This study aims to explore factors that influence attitudes towards implementing TQM among the academic staff in one of the Malaysian higher education institutions. A total of 270 questionnaires were distributed among academic staff at International Islamic University Malaysia (IIUM), and a total of 209 questionnaires were completed. The method that best fits with the objective of this research is exploratory factor analysis. The results showed that three factors influenced the attitude of the IIUM academic staff on the execution of TQM principles. The findings of this research may stimulate other institutions to apply TQM principles in education and how TQM can be implemented in higher education. Senior-level management should take the opportunity to work together with the academic staff to boost the learning process by providing them with a platform to voice their points of view and suggestions. The impact of organizational culture on the successful implementation of total quality management

Purpose-The purpose of the paper is to determine the impact of cultural values on the success of TQM implementation in Isfahan University Hospitals (IUHs), Iran, 2004. Design/methodology/approach-In this paper survey questionnaires were used to elicit responses from hospital managers and employees. Data collected included the characteristics of organizational culture in IUHs and the degree of TQM success and its implementation problems in these hospitals. Findings-The paper finds that TQM success in IUHs was medium. Implementation of TQM was very low, low, medium and highly successful respectively in 16.7, 16.7, 58.3 and 8.3 percent of hospitals. TQM had the most effect on process management, focus on customers and leadership and management and less effect on focus on suppliers, performance results, strategic planning and focus on material resources. Human resource problems, performance appraisal and strategic problems were the most important obstacles to TQM success respectively. A total of 75 and 25 percent of hospitals had mechanistic and organic structure respectively. In total 41.6 percent of hospitals had weak organizational culture versus 58.4 percent medium culture. The success of TQM in hospitals with organic organizational structure and medium organizational culture was higher than mechanistic and bureaucratic hospitals with weak organizational culture (p , 0:05). Originality/value-The paper shows that TQM requires a quality-oriented organizational culture supported by senior management commitment and involvement, organizational learning and entrepreneurship, team working and collaboration, risk taking, open communication, continuous improvement, customers focus (both internal and external), partnership with suppliers, and monitoring and evaluation of quality. By replicating this study in different countries and contexts the results could be very helpful for developing a model of TQM that can be implemented successfully in a cross-cultural context.
Academic Staff Perceptions toward Implementing Total Quality Management Principles
Purpose-This study examines the attitude of academic staff in one higher education institution in Malaysia towards the implementation of total quality management principles, and how that affects the intention to implement total quality management in the university. It also highlights the impacts of several demographic variables on the implementation of total quality management in the university. Design/methodology/approach-The study used survey data drawn from 149 academic staff selected using stratified random sampling techniques. Regression analysis was used to analyse data. Finding-The findings demonstrate there is a positive significant correlation between attitude toward TQM implementation (customers and stakeholders, employee engagement and teamwork, continuous improvements and total degree of attitude) and the intention to practice TQM among sampled institution faculties. Concerning the correlation between the subjective norms and intention, the analysis manifests that there is no significant correlation between the subjective norms of TQM and the intention to practice TQM principles among institutional staff. Furthermore, the study also found that there are no significant differences in the attitude towards implementation of total quality management principles due to the variables of gender, nationality, marital status, work experiences, the faculty and job positions with the exception of academic degree, where significant differences are shown. Value/originality-Since the study reports the understanding of academic staff of a higher education institution toward the implementation of total quality management principles, top management in the tertiary sector may find the findings and conclusions useful when planning for the implementation of total quality management principles.

PURPOSE The objective of the study is to investigate into the quality of the systems, processes, and practices at ShinasCollege of Technology (ShCT) and to propose a plan for future improvements in relates to quality perspectives and to provide recommendations in various areas of operations on the lines of OAAA institutional accreditation standards. DESIGN/METHODOLOGY/APPROACH Samples include 50 students, 33 academics, and 16 management employees were selected, and the data was collected through a well-defined questionnaire. Students from the Department of Engineering, Business and Information Technology, were selected on stratified random sampling basis whereas staffwas selected on asimplerandom sampling basis. FINDINGS The survey reveals that the systems prevailing in ShCT and the practices are aligned with OAAA requirements except for staff promotion and incentives. The ADRI analysis and the study of SAR, QAR and QIP indicates thatShCT practices about Management, Staff, and Students are continuously assessedand well-defined. PRACTICAL IMPLICATIONS The study considers quality assurance as for the top pyramid of higher education. The study throws light on the future improvements of the various areas of operations of the College about the requirements of criteria of the OAAA national standards. SOCIAL IMPLICATIONS The study considers TQM as the most important method for HEIs to achieve efficiency for providing better services and continuous improvements. The Quality is considered as the required power to implement the entire objective desired by the HEIs to attain the efficiency and get the HEIs accredited. ORIGINALITY/VALUE No study has attempted to find out theapplication of TQM in ShCT, Oman ever before considering the quality assurance in education and it is the first-hand study of its kind. RESEARCH LIMITATIONS/IMPLICATIONS The study was restricted to various areas of the operations of the college on three stakeholders namely management, staff and students only. The study could be extended to other areas as well as to other stakeholders so that a detailed insight could be obtained.

The service industry is a rapidly changing industry and this dynamic culture offers a challenge for the service companies to lead or to actually survive in this competitive environment. As the education industry is a part of the overall service industry, this raises the need for a solid base to be developed to reach for high quality service in the education industry. Though, adoption of TQM in the higher educational institutions is of common practice in the Western world, however, the history of TQM adoption in the Malaysian higher educational institutions is not very long. Therefore, the main purpose of this study was to identify the factors influencing the level of TQM practices in the Malaysian higher learning institutions based on the teacher's perceptions. In doing so, this study was conducted in both types of Malaysian higher educational institutions (public and private). Total 300 questionnaires were distributed randomly, out of which 206 were returned. After collecting the data, statistical tests were performed using SPSS and Amos. This study has got satisfactory results. Results also show identical results with the previous studies. However, this study has pointed out that there is still room for improvement that affecting the level of TQM practices in the Malaysian educational institutions. Finally, future directions are provided at the end of the paper.
Assuring Total Quality Management across Educational Institutions: Evidence from Oman

To survive in this rapidly changing competitive service industry, service companies nowadays face a serious challenge to lead and keep upbeat with this dynamic environment. As education industry is a part of this service industry with students as its customers thus to reach high quality standards in this education commerce, we need concrete plans to counter this rapid changes. Therefore the Total Quality Management (TQM) tool comes into picture which will provide required quality to ensure business success. This research highlights imperative measures of TQM followed presently in higher institution of Oman and law makers has to invent viable education in Oman. Descriptive research design is adopted in this study help to know which variable is key for success in TQM implementation in teaching learning. The primary data was collected with structured questionnaire. In first part of questions related to demographic factors, secondly stakeholder's efforts to implement TQM principles in educational institutions and finally dimensions of total quality management like top management commitment, customer focus, employee involvement and continuous process improvement (CPI). Based on the pilot study performed on 10 faculties from ministry colleges and 5 from private institutions, the questionnaires were administered. 300 respondents were selected based on the proportionate random sampling and 238 samples were considered for further analysis. Finally concluded that the faculty perception on successful implementation of total quality management principles in educational institutions is majorly influenced through providing of adequate resources for improving quality of education and encourages continuous improvement of curriculum, value added courses, teaching learning methodology and technology.

Education plays avital role in economic growth, sustainable development, and nations‘welfare; and due to the increasingly technological progress world wide. The international tendencies become focusing on adoption new systems, new techniques, new strategies to enhance quality more than quantity in education system, and due to the importance of quality service of higher education , it becomes very necessary to shed light on implementation the total quality management(TQM) in higher education institutions to contribute in saving time and resources and enhancing the institution’s performance .The purpose of this research is to examine the extent of implementation the total quality management(TQM) in Palestinian higher education institutions (Birzeit University, An-Najah University,and Al-Quds University),and its relationship to these institutions’ performance. The research would be a quantitative research by using a survey questionnaire designed according to Malcolm Bridge National Quality Award (MBNQA criteria) for collecting data. Key findings: the degree of TQM implementation was the highest level at Birzeit University for all elements with (88%),Al-Quds University was in the second level with ( 85%),and An-Najah National University in the lowest level with (77 %). When comparing Al-Quds University with Birzeit University, the degree of TQM implementation at Birzeit is higher for all elements except for “process management” and “performance results “. Regarding leadership element implementation, the degrees were equal for Birzeit and Al-Quds with 87%, while it was 82 at An-Najah.The correlation between performance results and the six TQM factors was positive, that is increasing in TQM factors affects performance positively. A high correlation exists between information and analysis implementation and performance (0.747) that is a strong positive linear relationship exists, a strong positive relationship also exists between performance and each of human resources factor implementation and student focus (0.731, 0.604 respectively).A moderate positive relationship exists between performance and each of strategic planning, and leadership, and finally a weak positive relationship exists between performance and process management.
Continuous quality improvement requires a commitment to constant assessment of the technical and administrative procedures in search of better organizational methods and processes towards quality educational services. The main objective of this research is to highlight the benefit of Total Quality Management (TQM) implementation in a Private Higher Educational Institution (PHEI) relation to customer and employee satisfaction as well as to operational effectiveness. It utilized descriptive-survey design using both descriptive and inferential analyses. Various groups of stakeholders were surveyed. Customers assess that there is high standard of quality in the services rendered. Customers' satisfaction is positively affected by the standard of quality in the educational services. The employees across departments are generally satisfied with the administration and management of the Institution. Continuous improvement is evident, and the quality educational service delivery is due to workers empowerment. There are no significant variations on the perceived customer satisfaction among internal stakeholders. However, significant variations are found relative to employee satisfaction and effective operation.
