The Electricity Meter

The electricity meter installed in all household utilities is the instrument used to measure the electricity consumed by users. The energy consumed is displayed on the screen in each instrument. In addition to performing the measuring function it is also used for sending the power consumption data remotely, for the subsequent issuance of the energy bill. This latter function of the electricity meter (sending data remotely) creates many problems of both technical and legal nature as the consumption shown in the display are not considered in the process of setting energy bills. These problems affect public faith and the presence of estimated data in the bill is an indicator of unreliability of the billing system. The subject is dealt with the support of the decision of the supreme judges of the European High Court in a similar case and a solution to this legal vacuum is proposed.

Perkembangan beban-beban listrik sangat pesat dan bervariasi. Beban-beban listrik linear seperti pemanas, rice cooker, motor-motor listrik, microwave, dan lain sebagainya. Beban-beban listrik nonlinear seperti lampu LED, charger mobile phone (HP), charger sepeda listrik, dan charger mobil listrik. Beban-beban listrik nonlinear memberikan dampak distorsi gelombang arus pada sistem [1, 2, 3]. Distorsi gelombang arus disebut harmonik arus. Harmonik arus fungsi waktu merupakan jumlah dari gelombang-gelombang sinus dengan frekuensi kelipatan integer dari frekuensi dasar. Harmonik arus menyebabkan nilai RMS arus lebih tinggi, sehingga susut energi dan suhu konduktor meningkat, umur ekonomis transformator dan motor-motor listrik berkurang, dan rele salah bekerja, bahkan gagal men-trip-kan circuit breaker [4]. Harmonik menjadi salah satu penyebab masalah kualitas daya. Kualitas daya rendah menyebabkan pengukuran pada energi meter tidak valid. Energi meter jenis digital menghasilkan kesalahan ukur lebih kecil dari pada meter analog untuk sistem dengan masalah kualitas daya [5]. Perkembangan desain energy meter digital sangat pesat. Energy meter digital yang dikembangkan adalah smart energy meter. Smart energy meter mempunyai informasi tambahan seperti besar energi yang terpakai dalam kWh dan harga energi tersebut. The user interface also consists of LCD which displays the amount of power consumed. The advantages of the proposed system make the existing system incompetent. It is possible to connect to remote areas as it employs wireless technology. The new system is user friendly, easy to access and far more efficient than the existing system.

The integration of smart electrical networks aims to better respond to faults, and distribute and control energy consumption, all of this would be difficult to achieve without the functions of smart meters that allow the sending of information between electricity companies’ services and the consumer, which is why it is important to guarantee the reliability of the information that is shared. In this work, the validation of the EVM430-F6736 meter and the PZEM-004T sensor is carried out concerning conventional devices for measuring electrical variables such as multimeters and wattmeters. The results show the error percentages between the measurements of the different devices.

The idea of designing the Digital Household Energy Meter is due to the basis that it would indirectly helps to create a better understanding and awareness towards the value and the importance of electrical energy, energy saving, promoting of smart energy management as well as an innovation towards further improvement to proven existing system. It was also due to the fact that in times to come, the cost of electrical energy generation continuously increase and the energy consumption may exceed its productions or generations. By realizing such idea, end users are provided with the proposed system to assist them in carefully planning and managing their electrical consumption. Thus, power wastage could also be reduced to the minimum level and helps to ease the arising problems. The prototype is integrated with an interval meter, Mk 6 Genius electric meter that is capable of register the energy consumption in a specified period of time through an optical serial communication probe that is IEC1107 FLAG TM compatible to a central computer for processing. The serial port analog to digital converter was used in the communication system and attached to the computer through RS-232 interface. The computer will then display the electrical consumption pricing in a display panel. Microsoft Visual C++. ET is used as the development platform specifically for the data processing and user interface design. The prototype was meant to compensate the current system and able to provide accurate, reliable and instantaneous meter reading and displays the users' electrical consumption in terms of price unit.

The Implementation of Smart Metering Systems for Electricity Consumption in Croatia

The smart metering system is used for the remote measurement of measurands for a purpose of billing, and to process and transmit measurement results. Generation and transmission of measurement information by electric impulses has already been used at summarizing billing meters where the base meter is equipped with the impulses generator which directly or indirectly emits impulse to a master summarizing meter. The application of more developed remote meter reading systems has intensified in the last decade of previous century. Today, most of distribution companies in Europe use remote meter reading systems to read the electricity consumption of industrial facilities on medium and high voltage level of distribution. The smart metering system allows continuous reading and recording of many measurands, e.g. power quality and load curve, as well as early-stage failure detection, monitoring of the meter lid opening alarm (detection of unlicensed actions), detection of the opposite energy flow and many other appropriate signals. The advantage of these systems, besides the remote reading, is the possibility to control and set-up the parameters of the system without sending a human to the location. All mentioned induces the long-term reduction in financial expenses for the distribution system operator. The most common communication systems for information and control signals transmission are GSM (Global System Mobile) and PLC (Power Line Carrier). PLC is prevailing lately due to its smaller cost and independence of the GSM operator. The PLC technology is mostly used to the closest distribution transformer station, from where information is carried to the rest of the system by optic cables. The primary constraint on application of described systems is cost reduction and reaching reasonable cost effectiveness.

This paper presents a smart energy meter for automatic metering and billing system. The integration of a mircocontroller and GSM short message service (SMS) provides the meter reading system with automatic functions that are predefined. The GSM module requires a SIM (Subscriber Identity Module) card just like mobile phones to activate communication with the network. Direct current (DC) components are used to control alternating current (AC) loads. To isolate these components from each other, relays with a network of resistors and diodes are used. Users can recharge and control loads remotely. Utility companies also have remote access to the system such as fault diagnosis and communicating with clients. The proposed energy meter system (EMS) transmits data like consumed energy in kWh and generates a bill over a GSM mobile network. Other advantages include that the system provides domestic power consumption accurately, safely and with a relatively fast update rate.
