In the whole world, developing bureaucracy is one of the primary means in country management of various fields of national life and its relationship with other nations in the world. In addition to carrying out services, bureaucracy has to interpret various political decisions into various policies, and operationally do its function in managing various policy implementations. Hence, it was realized that the bureaucracy is a critical success factor of the whole of government agenda, including in the realization of clean government, in order to become good governance. Public Administrative Perspective in Viewing Bureaucracy Reform in Indonesia

This article aims to look at the previous reform models that various non-existing countries in the world have carried out. By looking at these various models, it is hoped that a comprehensive understanding of public administration will be found to see how important the implementation of bureaucratic reform is. This research will be carried out using a qualitative approach. The type of this research is research that uses data from library research. The results of this study found that there are 2 areas of bureaucratic reform have been carried out by various countries before. The two areas are organizational elements and personnel human resources elements. Elements of the human resources apparatus consist of skills, integrity, knowledge, performance, attitude, mindset, and behavior. The elements of the organization are organizational culture, legislation, structure, law, and organizational technology. Since 1998, the Indonesian state has begun implementing bureaucratic reforms. The purpose of implementing bureaucratic reform in Indonesia is to rid the country of the system of corruption, collusion, and nepotism (KKN).
Bureaucracy Reform Deficit in Indonesia: A Cultural Theory Perspective
The motivation of this paper is to identify the possible unintended consequences of reform program to modernize public administration in Indonesia through cultural theory looking glass. The cultural perspective matters to understand the context of reform-based implementation and the setting of society where public sector reform occurred. Applying cultural theory perspective, four patterns of unintended consequences in Indonesia's bureaucracy reform are proposed to aid the analysis of reform deficit pattern. I name reform inertia for fatalist, formalistic reform for hierarchies, benefit-based reform for individualist, and conformity-based reform for egalitarian typed-organisations. This framework gives an alternative outlook to address potential negative effects as well as unintended consequences of bureaucracy reform in which reform advocates or public administrators could consider to anticipate in the process of reform.
BUREAUCRATIC REFORM IN INDONESIA: LESSON LEARNED FROM BUREAUCRATIC REFORM MODEL IN JAPAN
Since the implementation of decentralization in 1999, Bureaucratic reform has continuously become one of the main issues in the development of Indonesia, that is currently supported by the Grand Design and Roadmap for Bureaucratic Reform. However, the implementation of bureaucratic reform starting from the institutional level to national scale encounters many obstacles. One of the obstaclesis the low capacity of bureaucrats who implement related policies regarding various issues such as decentralization and corruption. This study examines the \'gap\' between the existing condition in Indonesia that applies the principle of Weberian model and implements New Public Management model stated by Law No. 5 Year 2014 regarding the State Civil Apparatus and what has happened in the bureaucratic reform in Japan to see how the model can be applied effectively in Indonesia.

Bureaucratic reformation is the fundamental structuring efforts are expected to have an impact on changing systems and structures. The system deals with the relationship between the unsure or the element that influence each other and are associated to make a form totally. The change in one element can influence the other elements in the system. The structure relates with the order of who arrayed a regular basis and systematically. Structure changes is also included with the mechanism and procedure, human resources, facilities and infrastructure, organization and organization's environment in terms of the achievement of the efficiency of government bureaucracy. These changes include allowing all of the aspects of the bureaucracy has sufficient capacity to carry out the duties and the basic function. Bureaucratic failure in a term for service the public until now represent poor governance both at central and local government level. The urgency of bureaucratic reform in Indonesia is driven by a number of important note. First, the increased apparatus expenditure is caused by increased of apparatus recruitment without unmeasured control. Second, the ballooning cost of democracy (election) affected the floated of local government budget have increased significantly. Unfortunately, these competition is not born the good leadership for local government. The magnitude of the election budget and the impact on governmental bureaucracy resulted not ready to close the budget deficit. A Nation and Bureaucracy: An Indonesian Case

Indonesia is a big nation which has hundred millions population and thousands of islands. Indonesia as a nation is still facing obstacles regarding inefficient and ineffective bureaucracy. For example, many investors are reluctant to conduct business in this country due to collusion and corruption activities because of long and expensive bureaucracy. Inefficient bureaucracy in providing better public service is also worsening investment activities in Indonesia. Red tapping occurs when foreign investors have intention to conduct their activities in our nation. This essay argues there are three factors of public administration need to be implemented in order to improve nation and bureaucracy's function effectiveness, namely recoding bureaucrats, implementing the ideal of administrative responsibility and best value. The method of this research is descriptive analysis and it uses qualitative approach. The data for this researh is found by literature review. Books and journals use for literature review. The results for this paper are there is a need for the implementation of three factors in an integrated way, namely recoding bureaucrats, implementing the ideal of administrative responsibility and best value for creating good governance.

Good public services will undoubtedly increase public trust in government performance. Therefore, we need a bureaucracy that can make regulations by the expectations of the community. However, the politicization of the bureaucracy will affect the performance of the government. Moreover, a good bureaucracy certainly provides welfare services to the community. However, the reality that occurs in Indonesia, bureaucracy has not been able to provide maximum public services to its people. As a result, people are disappointed with the services provided. This can be seen in the era of non-colonial (kingdom), colonial, the old order, new order, and order of reform. Of every era, of course, there are various problems so that it has problems and solutions that can answer every problem encountered.

This paper aimed to explain the link between bureaucracy and public services. The focus of the research was on bureaucratic reform and changes in the paradigm of public services after decentralization in Indonesia in the period 2001-2010. Several regions carried out bureaucratic reforms in order to provide optimal services, but of the approximately 440 regencies/cities in Indonesia at that time, most did not do so. By using qualitative methods, the authors found the following results: post-decentralization, bureaucratic behavior in public services did not undergo a paradigm shift; and bureaucratic reform as an effort to develop better public services could be achieved through building bureaucratic capacity and accountability. Bureaucracy is an important figure in an institutional work system in both business and government organizations. In the context of government, bureaucracy is an institution that is the executor of all government policies as a reflection of the power of the head of government. Thus it is necessary to ensure that the bureaucracy remains professional. However, the phenomenon of the northern Mamuju district shows that the existence of a strong local figure as the head of the region will affect the figure of the bureaucracy. Although the effort to make the bureaucracy a neutral institution serving the people, but it seems to have to deal with the tendency of the bureaucracy to be part of an effort to maintain the power of regional authorities. In the end, the bureaucratic reform effort is faced with a dilemmatic condition for the bureaucracy. In one hand, bureacracy reform objectives is to create more profesional bureaucracy that netral form political interest of particular actors, but on the ither hands it also should obey their leader as part of the regional government staf.
