaz de las Tecnologías de la Información y la Comunicación (TIC) en la educación se ha convertido en una pieza central de la investigación educativa. En este sentido, se evidencia la falta de modelos apropiados para apoyar a los docentes en su desarrollo profesional. Se ha realizado una investigación sobre las formas más eficaces en que los docentes de la escuela primaria adquieren sus competencias digitales a partir de las aportaciones de 23 expertos. Mediante la metodología Delphi y con dos iteraciones, se ha indagado el conocimiento experto sobre el problema para conocer cómo se desarrolla y perfecciona. Adoptando la lente teórica de las Ecologías de Aprendizaje los resultados permiten disponer de un contraste sobre cuáles son los componentes que apoyan el aprendizaje profesional eficaz respecto a la integración de las TIC, sentando las bases para nuevos métodos y enfoques de desarrollo profesional.

Beyond the fact competence-based design for programs is the core issue concerning this new scenario, it is also true that the use of the Information and Communication Technologies (ICT) could be considered as a driver for this change, and a helpful ally for teachers to better develop their role in this context. Online or blended programs are the most significant way in which most of the universities are facing this situation, even if their aims are two fold: to increase the number of students and to adapt themselves to the new methodological approaches in an easiest way. Increasingly, among international organizations concerned with unemployment rates and industry de... more Increasingly, among international organizations concerned with unemployment rates and industry demands, there is an emphasis on the need to improve graduates’ employability skills and the transparency of mechanisms for their recognition. This research presents the Employability Skills Micro-credentialing (ESMC) methodology, designed under the EPICA Horizon 2020 (H2020) project and tested at three East African universities, and shows how it fosters pedagogical innovation and promotes employability skills integration and visibility. The methodology, supported by a competency-based ePortfolio and a digital micro-credentialing system, was evaluated using a mixed-method design, combining descriptive statistics and qualitative content analysis to capture complementary stakeholder perspectives. The study involved the participation of 13 lecturers, 169 students, and 24 employers. This article presents the implementation of an assessment model for generic competences in K-12 e... more This article presents the implementation of an assessment model for generic competences in K-12 enabled by open educational practices. It showcases a digital competence assessment model that outlines the design of competence assessment scenarios constructed by means of a collaborative process involving teachers from six European countries, learning designers, and researchers. Our study draws attention to the concept of open educational practices as a broad descriptor of four areas of teacher practice regarding design, content, teaching, and assessment. The process unfolds through three phases, where teachers' engagement with collaborative processes and network-based tools facilitate the construction of active shared learning. It analyzes the joint creation of open practices, and the production of open educational resources. The scalability, flexibility, and adaptability of competence assessment scenarios underline their transferability to similar contexts. The experience may benefit educational institutions and communities of teachers interested in innovating and opening up education.
