Their similarities and differences will be fleshed out in order to discern how they came to be, what their mechanisms for empowering Jewish communities are, and how their outcomes reflected their original strategies. This is balanced with an explanation of their origins and their interconnected natures.

The specific foci are oligarchic capitalism and the oligarchy, with analysis on whether economic reform in relation to these powerful communities has the ability to consolidate democracy with the Russian state.
