SMART VILLAGES & SOCIO-ECONOMIC DEVELOPMENT OF THE NATION

A ‘Smart Village’ will provide long-term social, economic, and environmental welfare activity for village community, which will enable and empower enhanced participation in local governance processes, promote entrepreneurship and build more resilient communities. At the same time, a ‘Smart Village’ will ensure proper sanitation facility, good education, better infrastructure, clean drinking water, health facilities, environment protection, resource use efficiency, waste management, renewable energy etc. There is an urgent need for designing and developing ‘Smart Village’, which are independent in providing the services and employment and yet well connected to the rest of the world. The Smart Village concept will be based on the local conditions, infrastructure, available resources in rural area and local demand as well as potential of export of good to urban areas. The present paper examine motivation behind the concept on ‘Smart Village’ is that the technology should acts as a catalyst for development, enabling education and local business opportunities, improving health and welfare, enhancing democratic engagement and overall enhancement of rural village dwellers. Smart rural development is one of the best criteria to achieve Sustainable Development, there are 60,000 villages in India, where the condition of some of the villages are extremely miserable with no access to water, food and employment. With advancement in technology and bringing in green technology India has made few of its villages developed and constructed them as smart village with 100 % energy security, water access, pucca house, internet connectivity, empowering women, installation of RO, better jobs and government schools which have introduced computer learning. SMART VILLAGES – NEED OF EMERGING INDIA

Human society is developing with rapid momentum and achieved various successes for making its livelihood better. The civilization is witness for various changes related to it’s the development through different catalysts like industrial development, green revaluation, science and technology, etc. The present era is augmented on Information and Communication Technology. This technology has proved its potential in various sectors of development in urban and rural landscapes. Urban areas are seems to more inclined to accept and adopt Information and Communication Technology due to advantages of literacy and better infrastructure as compared to rural areas. Due to such suitable situations of urban landscapes good amount of success of this technology is visible in the form of smart cities and better livelihood of residing human beings. But the problems, consequences and opportunities in urban areas are different for effective utilization of Information and Communication Technology for sustainable development of rural masses. The present research article discusses about rural development in developing world for the up-liftment of livelihood of the rural masses and to take a ‘look ahead’ at scientific developments and technologies that might be influential over the next 10 -20 years. Emerging Trends in Rural Development: Planning for Smart Villages

In the Indian context, villages are the heart of the nation but still it is growing fact that the rural population is suffering more consequences for livelihood as compared to urban areas. The difficulties of livelihood may be forcing rural population to migrate to the urban areas which is one of the major challenge. If situation remains same, urban growth will be unavoidable, as the economic pursuits and aspirations of the population always change and evolve. Village developmental activities and plans were formulated by government in order to mitigate poverty, unemployment, illiteracy, malnutrition in kids, health problem and also to provide basic needs of livelihood. However, due to lack of implementation, many villages are still deprived of drinking water, sanitation facilities, primary health centres, equipped primary schools, electricity, proper road and public transportation system, banks and communication services. All these programs and Policy have met with limited success. The "Smart Village" concept could address these challenges comprehensively. All these programme and policies can converge in smart village development by adding smart solutions. In our study, four case studies have been carried out ofBhorgiri Village,Dhamane Village,Wandre Village and Kelashi Village in Maharashtra, Indiato understand the issues in rural development. Surveys are conducted through Questionnaires, Personal talks, Interviews and Parameters considered such as Health Facilities, Education Facility, Food Security, Participatory Democracy, Productive enterprises, Quality of Life and Environment. Depending on analysis obtained from case studies, Action plan and Expected benefit for villages are done and for smart village development smart programme for Bhorgiri, Dhamane, Wandre and Kelashi Village has been proposed.

It is necessary that Gram Panchayats perform their duties and responsibilities by more programmes and selfgovernance, work as per their expectations with certain goal and with foresight for social, human, economic and personal development and become committed to increase citizen services, create atmosphere of healthy competition. As a result, the villages would become prosperous and smart, migration from villages toward cities would decrease. SMART VILLAGE-THE REAL FUTURE OF INDIA

A smart village knows about its citizens, offered resources, applicable services and schemes. It knows what it needs and when it needs. Smart village initiative focuses on superior resource-use efficiency, empowered local self-governance, access to assured basic amenities and responsible individual and community behavior to build a vibrant and happy society. The present research paper discusses about rural development in developing world for the up-liftman of livelihood of the rural masses. Over recent decades, people’s (rural and urban) communities are facing numerous socialand economic changes and challenges. Some of those challenges have been increasingly addressedthrough the lenses of technological developments and digitalization. In this paper, we have made a review of already existing practices while focusing on the existing implementations of the Smart Village concept and the importance of digital transformation for rural areas. We give special attention to EU policies that we are using as an already existing framework for understanding our own forthcoming examples. We have shown the parallels between the findings and insights from different regions and made an evaluation of presented practices. Smart Village Initiatives: An Overview

This chapter postulates that a smart village is built on the philosophy of a self-sustaining ecosystem, one that is capable of adapting to changing governance regimes and generating resources in order to augment human development. Education, health, sanitation, information connectivity, electrification, establishment of cottage and small-scale industries, etc. are the critical dimensions of a 'smart village'. The entire globe today strives for a 'Sustainable Development' agenda that would include smart villages. As the chapter posits, rural-urban migration, and economic vulnerability stemming from unemployment could be prevented by rejuvenating rural infrastructure. The goal of this chapter is to discuss various smart village initiatives and technologies to improve the lives of people in the rural areas while respecting their local environment, beginning with the basic or first phase of development in which small technological initiatives can lead to healthier living.

Priority must be given to the development of 'smart villages' instead of 'smart cities' for root level development. Preserve the sustainability of villages will positively impact cities in the long run. Residents of villages have to suffer more than that of residents of urbanites for livelihood. The difficulties of livelihood may be forcing rural population to migrate to the urban areas. The migration is also unidirectional as they continue to live in cities in the hope of landing better jobs. In the long term, this leads to desertion from villages, dilution of village culture, reduced land under cultivation and, consequently, farm output. Human society is developing with rapid acceleration and achieved various successes for making its livelihood better. This paper deals with study and development of village as a smart village by delivering all required services to its residence and businesses in each possible manner. Irrespective of Indian priorities being different, there is need to understand these development paradigms from bottom. In this context the Smart village concept needs to be looked from different perspectives. This concept will play crucial role in minimizing the gap between urban and rural development, which ultimately helps in reducing migration from one place to another place as residents themselves see and get opportunities at their places for betterment and development.
