Evaluating Housing Policies Products of Lowcost Housing Programmes for Low-income Civil Servants in Port Harcourt City, Nigeria

Low-cost housing has been an important housing intervention avenue to provide housing for low-income groups across the globe. The study evaluates housing policies products of low-cost housing programmes for lowincome civil servants in Port Harcourt, Nigeria. Objectives of the study are to identify low-cost housing programmes for low-income civil servants in Port Harcourt City; evaluate the housing policies products for provision of low-cost housing to low-income civil servants in the study area; ascertain impact of housing policies of low-cost housing programmes on low-income civil servants in the study area; and suggest appropriate and sustainable measures to improve low-cost housing for low-income civil servants in Port Harcourt City. The study employed a mixed-methods approach and sequential explanatory research design to collect and analyse data for the study. The study employed stratified, simple random and purposive sampling techniques to select 4 low-cost housing estates, 2 each from the 2 studied LGAs and in each LGA 1 federal and 1 state that provided housing estates. 80 respondents (allottees) were chosen to participate in the study, 20 each from the 4 estates. Key informants were interviewed, representing Rivers State Ministry of Housing (RSMH) and Rivers State Property Development Authority (RSPDA). The study found out that government at federal and state levels have provided some form of low-cost housing programmes for lowincome civil servants as intervention in the study area. The study revealed that the type of apartments provided ranged between 1-bedroom, 2-bedrooms and 3-bedrooms at different parts of the study area but more in Port Harcourt City LGA and most of the housing units have been sold to medium and high income earners who have redeveloped the buildings to their tastes which is evidence in the low-income federal housing estates in the city. This has increase tenement rents and formation of informal settlements in waterfront areas and urban peripheries. The study recommended a review of federal and state low-cost housing programmes to ascertain the gaps and challenges affecting the implementation and actualization of low-cost housing for low-income civil servants; profiling of occupants of the units in the low-cost housing estates in the study area to evaluate objectives of the programmes; develop framework for the planning, design and implementation low-cost housing for low-income civil servants through Public-Private Partnership (PPP) approach; encourage the use of local building materials to develop lowcost housing programmes; and strongly institutionalise and fund government agencies through legislative processes at national, state and local levels.

Constraints and Challenges on Housing Provision in Kano City, Nigeria

The research delves into housing needs in Kano city-Nigeria and the provision of housing over the years. It identifies the challenges of public housing, it also highlights the Kano city uncontrolled urban haphazard growth and unsustainable development. The objectives are to examine the factors that hinder effective quality housing for all as a result of high cost of houses and building materials used in the study area (Kwankwasiyya, Bandirawo and Amana satellite towns). A Study of the Problems of Public Sector Housing Schemes and How It Affects the Low-Income Class in Boron State, Nigeria

Housing has been classified as a universally second most important human need after food. However because of its importance to man, it has become a scarce commodity, hence its problem have also been described as a universal experience that the whole world is being confronted with. Although the problem of housing has become a matter of national concern in Nigeria, each state seems to have their own peculiar housing problems as far as public sector participation in housing schemes is concerned. Of much interest to this study is the problem of housing among low income class in Borno State. They are the peasant farmers and the urban proletariat who lives in most inhabitable houses characterized by absence of social amenities as a result of their inability to afford descent housing accommodation. The primary objectives of this study is to examine and ascertain the problems of public sector housing schemes as it affects the low income class. Questionnaires were developed and distributed to the sampled population in six (6) local government areas in Borno State; they include Maiduguri Metropolitan, Biu, Bama, Gwoza, Monguno and Gubio which represents the three zones in the state. Findings shows that previous successive administration have not done enough toward the provision of low income housing, hence the low income class are placed at disadvantage position in terms of access to public housing schemes. Housing Affordability among Civil Servants in Ekiti State, Nigeria

Housing has been acknowledged generally as a key human necessity. One of its problems may be claimed that it is not affordable for the ordinary Nigerian worker, whose earnings and wages are now strongly depressed and unable to fulfill their fundamental necessities. From the perspective of the above, this study studied the affordability of government workers in the State of Ekiti, Nigeria. Purposive method of sampling was used to sample two government agencies and parastatals. A total of One Hundred and Twenty Six (126) government officials were picked. 94 questionnaires were retrieved. The questionnaire was used to collect the information required and analysed by descriptive and medium item score statistics. The findings indicated that government employees in Ekiti State could, on average, afford to pay rental housing since most employees spend less than 30 per cent of their yearly salary on rentals, especially in the medium and high income categories. In the study, public and private engagements were proposed, leading to affordable and sustainable state housing delivery.

NATURE AND MEASURES OF IMPROVING HOUSING DELIVERY TO LOW-INCOME EARNERS IN NIGERIA: A CASE STUDY OF THE FCT

The National Housing policy in Nigeria was necessitated by the shortfall inadequate housing in urban areas that was primarily caused by rural-urban migration as many rural dwellers tend to migrate to urban centers in search of greener pasture and other related activities like job opportunities, among other factors. The study examined the six National Housing Policies that have been undertaken so far by different regimes and administration in the country, and went further to also analyze the factors that have militated against housing delivery to lowincome earners in the FCT, with emphasis on Kuje and Bwari Council Areas. The study adopted the primary and secondary methods of data collective with relevant literatures were reviewed and questionnaires administered to selected variables relevant to the study. The Developmental State theory was used to test the empirical nature of the study. The study therefore recommended that the government should be proactive in making sure that the National Housing Policy in the country is well implemented, more especially as it concerns low-income earners residing in Kuje and Bwari Council Areas of Abuja through a more transparent Public-Private-Partnership (PPP).

An assessment of the housing policy performance towards public low income housing provision and management in Lagos , Nigeria

The paper observes that the problems of housing provision and management for the low income earners remain intractable in the society. By assessing the effectiveness of the public sector intervention in housing development for the group over the years, the paper argues that despite the existence of many policy directives, and unattainable goals statement such as ‘housing for all by the year 2000, sixteen years after the target year, the problem of inadequate and unaffordable housing for the group has persisted and reached a critical state. Housing Affordability by Federal Civil Servants in Minna, Nigeria: Emerging Issues

In Nigeria, the 1999 constitution recognises housing as a fundamental human right; hence it is imperative that Nigerians have access to decent and comfortable accommodation at affordable costs. This study examined housing affordability by Federal Civil Servants in Minna by analysing the average annual emoluments of federal civil servants and the annual rental values of houses occupied by them, and subsequently established the percentage of annual income spent on rent. A total of 200 federal civil servants spread across all grade levels were sampled. Simple descriptive statistic, likert scale, relative index and pearson product moment correlation were used to analyse collected data. Findings showed that federal civil servants in the study area spend between 7.3% and 23.8% of their annual income on rents. The study also revealed that civil servants' level of income having a relative index of 0.96 is the major factor influencing the choice of residential accommodation by federal civil servants in the study area.It further revealed a strong positive correlation between their annual income and rental values of residential properties occupied by them. The sampled respondents expressed varied levels of satisfaction with the houses they occupy, with as much as 59% being unsatisfied with their rented housing units; these were attributed to poor housing quality, small sizes of housing units and densely populated neighbourhoods, among others. Housing Affordability Index was also adopted and used to determine housing affordability levels in the study area.The study recommended a home ownership scheme to enable federal civil servants purchase or build their own houses and pay conveniently because all respondents desired to own their own houses.

Evaluation of Housing Provision during the Last Two Decades in the Context of Nigeria: A Case Study in Ogbomoso

Among the basic necessities of man, the importance of shelter is immense. In the context of Nigerian urban centres, the problem of housing is the most critical. Private developers have contributed immensely towards the provision of housing. This research tries to look into the rate of housing provision within the city of Ogbomoso, a strategic city in Nigeria, and evaluate the attempts to meet the housing demand. Data was collected within the last two local governments in Ogbomoso between 1991 and 2011. Statistical analysis was drawn to further ascertain the result. The study revealed that there is a significant increase in the housing demand in spite of increase in the provision of housing supply within this period. That led to shortage in housing supply thereby leading an increase in house rent. This study recommends that review by Federal government policy is needed to reduce or eliminate the pressure on housing.
