An Assessment of the Causative Factors and Effects of Delays in Building Construction Projects in Osun State, Nigeria

Delay in building construction project is a universal phenomenon that is not peculiar to Osun alone. In fact, all countries of the world are faced with this global issue. These delays are usually considered as costly to all parties concerned in the projects and very often results in total abandonment thereby slowing down the growth of the construction sector. The purpose of this study was to assess the causative factors of delays and their effects on building construction projects in Osun. A total of forty two (42) project delay attributes and seventeen (17) effect attributes were identified through detailed literature review. Examining the Effect of Project Delays in Construction Field, A Case Study of Prime Engineering and Service Ghana Limited

The alarming rate of project delays in this country needs urgent attention and resolution as one project delay leads to another therefore affecting the growth of any economy or profit-making organization. This alarming rate would possibly go out of one’s hand if strategies are not put in place to curb these phenomena. The Objectives of this research is to critically identify and evaluate the setbacks or factors causing delays in completing projects on time and its effect. The study narrowed its arrows on Prime Ghana projects executed in the country and it was thus conducted with the usage of questionnaires to solicit for the required data for processing. Results from the study divulge that the actual sources of delays in project delivery are; Inadequate financial resources of clients, delays in honoring payment for work done, underestimation of project duration, poor communication between contracting parties, complexity, difficulties in accessing bank credit (client); change orders during construction and others. It was recommended that, initial proper planning and controlling is essential to the client to have proper action plan, procurement plan, and budget plan prepared before commencement of project. Payment schedule must be agreed by the parties involved. On the part of the contractor adequate knowledge of project management, principles, tools and techniques is required to reduce delays. Consultants must plan very well to ensure that contract processes are duly followed, thus approval of drawings, documentation, and other things to reduce variation during construction. They should monitor their assigned work very well by insisting that corrections are done at the appropriate time to reduce or avoid rework.

CAUSES AND EFFECTS OF DELAYS IN CONSTRUCTION PROJECTS IN AKURE, ONDO STATE, NIGERIA

Construction is an everlasting activity across the globe. Likewise, the problem of delay in the construction industry is a global phenomenon. There are several reasons that may be responsible for delay during construction, these reasons may vary from place to place and such delays can be reduced to the minimum when its causes are identified. This study considered the major causes and effects of delay in the execution of construction projects in Akure, Ondo State, Nigeria. Using literatures, a total number of 30 causes of construction delays were identified. Purposive sampling technique was used to select sixty respondents for the survey. The respondents comprise twenty-two (22) clients, eighteen consultants (18) and twenty (20) contractors. The analyses of the primary data revealed that the three most important causes of delay in construction projects in Akure, Ondo State Nigeria are poor site management and supervision, contractor inexperience and client's financial difficulties. Based on the findings of this study, recommendations were given on how the causes and effects of delay in construction can be mitigated.

Project Delivery Delay: The Nigeria Experience

Project delivery delay, with its negative ripple effects, is one of the major problems face in the construction industry of developing countries. Delays can be minimized only when their causes are recognized. The main objective of this study is to identify the major causes of delays in construction projects in the Nigeria Construction Industry through a survey. The primary aim is to identify the perceptions of the different parties regarding causes of delays. The literature related the field of causes and effects of delay in construction projects has been reviewed. A questionnaire survey was conducted to solicit the causes of delay from clients, consultants and contractors' viewpoint. This survey was conducted among 10 owners/developers, 40 contractors and 50 consultants. This study identified 41 important causes of delay. It was found the predominant causes of delay are decision during development stage or changes in drawing, drawing approval, delayed payment, market conditions, financial process difficulties or money disbursement, subsurface soil condition, excessive changes in quantities & specifications, design errors or incomplete supply of drawings. The paper forecasts some future trends and suggests certain areas in which future research on construction projects could focus on, the findings of construction management problems are common to developing countries.

Factors Militating Against Prompt Delivery of Construction Projects in Lagos Megacity, Nigeria: Contractors' Perspective

Delay is a common issue faced in the construction industry all over the world especially in developing countries. The aim of this study is to evaluate factors causing delays and their effects on construction projects in Lagos Mega City, Nigeria from the contractors' perspective. It is predicated on the incessant delay experienced by contractors on construction projects. Purposive sampling method was adopted for the study;. Quantitative data was obtained by administration of One hundred (100) structured questionnaires distributed to contractors of construction project sites in Lagos State and Qualitative data was obtained from interview of key management personnel of the companies and journals. Ranking analysis of the 33 major causes of delays identified through literature review using Relative Importance Index (RII) showed that cash flow problems during construction (RII=4.81), clients' financial difficulties (RII=4.47) and poor procurement (RII=4.40) were the most importantt causes of delays in construction project sites in Lagos State, Cost overrun (RII=4.92), late payment (RII=4.59) and project extension (RII=4.45) were predominant effects of delay in construction project. Hypotheses testing on relationship between shortage of skilled labour, improper equipment during construction and delay in construction project using One-Way ANOVA showed positive correlation. For improved efficiency and effective project delivery in the industry, proper payment from client (RII=4.78), competent project managers (RII=4.64), the use of experienced subcontractors and suppliers (RII=4.48) should be encouraged to mitigate against delay in construction projects.

Management of Construction Delays in South East Nigeria

Timely completion of construction projects and the position in certain quarters that construction delays are almost unavoidable made it imperative to examine the management of construction delays with South East Nigeria as case study. In the study, 3 research questions with 43 multiple choice items were formulated and administered to 100 construction professionals who have been involved in construction projects in South East Nigeria to elicit responses through a questionnaire. The questionnaire was constructed using Likert Four-Point Scale Response Alternative and analysed using weighted mean. The study also sourced for information through observations and oral interviews conducted by the researchers. The study found out that extra cost claims, professional negligence labour and material cost escalation among others are the causes of construction delays in Nigeria. It also found out that cost overrun, time overrun, damaged relationship between the parties and the like are effects of construction delays in South East, Nigeria. On management of these delays when they occur, the respondents accepted that appointment of a project quantity surveyor, prompt release of funds to contractor, timely purchase of material and immediate delivery on site among others are remedial actions. Of essence in the study is the discovery by the researchers that most clients are willing to honour payment certificates as and when but lack the financial capacity to do so. Thus, the researchers among others recommend the financial empowerment of clients to ease timely honouring of payment certificates; and the appointment of project quantity surveyors for financial guidance.

Causes of delay and cost overruns in Nigerian construction projects

The subject of project management in developing countries is addressed, with a focus on Nigeria, one of the largest and most populated countries in Africa. The causes of delay and cost overruns are investigated by examining data relating to construction projects. After a brief introduction to the overall economy, an analysis is given of recently completed highway projects in the country. This points to substantial cost variations relative to the initial contract, and excessive project overruns, for neither of which is there much explanation in status reporting. A brief review then follows of contractual systems and project financing arrangements currently in operation. The results of a questionnaire survey carried out in 1992 with around 50 construction personnel from contractor, consultant and client organisations in Nigeria are then presented. The conclusions suggest that there could be better phasing of contracts, and a wider variety of contracts could be used. Overruns are attributed to finance and payment arrangements, poor contract management, materials shortages, inaccurate estimating, and overall price fluctuations. Recommendations are given on how project management could be improved in developing countries such as Nigeria by appropriate action being taken at both the conceptual and detailed planning stages of projects. Wider action is further called for at both government and international level.

CAUSES OF DELAY IN NIGERIA CONSTRUCTION INDUSTRY

Delay is one of the major problems in Nigeria construction industry. Delay lead to many negative effects such as disputes between clients and contractors, increased costs, loss of productivity and revenue, and termination of contract. The aim of the paper is to investigate the causes of delay in Nigeria construction industry. The survey method was adopted for this work through questionnaire; the questionnaire was distributed to contractors, clients and consultants etc in the construction industry in Nigeria. The data collected was analyzes in rating form to determine the most causes of delay in the construction projects. However the results obtained from ranking analysis shows that improper planning, lack of communication, design errors and shortage of supply are rank high on the causes of delays in Nigeria construction industry. The paper concluded that delays causes more harm than good in construction project, therefore action should be taking to avoid such delay in construction projects in order to improve the efficiency and effectiveness of the industry. Consequently it was recommended that adequate planning; coordination; and proper monitoring of the construction projects by an experience and qualify professionals should be encourage to reduce the impact of delays on construction projects.

DELAY OF BUILDING CONSTRUCTION PROJECTS IN NIGERIA - A REVIEW OF CAUSES, EFFECTS AND SOLUTIONS

This study examined the causes, effects and solutions to the delayed of completion of building projects in Nigeria. Many projects are either abandoned or neglected in Nigeria due to many reasons and its effects on developmental projects. Delay of building construction projects posed challenges to the building professionals, clients, consultants and the contractors. Information was collated through personal contact, administration of questionnaire and review of existing literature and journals which formed the data base. Data collected were analyzed using percentages. The findings reveal that the caus es of delay of building construction projects in Nigeria are lack of funds (8.8%), lack of materials, incomplete drawings and poor communication ranked second (8.4%) while lack of tools and equipment, absenteeism of workers on site, incompetent workers and government policy were ranked third (8%). These were followed by poor site condition, labour, political instability, weather condition and safety on site. The effects of delay of building construction projects in Nigeria are caused due to loss of wealth r anked first (13.20%), waste of time ranked second (12.80%) and negotiations ranked third (12.00%). Followed by disputes between parties, abandonments of building projects, lawsuits to claim damages, litigations to claim rights, over - cost of the contract su m, overtime of workers and inadequate capacity. The main causes, effects and solution to the delay in view of building professionals in the building industry are described.

Extraction of underlying factors causing construction projects delay in Nigeria

Purpose This paper aims to establish the most underlying factors causing construction projects delay from the most applicable. Design/methodology/approach The paper conducted survey of experts using systematic review of vast body of literature which revealed 23 common factors affecting construction delay. Consequently, this study carried out reliability analysis, ranking using the significance index measurement of delay parameters (SIDP), correlation analysis and factor analysis. From the result of factor analysis, this study grouped a specific underlying factor into three of the six applicable factors that correlated strongly with construction project delay. Findings The paper finds all factors from the reliability test to be consistent.
