New Labor — New Challenges. Results of the Scientific Conference Conducted within the Framework of the II St. Petersburg International Youth Labor Forum

This article presents an overview of the key issues discussed at the Scientific Conference in the sessions ‘Labor and employment problems: new challenges and prospects’ and ‘Information economy and labor,’ This article presents an overview of the key issues discussed at the Scientific Conference in the sessions ‘Labor and employment problems: new challenges and prospects’ and ‘Information economy and labor’, held within the framework of the Second St. Petersburg International Youth Labor Forum which was conducted in St. Petersburg on February 28, 2018. The article describes the main ideas discussed at the conference. The main leitmotif of the presentations was the idea that the modern understanding of the problems of labor is very diverse. Young professionals entering the modern Russian labor market face a huge list of problems. The key issues on which speakers constantly focused their attention were the impact of new information realities on the sphere of work, the employment of young professionals in the context of changing labor market demands, and the dissemination of competence-oriented criteria for assessing the quality of specialists. Participants also discussed the dynamics of graduate employment, creativity and flexibility in the demand and development of intellectual work, training in the workplace, and many other areas. The general conclusion of the review, summarizing the work of the Scientific Conference sessions, was that young people want and will be ready for the challenges of the 21st century work context held within the framework of the Second St. Petersburg International Youth Labor Forum which was conducted in St. Petersburg on February 28, 2018. Works Councils in Russia: Balance of Economic and Social Rights

The Labour Code of the Russian Federation was amended in 2013 in a way that a new body of workers’ representation — works councils — can be established. These amendments don’t add any new rights or obligations neither to employers nor to employees. They are made with purely political purposes and only imitate the creation of the analog of the well-known German system of works councils. The author comes to conclusion that currently existing rights in informing and “taking into account” the workers’ representative body opinion, contained in the Russian Labour Code, are not sufficient for existence of the real industrial democracy. The article is aimed at answering the question, whether an implementation of functioning works councils may be beneficial to the adequate balancing of social rights of workers and economic rights of the employers. Demand in the Russian Labor Market

Economics of Contemporary Russia

The work deals to the construction of the labor demand function in modern Russia. This function is two-factor, with real wages and gross domestic product acting as its factors. The function in question is based on a modified labor demand function, which is a regression equation linking the labor intensity of production with the average real wage. Labor intensity in this case is interpreted as the amount of demand for labor on the part of an average Russian employer in the production of final products worth, for example, 1 million rubles per year. The product of the theoretical value of the modified demand function in a certain year by the value of GDP gives the theoretical number of employed, interpreted as the value of the demand for labor. Показано, что в Китае реформы стимулируют развитие формальных институтов; в России, напротив, приводят к усилению неформальных норм.
