It has been amply demonstrated that investment in human capital is one of the prime, if not sine ... more It has been amply demonstrated that investment in human capital is one of the prime, if not sine qua non, means by which a country develops and sustains economic growth.' The foundation of the link between education and economic development is human capital theory: education is a form of investment that yields "high" private and social returns. However, the more advanced the stage of a country's development and the higher the level of education considered, the more likely and plausible it is that the above proposition will be challenged.2 If education is in fact an investment, then it should be subject to the law of diminishing returns. Or, there might come a point where the returns have fallen below the opportunity cost of capital (for the private investor or the state), and therefore further investment in education might not be justifiable. Greece is a country in which educational expansion has been spectacular in the post-World War II period and, therefore, is a fertile ground for investigating the above contentions. In spite of rapid educational expansion, Greece is also an outlier in terms of the number of students studying abroad and, in general, the demand for higher education.' To what extent have the returns to education fallen during the period of expansion? What drives the demand for higher education, for domestic study, or for study abroad? What is the role of the public sector as a dominant employer of highly educated labor? What implications can be drawn regarding future educational investment priorities in the country? In this article, we document the changing profile of educational attainment of the population and the labor force in Greece and examine the extent to which educational expansion has led to wage compression in the economy. We also present estimates of rates of return to investment in different levels of schooling using data from a variety of data sets from 1960 to 1987. It has been evidenced by a number of studies and international organizations that the unprecedent... more It has been evidenced by a number of studies and international organizations that the unprecedented Covid-19 pandemic has caused disruptions to schooling around the world; drastic measures were undertaken for the health of people, among which were school closures. The expected impact on student learning was big and, in most cases, led to learning loss; a cost that may seriously affect human capital accumulation, productivity, and the quality of life for individuals and societies. The aim of this study was to explore the case of school closures in Greece, during the pandemic. It used the results of the Panhellenic University Entrance Exams (PUEE) by comparing the achievements of the 2019-2020 and 2020-2021 student cohorts with those of the previous school year (2018-2019). The recent European University Association (EUA) research relating to University Autonomy did not include Greece since no input was provided for a series of years. Therefore, a thorough attempt to produce the necessary data (with special reference to the implementation period of Law 4009/11) will contribute to filling in the gap and providing useful country-specific outcomes. The methodology to be employed in this study complies with the one used by the EUA complemented with its own produced outcomes by studying the relevant literature together with the applicable legislation for the period in question. Thereby, the relevant outcomes produced (as numerical scores) allow for the ranking of Greek Universities as compared with their European counterparts. In specific, they level at a quite low position in terms of staffing autonomy. Having achieved that, proposals are offered for both the improvement of the EUA methodology for measuring staffing autonomy as well as for changes in the Greek legislation and Greek University practices to increase their performance and competitiveness in a continually changing and dynamic environment.

Both qualitative and quantitative evaluation of the degree of organizational autonomy of Greek un... more Both qualitative and quantitative evaluation of the degree of organizational autonomy of Greek universities, during the period of the implementation of Law 4009/11, is attempted. The necessity of such a study is very important and fruitful for the Greek universities, since in the period of the last research (2017) of the European Union Association (EUA) concerning university autonomy, Greece did not provide the required data to EUA and was not included in the countries studied. Sources regarding the measurement of the degree of university autonomy in Greece were based on the methodology and results that emerged from the EUA researches (2007 & 2017), as well as on the review of the literature and analysis of the data that emerged from the legislation applied by the universities in Greece, during the corresponding period. The quantification of organizational autonomy provided the score and rank of Greek universities relative to other European universities, which is found to be quite low. Therefore, we make proposals for a realistic, for Greek data, increase in organizational autonomy. The aim is to upgrade the services provided by institutions and to respond to the modern requirements of a globalized society and market.

The necessity of such a study is very important and fruitful for the Greek Universities, since in the period of the last research of European Union Association concerning the University Autonomy (EUA, 2017), Greece did not provide the required data to EUA and was not included in the countries studied.
Sources regarding the measuring of the degree of university autonomy in Greece were based on both the methodology and results that emerged from the EUA research (EUA, 2007, 2017) as well as on the review of the literature and analysis of the data that emerged from the legislation applied by the universities in Greece, during the corresponding period.
The quantification of organizational autonomy provided the score and the rank of Greek Universities relative to the other European Universities, which is found quite low. Therefore, we make proposals for a realistic, for Greek data, increase in organizational autonomy. The aim is to upgrade the services provided by institutions and to respond to the modern requirements of a globalized society and market.

Student dropout is a global phenomenon. For many reasons (individual, social, political, economic... more Student dropout is a global phenomenon. For many reasons (individual, social, political, economic), it is considered a serious problem. The specialized bibliography usually deals either with all students or it focuses specifically on new students. However, there is not much comparative research on how to structure the thought of dropping out of university between new and experienced students. This is the aim of this text. Based on 1,029 students’ questionnaires, the quantitative study has shown that the way this thought is constructed is differentiated between new and experienced students. In other words, it is made up of a combination of different factors. For new students, the effect of the social representation ‘university’ and the motivation on the basis of this representation play a central role. On the contrary, when it comes to experienced students, the difficulties of university studies and especially the formulated perception of global student life seem to play the key role.

In response to the need for more research evidence, as an empirical base for discussion on the ex... more In response to the need for more research evidence, as an empirical base for discussion on the experiences of young people, the current study aims to contribute to the discussion on their attitudes and behaviors in times of pandemic crisis. It is of great importance, that under the pressure of social limits on social distancing for the novel Coronavirus (COVID-19), young students have to adapt more efficiently with new technologies both every day and for educational practices, where their experiences involve multiple, complex and overlapping social and digital universes. According to the findings of this study, it is clear that as long as universities were closed, most of the/our young students did not have any difficulty in switching to online teaching. In addition, the participants' responses show that as Gen Z’s, they want to have the ability to learn new skills and make new experiences. Article visualizations:

Sources regarding the measuring of the degree of university autonomy in Greece were based on both the methodology and results that emerged from the EUA research (EUA, 2007, 2017) as well as on the review of the literature and analysis of the data that emerged from the legislation applied by the universities in Greece, during the corresponding period.
The quantification of organizational autonomy provided the score and the rank of Greek Universities relative to the other European Universities, which is found quite low. Therefore, we make proposals for a realistic, for Greek data, increase in organizational autonomy. The aim is to upgrade the services provided by institutions and to respond to the modern requirements of a globalized society and market.

The recent European University Association (EUA) research relating to University Autonomy did not include Greece since no input was provided for a series of years. Therefore, a thorough attempt to produce the necessary data, with special reference to the implementation period of Law 4009/11, will contribute to filling in the gap and provide useful country-specific outcomes. The methodology to be employed in our study complies with the one used by the EUA complemented with our own produced outcomes by studying the relevant literature together with the applicable legislation for the period in question. Thereby, the relevant outcomes produced (as numerical scores) allow for the ranking of Greek Universities as compared with their European counterparts. In specific, they level at a medium position in terms of financial autonomy. Having achieved that, proposals are offered for both the improvement of the EUA methodology for measuring financial autonomy as well as for changes in the Greek legislation and Greek University practices in order to increase their performance and competitiveness in a continually changing and dynamic environment.

Student dropout is a global phenomenon. For many reasons (individual, social, political, economic... more Student dropout is a global phenomenon. For many reasons (individual, social, political, economic), it is considered a serious problem. The specialized bibliography usually deals either with all students or it focuses specifically on new students. However, there is not much comparative research on how to structure the thought of dropping out of university between new and experienced students. This is the aim of this text. Based on 1,029 students’ questionnaires, the quantitative study has shown that the way this thought is constructed is differentiated between new and experienced students. In other words, it is made up of a combination of different factors. For new students, the effect of the social representation ‘university’ and the motivation on the basis of this representation play a central role. On the contrary, when it comes to experienced students, the difficulties of university studies and especially the formulated perception of global student life seem to play the key role.

In response to the need for more research evidence, as an empirical base for discussion on the ex... more In response to the need for more research evidence, as an empirical base for discussion on the experiences of young people, the current study aims to contribute to the discussion on their attitudes and behaviors in times of pandemic crisis. It is of great importance, that under the pressure of social limits on social distancing for the novel Coronavirus (COVID-19), young students have to adapt more efficiently with new technologies both every day and for educational practices, where their experiences involve multiple, complex and overlapping social and digital universes. According to the findings of this study, it is clear that as long as universities were closed, most of the/our young students did not have any difficulty in switching to online teaching. In addition, the participants' responses show that as Gen Z’s, they want to have the ability to learn new skills and make new experiences. Article visualizations:

A number of empirical studies have shown, and international organizations have commented on the f... more A number of empirical studies have shown, and international organizations have commented on the fact that the Covid-19 pandemic has caused disruptions to schooling around the world; drastic measures were undertaken for the health of people, among which was school closures. The expected impact on student learning was noticeable and, in most cases, led to learning loss; a cost that may seriously affect human capital accumulation, productivity, and the quality of life for individuals and societies. The aim of this study is to explore the situation of school closures in Greece, during the pandemic. It uses the results of the Panhellenic University Entrance Exams (PUEE) by comparing the achievements of the 2019-2020, 2020-2021 and 2021-22 student cohorts with those of the previous school year (2018-2019) – this study is a follow-up of the empirical work that took place in the first two years of the pandemic. A considerable loss seems to be present in all three years, as opposed to the year before the pandemic. Several interesting issues arise regarding the learning effectiveness of the type of education provided (distance, tele-education, blended or other); It is shown that the most vulnerable are those that experienced the pandemic measures for three subsequent years. Moreover, some suggestions for remedial measures are provided.
