A Study on Pedestrian Streetscape as a Public Right ~ Case: Jl. PB. Sudirman, Denpasar City, Bali

Poor facilities for pedestrians in the streets could adversely affect humans and the environment. The adverse effects include: accidents to pedestrians by motorists; A growing number of motor vehicles, so that traffic jams occur more frequently; The higher the level of air pollution; More and more citizens are diseased related to the respiratory system; And diseases that attack the respiratory system and lungs would also attack the nervous system and the brain; Community would diminishing their power of thought and intelligence, so that our human resources we would be getting worse. Efforts to reduce people's reliance on private vehicles is the provision of good public transport system, in quality and quantity. The public transit system cannot stand alone. Any sophisticated public transport system if there is not good pedestrian facilities, the comfort and safety of the traveling public transit users cannot be considered adequate. Need connectivity between modes of transport, in the form of pedestrian lane. Report of the World Health Organization (WHO), entitled 'Global Status Report on Road Safety 2013’ states that in the world, every day, an average of 747 pedestrians are killed in road accidents. Not only pedestrians, those are also categorized as accident prone ones are pedal cyclists. WHO’s data figures, worldwide, approximately 169 pedal cyclists are killed in road accidents every day. Indonesia has a law that protect pedestrians and pedal cyclists. After Law No. 22 year 2009 on LLAJ published in 2009, Indonesia has a derivatives rule. Government Regulation (PP) No. 79 year 2013 on Traffic Network and Road Transportation. Mentioned in the Government Regulation that the road must be equipped with facilities for bicycles, pedestrians and the difabled. For bicycle lanes on the road are separated physically and/or by markings. Bicycle lanes must meet security requirements. Lane for pedal cyclists can also be used together with pedestrians. The facility must include at least all the traffic signs that were given signage for the difabled. Pedestrian facilities: First, an avowed crossings with road markings, signage and paraphernalia of the signal traffic; Second, the sidewalk. Sidewalk amenities should be provided on roads around the center of activity; Third, pedestrian bridges; and fourth, tunnel crossings. In the Minister of Public Works Rule No. 03/Prt/M/ 2014 on Guidelines for Planning, Provision and Use of Walking Infrastructure Network in Urban Area, contained the principles and provisions of the planning, provision and use of infrastructure network of pedestrians facilities, as well as service standards of pedestrian paths. Besides to pedestrian safety, the urgency of pedestrian network provision that is integrated with the mass public transport system is the aspect of public health and the environment protection. The uncontrolled development of traffic conditions on urban streets in Indonesia, including in Bali more alarming. Without realizing it, this kind of development also undermine the economic aspects as well as the resilience of the country, because it can lead to decreasing the quality of human resources by diseases caused by air pollution. This study is an attempt to invite the parties, stakeholders and shareholders to aware the issues of Pedestrian Streetscape: to understand the problems, to learn the universal standards, generic national requirements contained in laws, government regulations, and ministerial decree on Guidelines for Planning, Provision and Use of Pedestrians Infrastructure Network. Also, to suite specific local rules in local government implementation method as well as social cultural and technical requirements. Pedestrian Path Infrastructure in Urban Public Green Open Space (Case Study: Green Open Space Religious Monument Kendari City, Indonesia

Pedestrian paths in city parks are public spaces that always attract city residents to visit. The presence of this city park must heed efforts to arrange pedestrian paths that support the walkability of visitors, considering that generally, city parks are located in the city center and with an unlimited age range of visitors. The current paper highlights the evaluation of the performance and satisfaction of pedestrian path users in public green spaces using the Importance Performance Analysis (IPA) analysis tool and the Customer Satisfaction Index (CSI) analysis tool, followed by conducting a Focus Group Discussion (FGD) to obtain optimal models and strategies for pedestrian paths. The results help identifying the performance of pedestrian paths and indicate the CSI of pedestrian path users. The comfort of pedestrians on public open space roads needs to be improved. In terms of security, the height of the pedestrian path must be distinguished from the vehicle lane. This study reveals that the performance of existing pedestrian paths classified as good category are facilities for pedestrians with special needs (guiding block), road markings, crossing lanes, security systems (CCTV, security posts), speed control, and cleanliness. Those classified as adequate category are pedestrian path dimensions, lighting, the difference in the height of the pedestrian path with the road body, pedestrian markings and signs/signals, the surface texture of materials, seating, climate (shade), shelter, vegetation/shade plants, the number and quality of rubbish bins. Those with poor category are the availability of ramps, pedestrian paths connected to urban transportation elements, continuity of pedestrian paths, barriers on pedestrian paths, crossings, and noise reduction facilities. In addition, the user satisfaction index is fairly satisfying (65.57%).

PEDESTRIAN PATHS UTILIZATION: SAFETY AND ATTRACTIVENESS ASPECTS (Case Study: Ir. H Juanda Raya Sidewalk, Depok, Indonesia)

Sidewalks are supporting facilities for traffic management, crossings, and people's traffic. In the case studied, it was found that part of the space on the pedestrian path was used by informal traders, for trading or other activities so that the utilization of the pedestrian path was not optimal. This study aims to reveal the utilization of Ir. Juanda Street Corridor in Depok City, related to safety and attractiveness aspects, using a quantitative descriptive method. Data was collected through questionnaires and field observations, followed up with data processing through SPSS. The results showed that the safety factor of pedestrians on the sidewalks of Ir Juanda street, Depok City was relatively low. This is indicated by the emergence of fear of criminal action due to the behavior of street vendors which is reinforced by poor physical quality. Ornamental plant traders, easy access to parking lots, and temporary market activities are aspects of the attraction, although on the other hand the presence of informal traders on the sidewalk is considered a nuisance.

Public Space Design as a Stimulator for Movement of Pedestrians. Case Study: Municipality of Vracar, City of Belgrade

Contemporary trends in urban design and shaping of public spaces are set in domains defined by the principles of sustainable development. One of the propensities relates to ever-increasing presence and implementation of spatial and programmatic concepts and projects in areas that foresee usage and affirmation of environmentally acceptable modalities of traffic such as pedestrian movement, cycling, usage of electrically powered vehicles, etc. With respect to that, pedestrian movement, as a basic and natural form of human movement has become a subject of research of multidisciplinary teams of experts and organisations on the global level, especially in the last two decades 1 . This paper will demonstrate correlative actions of the quality of pedestrian environment and infrastructure directed towards pedestrians' motivation for movement along street ways that connect city centres. The research was conducted on the polygon of the Municipality of Vracar, City of Belgrade, encompassing local centres and links between them. Data has been collected by using methods of direct field research and the method of surveying the local inhabitants. By systematising and comparing the collected data this paper determines relations of the subject of research. Special care was dedicated to pedestrian environment along the observed ways, which includes arrangement and activities in the ground floors of the buildings, which define the street ways, equipment in street ways and conflicts with other participants in the traffic. The research has demonstrated that the frequency of pedestrian movement is not only proportional to equipment and surrounding of street ways, but to diversity and continuity of contents in the ground floors of the buildings, while being oppositely proportional to the number and frequency of motor vehicles.

Optimization of utilization pedestrian trails and green lines in the city

Pedestrian and green lanes are needed to increase the comfort of the activities of urban communities to support population circulation, beautify the city, and maintain the air quality in cities. Nevertheless, the condition of pedestrian and green lanes in urban areas is often not well maintained so that their utilization is not optimal. EVALUATION OF WALKABILITY ON PEDESTRIAN SIDEWALK IN BANDUNG

Presently Indonesian cities are experiencing the rapid pace of transformation and social changes. Obviously, the process of modernization has direct impacts on social and environmental design issues in urban areas, including the life or lifelessness of public (urban) spaces. The latter depends very much on the quality of the spaces, and whether they are welcoming to likely users, to walk, stay, sit or otherwise enjoy the spaces. Pedestrian sidewalk, as part of almost-forgotten public space, will be the focus in this paper. Thus, in this case pedestrian sidewalk belongs to the important public open space that is needed special attention. Based upon an on-going research on walkability concept and its implementation in Bandung, this paper unveils the importance of public experience of pedestrian sidewalk. Since urban (public) spaces has been a melting pot for people of various cultural, economic and social backgrounds, thus urban places should provide an appropriate atmosphere and attraction. Sidewalk is not merely a matter of infrastructure, but rather it offers possibilities in creating social inclusion. Notwithstanding, how well the physical milieu supports the activities, and to what extent the stakeholders’ commitment towards better public open space, both of them will guarantee the success of creating vibrant pedestrian sidewalk as part of the urban environment.
