Factors Militating Against Prompt Delivery of Construction Projects in Lagos Megacity, Nigeria: Contractors' Perspective

Delay is a common issue faced in the construction industry all over the world especially in developing countries. The aim of this study is to evaluate factors causing delays and their effects on construction projects in Lagos Mega City, Nigeria from the contractors' perspective. It is predicated on the incessant delay experienced by contractors on construction projects. Purposive sampling method was adopted for the study;. Quantitative data was obtained by administration of One hundred (100) structured questionnaires distributed to contractors of construction project sites in Lagos State and Qualitative data was obtained from interview of key management personnel of the companies and journals. Ranking analysis of the 33 major causes of delays identified through literature review using Relative Importance Index (RII) showed that cash flow problems during construction (RII=4.81), clients' financial difficulties (RII=4.47) and poor procurement (RII=4.40) were the most importantt causes of delays in construction project sites in Lagos State, Cost overrun (RII=4.92), late payment (RII=4.59) and project extension (RII=4.45) were predominant effects of delay in construction project. Hypotheses testing on relationship between shortage of skilled labour, improper equipment during construction and delay in construction project using One-Way ANOVA showed positive correlation. For improved efficiency and effective project delivery in the industry, proper payment from client (RII=4.78), competent project managers (RII=4.64), the use of experienced subcontractors and suppliers (RII=4.48) should be encouraged to mitigate against delay in construction projects.

CAUSES AND EFFECTS OF DELAYS IN CONSTRUCTION PROJECTS IN AKURE, ONDO STATE, NIGERIA

Construction is an everlasting activity across the globe. Likewise, the problem of delay in the construction industry is a global phenomenon. There are several reasons that may be responsible for delay during construction, these reasons may vary from place to place and such delays can be reduced to the minimum when its causes are identified. This study considered the major causes and effects of delay in the execution of construction projects in Akure, Ondo State, Nigeria. Using literatures, a total number of 30 causes of construction delays were identified. Purposive sampling technique was used to select sixty respondents for the survey. The respondents comprise twenty-two (22) clients, eighteen consultants (18) and twenty (20) contractors. The analyses of the primary data revealed that the three most important causes of delay in construction projects in Akure, Ondo State Nigeria are poor site management and supervision, contractor inexperience and client's financial difficulties. Based on the findings of this study, recommendations were given on how the causes and effects of delay in construction can be mitigated.

The effects of construction delays on project delivery in Nigerian construction industry

Construction delay has become endemic in Nigeria. It is imperative to create awareness of the extent to which delays can adversely affect project delivery. This paper identifies, by questionnaire evaluates and through empirical method assesses the effects of construction delays. The findings showed that time and cost overruns were frequent effects of delay. Delay had significant effect on completion cost and time of 61 building projects studied. Client-related delay is significant in Nigeria. Acceleration of site activities coupled with improved clients' project management procedure and inclusion of appropriate contingency allowance in precontract estimate should assuage the adverse effect of construction delays. #

Causes of Delayed Payment in Construction Project in Nigeria

 Abstract-Delay in payment to contactors and other relevant parties have caused serious problem on excellent execution of construction projects. It causes several problems to the contractor and other stakeholders. The goal of this work is to investigate the causes of delayed payments in construction project delivery. The objective of this study is to identify the causes of delayed payment. To obtain valid data, questionnaires were designed and distributed to a randomly selected sample of one hundred individuals among contractors, consultants and clients in the Nigerian construction industry. Eighty five completed questionnaires were returned and then analysed. The total mean score was used to determine the ranking of the results of the study. Client's disagreeing on the valuation of work done, slow processing of variation orders by consultants and clients and poor quality of works by the consultants at the design stage and the contractors at the construction stage were the major causes of delayed payment in the study. It was recommended that relevant parties should come together in the execution of the project to limit delays experienced in processing contractors' payment. In conclusion, if the necessary action can be enforced, the problem of delayed payment can be reduced drastically.

Construction Delays and Their Causative Factors in Nigeria

Purpose-Communication plays an important role in the quality of the relationship, trust and collaboration among construction project teams. Literature suggests that effective communication is vital for achieving improved project performance. The aim here is to identify and assess the barriers to effective communication in the Nigerian construction industry, using attribution theory paradigm. Design/methodology/approach-Questionnaires detailing 15 barriers to effective communication were administered to consultants and contractors engaged in the Nigerian construction sector. One hundred valid responses were analysed using mean score, factor analysis and factor score. Findings-Unclear project objectives, ineffective reporting systems and poor leadership were ranked as the most significant barriers to effective communication. Factor analysis uncovered that the principal reasons responsible for ineffective communication include: managerial and technical barriers and credibility and background barriers. Practical implications-The results provide information on barriers which needs to be addressed in order to improve communication in construction projects in Nigeria. There is a need to conduct post-completion reviews of construction projects so that project team members can learn and share knowledge on past experiences. Although the present study was conducted in the Nigerian context, it is envisaged that the research outcome will be widely applicable to other developing countries.

Analysis of factors influencing time and cost overruns on construction projects in south eastern nigeria

This study identifies and examines the factors influencing time and cost overruns on construction project in the south eastern Nigeria. The high level of dilapidation and deterioration of roads and other construction infrastructural facilities seen in this zone could be attributed to abysmal performance of construction project management. Survey technique with area and random sampling procedures were employed for the study. The primary data were obtained with the instrument of weighted scaled questionnaires the respondents to the questionnaire are clients, contractors and consultants from five states of south eastern Nigeria. A total of 110 and 42 hypothetical cost and time overruns respectively were identify for analysis. The methods of data analysis were spearman's rank correlation coefficient and Kendall's coefficient of concordance with the hypothesis tested at 5% level of significant so as to determine the degree of agreement amongst the parties. The results of this study have shown that the three parties to a project are in agreement that materials factor and external factor groups have indeed contributed immensely to delays on construction projects, while projects, contractor's responsibilities, consultant's responsibilities, client's responsibilities, professional management, design and documentation, execution, labour and equipment, contractual relationship, government relations, time overruns; cost overrun and all together (time and cost overruns) factors have not greatly influenced delays on construction projects. Based on these results it is recommended that client's, contractor's and consultant's should pay more attention to both material and external factors for there to be effective and efficient delivery on construction projects at the right time and cost.

Effects of delayed payment of contractors on construction project delivery in Nigeria

Delay in paying construction contractors has impacted negatively on the effectiveness of the contractor and as such affect project delivery schedule. Failure to pay contractors for work executed might lead to the contracting firm being insolvent. This research is a form of quantitative research and it a cross -sectional research survey which is a combination of descriptive and explanatory research design. The population of the study comprises of clients, consultant and contractors. A total of 65 questionnaires were distributed and 47 were returned and used for the analysis. It gives a response rate of 72%. Random sampling technique method was used, thus the respondents has equal chances of being selected. Causes of delay and cost overruns in Nigerian construction projects

The subject of project management in developing countries is addressed, with a focus on Nigeria, one of the largest and most populated countries in Africa. The causes of delay and cost overruns are investigated by examining data relating to construction projects. After a brief introduction to the overall economy, an analysis is given of recently completed highway projects in the country. This points to substantial cost variations relative to the initial contract, and excessive project overruns, for neither of which is there much explanation in status reporting. A brief review then follows of contractual systems and project financing arrangements currently in operation. The results of a questionnaire survey carried out in 1992 with around 50 construction personnel from contractor, consultant and client organisations in Nigeria are then presented. The conclusions suggest that there could be better phasing of contracts, and a wider variety of contracts could be used. Overruns are attributed to finance and payment arrangements, poor contract management, materials shortages, inaccurate estimating, and overall price fluctuations. Recommendations are given on how project management could be improved in developing countries such as Nigeria by appropriate action being taken at both the conceptual and detailed planning stages of projects. Wider action is further called for at both government and international level.

DELAY OF BUILDING CONSTRUCTION PROJECTS IN NIGERIA - A REVIEW OF CAUSES, EFFECTS AND SOLUTIONS

This study examined the causes, effects and solutions to the delayed of completion of building projects in Nigeria. Many projects are either abandoned or neglected in Nigeria due to many reasons and its effects on developmental projects. Delay of building construction projects posed challenges to the building professionals, clients, consultants and the contractors. Information was collated through personal contact, administration of questionnaire and review of existing literature and journals which formed the data base. Data collected were analyzed using percentages. The findings reveal that the caus es of delay of building construction projects in Nigeria are lack of funds (8.8%), lack of materials, incomplete drawings and poor communication ranked second (8.4%) while lack of tools and equipment, absenteeism of workers on site, incompetent workers and government policy were ranked third (8%). These were followed by poor site condition, labour, political instability, weather condition and safety on site. The effects of delay of building construction projects in Nigeria are caused due to loss of wealth r anked first (13.20%), waste of time ranked second (12.80%) and negotiations ranked third (12.00%). Followed by disputes between parties, abandonments of building projects, lawsuits to claim damages, litigations to claim rights, over - cost of the contract su m, overtime of workers and inadequate capacity. The main causes, effects and solution to the delay in view of building professionals in the building industry are described.

Examining the Effect of Project Delays in Construction Field, A Case Study of Prime Engineering and Service Ghana Limited

The alarming rate of project delays in this country needs urgent attention and resolution as one project delay leads to another therefore affecting the growth of any economy or profit-making organization. This alarming rate would possibly go out of one’s hand if strategies are not put in place to curb these phenomena. The Objectives of this research is to critically identify and evaluate the setbacks or factors causing delays in completing projects on time and its effect. The study narrowed its arrows on Prime Ghana projects executed in the country and it was thus conducted with the usage of questionnaires to solicit for the required data for processing. Results from the study divulge that the actual sources of delays in project delivery are; Inadequate financial resources of clients, delays in honoring payment for work done, underestimation of project duration, poor communication between contracting parties, complexity, difficulties in accessing bank credit (client); change orders during construction and others. It was recommended that, initial proper planning and controlling is essential to the client to have proper action plan, procurement plan, and budget plan prepared before commencement of project. Payment schedule must be agreed by the parties involved. On the part of the contractor adequate knowledge of project management, principles, tools and techniques is required to reduce delays. Consultants must plan very well to ensure that contract processes are duly followed, thus approval of drawings, documentation, and other things to reduce variation during construction. They should monitor their assigned work very well by insisting that corrections are done at the appropriate time to reduce or avoid rework.
