A Study of the Problems of Public Sector Housing Schemes and How It Affects the Low-Income Class in Boron State, Nigeria

Housing has been classified as a universally second most important human need after food. However because of its importance to man, it has become a scarce commodity, hence its problem have also been described as a universal experience that the whole world is being confronted with. Although the problem of housing has become a matter of national concern in Nigeria, each state seems to have their own peculiar housing problems as far as public sector participation in housing schemes is concerned. Of much interest to this study is the problem of housing among low income class in Borno State. They are the peasant farmers and the urban proletariat who lives in most inhabitable houses characterized by absence of social amenities as a result of their inability to afford descent housing accommodation. The primary objectives of this study is to examine and ascertain the problems of public sector housing schemes as it affects the low income class. Questionnaires were developed and distributed to the sampled population in six (6) local government areas in Borno State; they include Maiduguri Metropolitan, Biu, Bama, Gwoza, Monguno and Gubio which represents the three zones in the state. Findings shows that previous successive administration have not done enough toward the provision of low income housing, hence the low income class are placed at disadvantage position in terms of access to public housing schemes. The research made recommendations that may help address this housing problem such as the need to implement the National Housing Policy and to assist the low income class. Housing is one of the most important needs of individuals next to food and clothing. Housing needs for low income earners has reached an alarming stage in Nigeria. On the supply side, numerous government policies have earlier aimed at disabling the massive shortage through numerous housing reform programmes. The paper observes that the problems of housing provision and management for the low income earners remain intractable in the society. Affordable Housing For Low-Income Masses: A Case Study of A Densely Populated Area in Lagos Metropolis

A house is an essential facility that affords an abode, provides habitation and shelter adequacies. Affordable housing presumes access to a conducive, functional, and sustainable dwelling by the majority of the people within a locality. The study investigated the factors mitigating the actualization of affordable housing for low-income masses in the selected area. Survey research was adopted for the study. The population for the study is made up of two groups comprising low-income masses and construction professionals. The study adopted a multi-sampling method. Both convenient and random sampling techniques were utilized to gather information from the respondents. Statistical Package for Social Sciences (SPSS) was used for descriptive (frequency, percent, and mean score) and appropriate inferential analysis. Results indicated factors weighing down the provision of affordable housing as well as factors precluding accessible housing for low-income masses. Also, the response from construction professionals showed the level of agreement on factors impeding the provision of affordable housing. The trail to alleviate the effect of the non-affordability of housing for low-income masses becomes perceptible and addressed.

APPRAISING STRATEGIES FOR HOUSING PROVISION FOR LOW-INCOME GOVERNMENT WORKERS IN ADO-EKITI, NIGERIA

The magnitude of housing need in Nigeria is daily soaring whereas the ability of the populace, in particular low-income government workers, to make effective homing demand has not appreciated over the years. Research has shown that adequate housing is largely out of the economic reach of most workers. The inadequacy in housing experienced by workers is indicative of the depression of the economy. This paper appraises the strategies involved in adequately meeting the housing need of low-income government workers. It focuses attention on an emergent state capital Ado-Ekiti, the capital city of Ekiti State, Nigeria where there is quantitative and qualitative deficiency in housing. It examines the roles of the public and private sectors in housing provision which it asserts are intricately intertwined and complementary. NATURE AND MEASURES OF IMPROVING HOUSING DELIVERY TO LOW-INCOME EARNERS IN NIGERIA: A CASE STUDY OF THE FCT

The National Housing policy in Nigeria was necessitated by the shortfall inadequate housing in urban areas that was primarily caused by rural-urban migration as many rural dwellers tend to migrate to urban centers in search of greener pasture and other related activities like job opportunities, among other factors. The study examined the six National Housing Policies that have been undertaken so far by different regimes and administration in the country, and went further to also analyze the factors that have militated against housing delivery to lowincome earners in the FCT, with emphasis on Kuje and Bwari Council Areas. The study adopted the primary and secondary methods of data collective with relevant literatures were reviewed and questionnaires administered to selected variables relevant to the study. The Developmental State theory was used to test the empirical nature of the study. The study therefore recommended that the government should be proactive in making sure that the National Housing Policy in the country is well implemented, more especially as it concerns low-income earners residing in Kuje and Bwari Council Areas of Abuja through a more transparent Public-Private-Partnership (PPP).

The Causes of Inadequate Housing Development By Senior Civil Servants In Rivers State: A New Perspective

The study examined causes of inadequate housing development by Senior Civil Servants with emphasis to staff in the twenty six (26) ministries located in Port Harcourt Rivers State, Nigeria. Both primary and secondary data were adopted to access the efficiency of housing development using descriptive survey research design. The target population of study comprised 2,931 senior civil servants on salary grade levels 7-17 in the various ministries at the Rivers State Secretariat Complex. The systematic sampling technique was applied and 30% of the numbers of ministries within the category were chosen for investigation which translated to an operational sample size of 880 respondents. A total of 855 valid copies of questionnaire were retrieved and used for the study. The research question was analyzed with simple percentages and frequency while the student "t"-test of two sample was applied on the hypothesis. The findings of the study depicts that the menace of inadequate housing development by Senior Civil Servants in Rivers State is a manifestation of government agencies constituting great challenge to insufficient funding from government, high cost of land, population of workers, income distribution. The study concludes among all that housing policies and programmes should be adjusted to the income level of the respondents. It therefore recommends that government should deploy strategies on various co-operations and landlords to curtail high rate of building materials and exorbitant rate of housing accommodation.

Since 2002 when the Nigerian government gave official recognition to public-private partnerships (PPPs) in housing, several PPP housing projects have been implemented in this country. However, the challenges and opportunities in PPP for housing the lowincome urban residents who incidentally have the most critical housing needs in Nigeria are not clearly understood. This paper examines the challenges and opportunities in PPP for housing the low-income urban residents in Nigeria. The paper relies on a systematic review of research literature and empirical data derived from oral interviews with 27 experts in nine PPP housing projects in Nigeria to achieve its goal. A Review of Public Housing Delivery System in Ogun State, Nigeria

The importance of housing in Nigeria and the various housing strategies formulated by the Ogun state government in solving housing problems and efforts that have been made to-date has been acknowledged. Despite those efforts, it seems that much has not been achieved in terms of the availability of affordable housing. This paper provides a review of the housing programmes as well as public housing delivery in Nigeria with a further examination of the public housing delivery in Ogun State. In order to achieve this aim, a review of the relevant literature pertaining to public housing is made. A primary data gathering exercise is made with the senior officials at the Ogun State Housing Corporation (OSHC) to uncover the challenges as well as the strategies in place for the provision of affordable housing in Ogun State. The data was then supported with data from housing files obtained at the agency. It was revealed that OSHC has four (4) basic public estates in which allocation is made to the public. It was also noted in this study that (OSHC) is tilted to profit-making instead of social welfarism. This has made housing less affordable to the low and medium income earners.
