The article is devoted to the study of the influence of innovation and technological costs on the development of the region's industry. The purpose of this article is to calculate forecast indicators along with the study of the impact of costs on innovation and industrial development in the region. In addition, the Tashkent region differs from other regions in its priority characteristics. The efficiency of the innovation industry in the region is analyzed. Forecasts for the development of the region's industry for 2021-2030 are given taking into account the influence of a number of factors, in particular, the cost of innovation. The step-by-step work carried out to achieve the forecast indicators was especially noted. In conclusion, many proposals were given for the development of a high-tech industry in the region.

It is possible to notice a recent slowdown in the rates of social and economic development in many regions of the country. This trend depends on many aspects: exhaustion of natural and raw materials, inadequate financing of re-equipment projects, utilization of outdated technologies and equipment in the production regional subsystem. Comparative Assessment of Innovative Development of the Far North Regions

The paper deals with the assessment of the level of innovative development of the Northern regions. Based on the data of the annual rating of innovative economies, performed by Bloomberg, a comparative analysis of the rating of innovative economies in the Nordic countries is presented. It is noted that Russia has been consistently ranked 25-27 in the last four years, although in 2016, it was in the 12th place. An overview analysis of methodological approaches and methods for assessing the level of innovative development of a region in Russia is carried out. On the basis of statistical data on the composite integral index, a comparative assessment of the level of innovative development of 17 regions of the Far North of the Russian Federation for 2017 is carried out, and the corresponding ranks are analyzed separately for 5 subindices of thematic blocks: socioeconomic conditions, scientific and technical potential, innovation activity, export activity and the quality of regional innovation policy. The study shows a significant difference between the regions of the Far North of the Russian Federation in terms of the level of innovative development. In five subjects of the Far North of the Russian Federation, the values of the composite innovation index are higher than the average for the Russian Federation. Different positions occupied by regions are also observed in the rankings for individual sub-indices. The results of such ratings make it possible to assess the comparative advantages and disadvantages of specific regions for further consideration in the program documents on their innovative development.
Innovative development of Irkutsk region

The article discusses the current state of innovation development of Irkutsk region, including single-industry towns, main innovation activities, problems and prospects. The main constraints of the innovative development of Irkutsk region are as follows: dependence of the regional economy on the political and administrative control of the federal authorities; excessive control of the government over economic processes and lack of protection from economic risks of innovative entrepreneurship; strategic uncertainty. There are three groups of agents of innovation development: large companies, the government, and universities. Cooperation trends are typical of the region. Interaction of the subjects of innovation activities is efficient: the subjects select the best practices, determine organizational formats of interaction, develop and formalize traditional forms of cooperation. The article developed a set of practical measures to stimulate innovative development of the region.

State and Prospects of Development of Kazakhstan Innovative Infrastructure

Creation of the national innovation system and development of innovative strategies and programs have become the key tasks for the Republic of Kazakhstan in the context of establishment of the knowledge-based economy. With the purpose of defining the state and priority areas of development of the innovative infrastructure of the republic, it was analyzed based on the data collected through a questionnaire survey, study of the scientific literature and policy documents, as well as analysis of statistical data. The situational SWOT analysis was the methodical research tool. It was found during the study that the existing Kazakhstan innovative infrastructure was in imperfect state. Its operation was prevailed by economic factors, while the factors contributing to enhancing its effectiveness were noted as prevailing in its external environment. Its weaknesses have a high influence among the internal factors. 7 strategic recommendations on overcoming the existing weaknesses at the expense of the environment capabilities were offered in order to minimize the effects of weaknesses and threats of the innovation system of Kazakhstan. The findings of the study can be used to determine the state and priority areas of development of innovative infrastructurein particular, in the development of the state policy in the field of science, innovation and technology.
Innovative and Competitive Structure of Regional Economies in Turkey
Regional development theories have experienced a transition from Keynesian state-led economic development models to development based on public–private partnerships, innovation, industrial districts, etc. With the increasing concern for innovative milieu, products, process, organizational, and institutional innovations have assumed an important place in regional development policies. All these regional development paradigms have formed the basis of the initiation of a new process in regional development called the new regionalism, which includes cumulative efforts to revitalize local economic growth. In this paper, we identify technological levels of 26 NUTS 2-level regions according to the Organisation for Economic Co-operation and Development (OECD)'s classification. Then, we develop an innovation and competitiveness index for Turkey by employing principal component analysis. In conclusion, we formulate some workable policy solutions and suggestions for regional economies in Turkey. According to the results, Istanbul is the most innovative and competitive region in Turkey. Ankara is becoming a regional knowledge cluster, thanks to its strong R&D infrastructure and highly qualified researchers.

The present article analyzes the current approaches to the evaluation of innovation potential of the individual territories of the Russian Federation. The technique of evaluation of the innovation potential on the example of the Central Federal District regions by means of the functional model of evaluation is given consideration to. The algorithm of the innovation potential evaluation proposed by the authors includes six groups of indexes integrating twenty-eight individual indicators. The main advantages of this technique are studied. The authors’ approbation of the proposed technique on the example of the Central Federal District has been carried out.

The growth in the share of industry in the structure of Gross Domestic Product due to an increase in its competitiveness, causes a multiplier effect of accelerating economic growth, reducing unemployment and developing social and transport infrastructure. All these imperatives actualise the task of deepening the analysis of the level of industrialisation and innovative performance of the national economy and its regions. To achieve this goal, a theoretical analysis of the relationship between industrial growth and innovation activity was carried out, and the problems of industrial growth of the Russian economy were identified. The proposed toolkit is based on assessing the level of industrialization and innovative performance of the region.
