Inter – Agency Cooperation and National Security an Assessment of Internal Security Operations in Nigeria

This research work attempts to appraise the impacts of inter-agency cooperation on national security, there is no doubt that maintaining internal security in any country is a collective responsibility and the need for synergy among these distinct security bodies cannot be overemphasized. After capturing a link between inter-agency cooperation and national security based on different levels, critical problems fundamentally as to aggregate the different perspectives to the complexities of internal security operations in Nigeria was explored, relevant literal contributions from scholars were presented while asserting that inter-agency cooperation has never been embraced in Nigeria as a results of inter-agency friction and quest for superiority among them, an effective security operation is recognized as an agent of progressive national security and development in all countries of the world, leadership and management of security institution should be reassessed to be overly supportive in strengthening national security, this investigation made use of secondary sources for data and information from national tabloids, books, internet sources among others. At the end of the analysis, it was proffered that periodic performance evaluation should be conducted for assessing their impact assessments while regulatory interference in their operations should be strategic as it is expected that embracing structural reforms is one of the major ways of improving the quality of internal security operations in Nigeria.

Transformation of contemporary security threats shapes new security environment and security paradigm. They explain the transition from security environment, in which conflict is the dominant one, to environment in which all security actors have to prepare various non-military responses to security threats, and very often have to cooperate. New security needs are being developed but in them public sector has less possibilities and capacities for independent actions. Given the nature of endangerment, it seems necessary to create new models of security activities which will involve everyone who can contribute to the prevention and suppression of new threats, and creating resistance of society as a whole. Security response is no longer based only on the reactions to threats, but more on prevention. By taking this into account, it is expected the broader participation of different actors in mutual social responsibilities, thus creating conditions for the development of preventive model as the best answer.In this paper we will analyze the development of new policies of response to security threats and contemporary crisis which is reflected in the formation of public-private partnerships with the private sector in the areas where is common interest and in the involvement of citizens in all aspects of the security activities, particularly in preventive one.

Introduction Among the problems discussed in this study is the issue of national security, broadly defined. Recognizing the need for safe existence of citizens, it is impossible not to note that we live in an increasingly global world, so discussion of the Republic of Poland national security can not be limited only to the territory of our motherland. Without a doubt, both in nationally and internationally a key role in shaping world security play safety regulations. In this work, the authors undertook a collective development of specific threats to the modern safety and security management organization (in terms of a complex and problematic) and the development of attitudes and education standard for safety. The Best Practices of Commercialized Security on National Security in Nairobi County, Kenya

Commercialised security has grown and developed in Kenya. This is attributed to citizens' many security demands on the state. Hence they turn to commercialised security to complement. Despite this development, few studies have studied the best practices of commercialised security on national security. The study took on a cross-sectional survey design. It was done in Nairobi involving adult residents. A multistage sampling technique was employed to obtain the wards to be studied. Those managing or purchasing the commercialised security services for their establishments and the managers of commercialised security firms were purposively sampled. The general public and the security guards were systematically sampled. Questionnaires and scheduled interviews were used to collect data. The SPSS version 25 was employed in data management and analysis. In the research, descriptive statistics included percentages and frequency distribution tables to summarise variables into thematic areas and convey the characteristics of critical variables. The study identified five best practices of commercialised security on national security: improvement in working conditions of the security personnel, adequate training and development, cooperation with the state security agencies, aftersale service and enforcement of regulations. The study concluded that the favourable mechanisms could only be realised through the consultation of the stakeholders: the commercial security industry, the citizens and the state. Thus the study recommended that The Private Security Regulation Authority needs to implement some of the requirements in the PSRA No. 13 of 2016.

FACTORS MILITATING INTELLIGENCE GATHERING AND SECURITY MANAGEMENT IN NIGERIA

Research has shown that Nigeria's intelligence is compromised and security is not effectively managed as terrorism, banditry, herdsmen/farmers violent attacks, kidnapping and militancy have been on the increase in the last two decades. This study therefore examined the factors militating intelligence gathering and security management in Nigeria. Social disorganization theory is used as the theoretical orientation. Data for this study were sourced from content analysis of secondary sources such as books, journals, reports from credible mainstream newspapers, internet, and official documents, spanning a period of eight years, from May 2015 to May 2023. The findings revealed primitive mode of intelligence gathering, lack of training and retraining of security agents in modern techniques of intelligence gathering and security management, infiltration of security agencies, lack of security knowledge and knowledge of security, distrust of security agencies and agents by majority of Nigerians, lack of synergy and information-sharing among security agencies, poor remuneration and welfare of police personnel and failure of the Federal Government of Nigeria to encourage state policing. It is therefore recommended that the Federal Government of Nigeria work hand-in-hand with heads of security agencies to sanitize the security agencies by throwing out the bad eggs; graduates with security knowledge and knowledge of security should be recruited into the armed forces, police and other security agencies; intelligent systems and technologies be deployed by security agencies in the fight against terrorism and insurgency, kidnapping, banditry, militancy, herdsmen/farmers violence, highway robberies and all other security operations; security agents be trained and retrained in modern methods of intelligence collection, collation, evaluation, analysis, integration and interpretation; the Federal Government of Nigeria should consider and amend the Section 214 of the Constitution to pave way for State Governments to establish state police in order to bring security nearer to the people; and government should entrench value reorientation mechanisms of the security agencies, agents, and the citizens to enhance effective security management.

SECURITY INTELLIGENCE COOPERATION AND THE COORDINATED WAR ON TERROR AMONG NIGERIA'S SECURITY AGENCIES: PANACEA TO STABLE NATIONAL SECURITY

Security Intelligence cooperation and the coordinated war on terror among Nigeria’s security operatives is lauded to be a major panacea to stable national security and timely approach to conflict management, considering the barrage of violent conflicts and level of insecurity in Nigeria. Taking into cognisance the unstable security situation in Nigeria, one would expect absence of rivalry or clashes and at the same time existence of maximum cooperation among all the security agencies saddled with the responsibility of maintaining stable security in the state. It is observed that unhealthy rivalry and clashes have taken several dimensions and crippled their effective security containment. This study seeks to find out the causes of these rivalries and clashes; efforts geared towards addressing it and remedies to the problem. The study made use of secondary data from books, bulletins, newspapers, internet sources, among others. At the end of the analysis, it was discovered that many factors such as duplicating of functions without clear delimitations among the security agencies, unhealthy comparisons, the feeling of superiority complex among the operatives, lack of effective anchor to coordinate them, among others, account for these rivalries. The study recommends measures of promoting healthy cooperation among the security agencies as a panacea to maintaining stable national security in Nigeria.

The Role of Private Security Agency in the 21ST Century

The global private security industry has rapidly increased over the past ten years. The dynamics of its development varies from state to state, i.e. it is different in developing countries, countries in transition, countries that are in post-confl ict period and developing countries. For all of them there is one common denominator. The privatization of security happens in cases where the state, as traditional security provider, is unable or unwilling to fulfi l this role. Moreover, taking into consideration cost effectiveness, there is an increase in trend of hiring companies and personnel from external sources and privatization of state security functions. Public-private partnerships in the fi eld of security are one of the most common examples of this phenomenon. Private security is an important area for the realization of human needs and corporate interests within ranges of and the rights guaranteed and conditions of national security. Geopolitical status and diplomatic competing caution us, in addition to clashes of values, low and high intensity confl icts, accompanying demographic disasters and so on, in ever more visible and rugged practice. In all that, private security and a large number of companies that provide security services infringe upon the human rights, go beyond the use of force and technical means. Unlicensed activities enable them to act accordingly in society with no control at the expense of corporate interests in omnipresent corruption as a sort of power between capital, politics and money in the region and a good part of Europe.
