This research aims to reflect on the contribution of the United Nations Development Programme (UN... more This research aims to reflect on the contribution of the United Nations Development Programme (UNDP) on the development of national capacities in El Salvador. In this line, a review of the thinking and implementation of policies that address capacity development is presented. Changes of these issues are discussed at the organizational and individual level, from the execution of six programs and three projects implemented by UNDP and public institutions of the Government of El Salvador, among 2009 to 2015. The analysis is focused on the design an analytical framework, which was built from the contributions of capacity development model United Nations Programme (UNDP) and the capability approach of Amartya Sen. In this sense, this study uses a qualitative research methodology, which includes a set of techniques for document analysis, semi-structured interviews, focus groups and participant observation. Fieldwork was conducted during the months of August to December 2015 in El Salvador. The research results show that the contribution of UNDP aims to strengthen the functional and technical capacities at organizational and individual levels of public institutions. This is done through a series of products and services, mainly focused on improvements in knowledge and leadership. The commitment of UNDP is oriented to the institutions of the State generate changes to improve the welfare of people, which is achieved through the fulfillment of its mission and the transformation of "social conversion factors" aligned human rights the gender and sustainability. Another aspect is the contribution of UNDP to promote changes in the discursive level of government institutions. In this regard, members of the institutions show a paradigm shift in the concept of development and a broader view, regarding the dimensions that affect the welfare of people. Given the above, a good example is the adoption of the new multidimensional poverty approach and methodology for measurement. A third element shows that UNDP has helped to create conditions to enhance the agency, the involvement of people and their ability to achieve the goals they consider important. Finally, while there is consensus that capacity development is the essence of his mission in practice it has not been operationalized the institutional model in the discourse of UNDP. The consistency of this aspect could bring many improvements in the organization of the project and programs in the stages of design, implementation and evaluation, which are currently measured in terms of the classical criteria. In this context, it is recommended that UNDP El Salvador establishes guidelines for capacity development, in response to surrounding conditions and characteristics of the population.

La presente comunicación tiene como objetivo analizar las tensiones producto de los conflictos so... more La presente comunicación tiene como objetivo analizar las tensiones producto de los conflictos socio espaciales que afectan a diferentes colectivos de mujeres indígenas de la ciudad de Temuco, Chile. Se plantea a la ciudad y los espacios públicos como territorios en disputa, donde los intereses de cada uno de los agentes está marcado por diferencias respecto a lo que se entiende por desarrollo. El documento pretende analizar las inequidades que afectan a los colectivos de mujeres mapuche que desarrollan sus actividades en la ciudad, así como propuestas en función de la reivindicación respecto al derecho a la ciudad. Los resultados muestran que la perspectiva de buen vivir representa para el colectivo de mujeres un propósito a alcanzar por parte de toda la comunidad, lo cual implica ser capaces de lograr condiciones de vida en el plano de la materialidad y a nivel espiritual.

El artículo tiene por objetivo reflexionar acerca del proceso de definición de una investigacio... more El artículo tiene por objetivo reflexionar acerca del proceso de definición de una investigación social Universitaria con pretensiones hacia la decolonialidad. La propuesta decolonial se aborda desde el grupo modernidad/colonialidad, enfatizando en la noción de colonialidad del saber y las epistemologías decolonizadoras. Posteriormente, se revisan algunas propuestas metodológicas y prácticas para superar la colonialidad presente en las instituciones académicas y en las prácticas investigativas. El método empleado consistió en la revisión bibliográfica documental. A partir del relato, se propone analizar y tensionar las implicancias de la investigación social y rescatar experiencias de este proceso para dialogar con diferentes actores interesados. Los resultados preliminares de esta reflexión nos muestran que la aspiración hacia la decolonalidad en la investigación social requiere superar el paradigma positivista y las prácticas estandarizadas en la producción de conocimiento. En este proceso, juega un papel relevante el/la investigador/a y su propio proceso de reflexión, lo que en algunos casos puede implicar actos de desobediencia epistémica.

The association of Mapuche women Folil Mapu, confronted with different processes of domination, s... more The association of Mapuche women Folil Mapu, confronted with different processes of domination, seek alternatives through actions to revert the situations of oppression that affect them. In this context, the purpose of this article is to explore their capabilities during the process of defending their livelihoods and subsistence, which in turn is connected to the close relationship that exists with the mapu or the land and the life in community. Focus is placed on the motivations of the women who have led them to choice for ways of life and subsistence according to the notion of Kvme Mongen or good living. In this context, the problems that limit the expansion of their capabilities are described and analyzed, specifically the different forms of violence, discrimination and repression that live on behalf of the structures of the Chilean State. A qualitative research methodology is used, specifically participant observation and semi-structured individual and group interviews.

El presente articulo ofrece una mirada respecto de cómo diversos actores sociales perciben el pro... more El presente articulo ofrece una mirada respecto de cómo diversos actores sociales perciben el problema de contaminación atmosférica en la Ciudad de Temuco - Chile, destacan fundamentalmente las propuestas ciudadanas para la educación ambiental, puesto que históricamente los problemas de esta índole han sido trabajados desde la perspectiva de expertos en el tema, dejando en segundo plano las iniciativas de la ciudadanía. Este articulo forma parte del trabajo de tesis: “Responsabilidad Ambiental en torno al problema de Contaminación Atmosférica en la Ciudad de Temuco, desde la perspectiva de diversos actores sociales”. Investigación desarrollada durante el año 2004, que tuvo por objeto optar al grado de Licenciado en Sociología, en la Universidad de La Frontera.

La presente comunicación pretende valorar la contribución de los proyectos de cooperación interna... more La presente comunicación pretende valorar la contribución de los proyectos de cooperación internacional al desarrollo de capacidades nacionales para el desarrollo humano. El estudio se basa en la experiencia de PNUD el Salvador y las instituciones de Gobierno (Secretaria Técnica de la Presidencia, Ministerio de Obras Públicas y la
Asamblea Legislativa). Se analizan 6 proyectos de PNUD en las áreas de gobernabilidad, seguridad pública, género y pobreza. Dicha experiencia fue evaluada de acuerdo a los términos de referencia de PNUD (2015). El objetivo general consiste en analizar la contribución del PNUD al desarrollo de capacidades nacionales para el desarrollo humano, identificando las apuestas de PNUD y los elementos del contexto que favorecen el desarrollo de capacidades. También se exploran los cambios de las instituciones de Gobierno y las oportunidades valoradas por las personas para expandir sus libertades.
