Generic Quality Standards vs. Specific Quality Standards: The Case of Higher Education

Quality as a new requirement for the field of higher education leads institutions to seek to satisfy generic or specific quality standards imposed directly or indirectly by its customers. The aim of this study is to compare between ISO9001, as a generic quality standard, and the Code of Practice of the Quality Assurance Agency for Higher Education (QAA), as a specific quality standard. A correlation matrix is drawn and correlation rates are calculated to show similarities and differences between them. This paper shows, first, that ISO9001 and QAA Code of Practice are compatible. Second, implementing a quality management system in accordance with ISO9001 requirements can constitute an adequate framework for the application of the QAA Code of Practice requirements. Third, to make the ISO9001 requirements closer to a specific quality standard in the field of higher education, it is recommended to complete these standards by specific requirements to the field of higher education.

A framework for institutionalizing quality assurance

Objective. To develop a framework to support the institutionalization of quality assurance (QA). Design. The framework for institutionalizing QA consists of a model of eight essential elements and a ‘roadmap ’ for the process of institutionalization. The essential elements are the building blocks required for implementing and sustaining QA activities. Core QA activities include defining, measuring and improving quality. The essential elements are grouped under three categories: the internal enabling environment (internal to the organization or system), organizing for quality, and support functions. The enabling environment contains the essential elements of leadership, policy, core values, and resources. Organizing for quality includes the structure for implementing QA. Three essential elements are primarily support functions: capacity building, communication and information, and rewarding quality. New Developments to Strengthen Pro-Quality Institutional Policy
In this paper a description of the Romanian Higher Education system is made, accompanied by an overview of the institutional features of "Gh. Asachi" Technical University of Iaºi, Romania. The institutional mission, structure, educational offer, and its international dimension are introduced in close relation with the quality assurance achievements and future desiderata. Finally, an action plan for further pro-quality development is presented.
The paper provides an interpretation of the ISO 9001 model for quality assurance in Higher Education. The objective is to prepare a framework for successful documentation and implementation of a quality system based on the ISO 9000 International Standards requirements in education based on customer's satisfaction. This chapter studied the institutional influence associated to quality practices in hotels. The aim was to interpret whether it was the normative, coercive or mimetic pressures (Institutional pressures) that influenced the three, four and five star hotels in north of Portugal. In order to accomplish these objectives the author used an investigation model that connects institutional context pressures with quality practices and quality practices with legitimacy. Adopting Quality Standard from Industry to Education: Which Stages Need to be Adjusted?

Numerous concepts of quality standards, originally from the industry, have long been successfully adopted by education. The success by educational administrators is used to improve quality within the organization. However, does the implementation in education get the same sequence of stages as it is derived from the industry? Which stages need to be adjusted? This study discusses two concepts of quality standards-'Suggestion System' (SS) and 'Customers-Suppliers Relationship' (C-SRs)that have been adopted in the educational organization. This study aims to provide decision-makers within organizations with a deeper understanding of the adjustment that need to be considered in managing quality standard of SS and C-SRs. The results of previous study become the main data; then the data is analysed through FGDs. The discussion focused on some particular stages, as a fact finding, that cannot be treated the same stage as in industrial world. We found that the stages need to be adjusted appropriately in accordance with local circumstances. Those adjustment might consequently shift the customary practices that have long been recognized in the industry.
