Penyelenggaraan pelayanan publik merupakan upaya negara untuk memenuhi kebutuhan dasar dan hak-hak sipil setiap warga negara atas barang, jasa, dan pelayanan administrasi yang disediakan oleh penyelenggara pelayanan publik. Di Indonesia, Undang-Undang Dasar 1945 mengamanatkan kepada negara agar memenuhi kebutuhan dasar setiap warganya demi kesejahteraannya, sehingga efektivitas suatu sistem pemerintahan sangat ditentukan oleh baik buruknya penyelenggaraan pelayanan publik. Penyelenggara pelayanan publik di Indonesia adalah semua organ negara seperti Pemerintah Pusat, Pemerintah Daerah (Provinsi, Kabupaten, Kota). Konsep ‘good governance’ adalah merupakan mekanisme pengelolaan sumber daya ekonomi dan sosial yang substansial dan penerapannya untuk menunjang pembangunan yang stabil melalui syarat efisien dan merata. ‘Good governance’ bukanlah sesuatu yang terjadi secara chaostic, random atau tidak terduga. Atau dalam bahasa lain sebagai kebijakan yang sestainabel (berkelanjutan). oleh karena itu, Konsep good governace merupakan manivestasi pergeseran konsep negara dari ‘nachwachterstaat’ (negara penjaga malam) ke konsepsi negara kesejahteraan (welfare state)

Quality of Public Services in Creating Good Governance. Research purposes this is to analyze quality of public services in creating good governance in Kantor Camat Sungai Batang Kabupaten Indragiri Hilir Provinsi Riau. This research use kind of descriptive with qualitative analysis, namely procedure problem-solving surveyed by using means explained the data from observation kepustakaan and observation field, then analysis and diinterprestasikan by giving conclusion. Research on quality of public services in realizing good overnance in sub-district office river stems district indragiri hilir riau can be concluded that quality of public services still runs pretty well. It means the giver service gets provide service quality pelaksanaaannya but still quite well. Abstrak: Kualitas Pelayanan Publik dalam Mewujudkan Good Governance. Tujuan penelitian ini adalah untuk menganalisis kualitas pelayanan publik dalam mewujudkan good governance di Kantor Camat Sungai Batang Kabupaten Indragiri Hilir Provinsi Riau. Penelitian ini menggunakan jenis deskriptif dengan analisa kualitatif, yaitu prosedur pemecahan masalah yang diteliti dengan menggunakan cara memaparkan data yang diperoleh dari pengamatan kepustakaan dan pengamatan lapangan, kemudian dianalisa dan diinterprestasikan dengan memberikan kesimpulan. Penelitian tentang kualitas pelayanan publik dalam mewujudkan good overnance di Kantor Camat Sungai Batang Kabupaten Indragiri Hilir Provinsi Riau dapat disimpulkan bahwa kualitas pelayanan publik masih berjalan dengan cukup baik. Artinya pihak pemberi pelayanan dapat memberikan pelayanan yang berkualitas namun pelaksanaaannya masih cukup baik.

PENERAPAN GOOD GOVERNANCE DALAM PELAYANAN PUBLIK
In era globalization the state is expected to change for the better, one of them in the service of maintenance of manufacture Electronic Identity Card. In realizing the changes the government is expected to apply the principles of good governance in giving services must oriented to meeting the needs and satisfaction of the people. This research aims to determine the quality of service maintenance of manufacture Electronic Identity Card based on good governance. Data collection was conducted using questionnaires, interviews, and observations in the District Sukolilo Surabaya, questionnaires were distributed to the public as much as 25 informants. Methods for the data analysis is a data reduction, data presentation, and draw conclusions. The results of the study to get a whole that the implementation aspects of good governance to the dimensions of quality of public services have not felt very good satisfaction just people feel good.

Pembahasan artikel jurnal tersebut adalah guna mengkaji kembali prinsip good govvernance khususnya terhadap pelayanan publik di pemda. Penulisan artikel ini dengan metode literature review(daftar pustaka) guna memberi kewenangan yang lebih lapang, real,serta berkewajiban kepada pemerintah daerah dengan penerapan good governance.Good Governance adalah kerangka unntuk mereformasi ideologi, paradigma, budaya, serta manajemen pemerintahan. Seperti tindakan respon pemerintahan yang telah menjadikan beberapa strategi menjadi perilaku legal resmi. Agar menggapai Good Governance serta keahlian pemerintah yang setinggi-tingginya, sehingga dasar pohon tata kelola pemerintahan: akuntabilitas, transparansi serta partisipasi harus dilakukan dengan lebih elok melalui perbuatan real yang dikatakandengan revitalisasi. Hal tersebut merupakan suntikan nilai-nilai good governance pada dunia usaha publik yang mempunyai kebijakan formal yang legal. Negara Indonesia sudah menerapkan konsep Good Governance atau tata kelola pemerintahan yang baik.

AAUPB (Asas asas umum pemerintahan yang baik) has a long journey from the beginning of its birth in the Netherlands to its application in Indonesia today. AAUPB at first was only in the theoretical realm and then entered into law until AAUPB got a very important position in Law No. 30 of 2014. Initially, AAUPB was intended as a means of legal protection or rechtsbescherming, and was even used as an instrument to increase legal protection or rechtsbescherming for citizens from government actions. AAUPB is then used as the basis for judgments in the judiciary and administrative efforts, as well as an unwritten legal norm for government actions The history of the development of AUPB in Indonesia can be seen from the development of the AUPB principle in various laws and regulations, the practice of implementing the AUPB in court decisions or jurisprudence and doctrine. The development of the AUPB principle arrangement has found an increasingly strong momentum, when the Government Administration Act was passed in 2014. As a result of the adoption of the concept of the welfare state, the state has an obligation to fulfill the welfare of the community, one of which is through public services. With the AAUPB, it is expected that the government as a public service provider can accept the AAUPB as a legal norm that must be used as the basis by the public service provider in carrying out its authority, as well as a means for citizens to sue deviant public service providers.

Oriented behavior of government officials to personal interests / group strong, repressive, top-down, unresponsive, inefficient, low participation and poor transparency and accountability will lead to the flourishing of corrupt practices, collusion and nepotism (KKN).

The essence of decentralization and regional autonomy is basically how to bring the government closer to its people, in which the implementation of regional autonomy provides space for local governments to accelerate the realization of the welfare of the community through improving services, empowerment and community participation, and enhancing regional competitiveness. Providing a service that meets the established standards is a part to be observed. the existing service in the city government of Denpasar to achieve good governance of the city government must have to do the service by using the strategy so that people are satisfied with the services provided, this is done so that the realization of good governance is by nine principles: (1) Community Participation, (2 ) Enhanced Legal Supremacy, (3) Transparency, (4) Caring for Stakeholders, (5) Consensus-Oriented, (6) Equity, (7) Effectiveness and Efficiency, (8) Accountability, (9) Strategic Vision.
