The blueprint of ASEAN becomes the foundation for symbolic interaction when one accesses related information. Information access is a repeteadly tracing pattern, by a group, on the availability of information. In the context of ASEAN Socio-cultural Community, ethnic group identities can be used as a mediator to deliver and disseminate folklore' icons, at any time of face-to-face rituals activities (interaction), both formally and informally. Pattern on information access is in the mind and belief of ASEAN people, which also becomes references for their living. Continous institutionalizing process to the daily life of ASEAN people will strengthen the sense and conviction of information access as an institution, because it will raise the awareness of the we-feeling of ASEAN. Folklore on Indonesia's Orang Laut (literally, sea people), especially the permanent sea-living Bajo Tribe, shows resemblance on its origin and accordingly can be referred to be the ASEAN Community 2015, both economically and politically. The question is how to provide sources and access of information, wether its format, channel, and location, and how such access could be institutionalized, so that the ASEAN blueprint 2015 will come into existence.

Ritual Discourse: Local Wisdom in the Traditional Literature of Using Ethnic Group in Indonesia

This study aims to understand and interpret the meaning of local wisdom in traditional literature, especially in the context of ritual discourse of Barong Ider Bumi (Kemiren), Seblang (Olehsari and Bakungan), and Keboan / Kebo-keboan (Aliyan and Alasmalang). Traditional literature is a product as well as cultural reflection from various ethnic groups in Indonesia, including Using, Banyuwangi, East Java. The research method used ethnographic approach, especially the emic perspective, and Geertz’s cultural interpretation analysis. The results showed that ritual discourse includes the whole speech within a unity, which involves either ritual texts in the form of ujub , sacred texts in the form of mantras, or narrative texts in the form of discourses spoken by traditional leaders or local officials in ritual processions. Rumah Bahasa Surabaya and the Mozaic of ASEAN Socio Cultutal Pillar

— My paper aims to describe how Surabaya facilitates to strengthen ASEAN socio-cultural pillar through her special program called ―Rumah Bahasa‖ (Language House) that has been designed for Surabaya populace preparedness to develop a new identity into a larger ASEAN Community. Language skill is a necessity to enable people interact a superblock as ASEAN community. Surabaya City Government is preparing herself to welcome ASEAN community that comes into effect at the end of this year. As the second largest city in Indonesia, Surabaya has a vital role to strengthen ASEAN socio-cultural pillar through programs. One of her notable program is by establishing ―Rumah Bahasa‖, a free language training for ordinary people. This program is a breakthrough since Surabaya can be an indicator of Indonesia's preparedness to a competition and cooperation within ASEAN. Surabaya also is a home of about three million people with large differences, that has a potency to contributing the successful of the implementation of ASEAN Community. ―Rumah Bahasa‖ facilitates the meeting of different people with different background. Language training provides opportunity, not only for meeting and gathering for Surabaya's citizens, but it is also a ―meeting point‖ that helps Surabaya to form itself to become a centre of activities as well as to form a metropolitan behaviour among its populace.

The Documentation of Traditional Culture in Enriching the Culture library: Case Study on Traditional Culture of Java Documentation Efforts in Surakarta

This research aims to find how far the efforts in documenting Java traditional culture done by society and the government of Surakarta become a reference library to enrich the cultural library as public information. The research uses qualitative approach with the case study technique. The collection of data obtained through observation, interviews, document studies, as well as archive footage from other physical devices. Informants in this study are the Department of Culture and Tourism, Department of Communication and Information, Bapeda, the maintainer of the Bale, and also Sudjatmoko, the society representative. For the data analysis, the research uses sources triangulation. The result of the research is that the efforts of traditional culture documentation taken by society is personal, related with which work field they are in, the documentation is not structural and not following the documentation rule, and also the documentation is done only to support their work. The Java traditional culture documentation effort taken by the Government is through the instructions of the Mayor of Surakarta by forming a special inventory and documentation team that consists of the elements from the related department. The Government is positioning itself as a regulator and facilitator in the policies. “Perda Heritage” that manages the inventory and documentation, preservation and management of cultural assets, as well as the development of traditional cultural assets, has still not been passed by parliament (DPRD) by now. The Government of Surakarta publishes and communicates the information the culture and the culture library as culture documentation product according to The Disclosure of Public Information Act with the purpose to maintain and preserve traditional cultural assets. The arrangement of the culture library as the product of cultural documentation activities performed well by the public, Government, cultural communities, as well as by the library, documentation centre and cultural institutions in Surakarta as part of the dissemination of cultural information.

This paper discusses the concept of Communication and Information Management within the Akan cultural context. It focused on the issues of indigenous communication and information management and the mechanisms adopted to disseminate information in Akan indigenous communities.
