Facilitating disaster preparedness through local radio broadcasting

The 2008 Disaster Mitigation Preparedness (DMP) study took place in Aceh province, Indonesia. It sought to help develop radio programmes and messages to increase resilience to disasters. The role of radio was evaluated during and after the 2004 Asian tsunami disaster. The study team interviewed 984 tsunami survivors from nine sub-districts of Banda Aceh, and local nongovernmental organisations convened eight focus groups around the area of Aceh Besar. Six key informant interviews were held with government disaster management agencies. The DMP survey is the first of its kind to interview a representative random sample of Banda Aceh residents. It reveals the importance of community and social networks, during disaster situations, when essential communications are down. A disaster warning information system based on a multi-media approach needs to be developed. The wider community should be involved in the planning, education and training of Banda Aceh and Aceh Besar residents to facilitate appropriate personal and community survival strategies.

The effectiveness of community radio infrastructure to support disaster preparedness (case study of community radio in Merapi Volcano, Yogyakarta, Indonesia)

The updated information about the disaster situation is one of the crucial aspects for people who live in hazardous areas. The community radio is one of the communication media which is required by the community to receive the fast and accurate information its updated condition of the disasters. The aim of this study is to evaluate the effectiveness of community radio for supporting disaster preparedness activities. This study was conducted based on the qualitative descriptive approach where the respondents are the community, the managers of community radio and the Non-Government Organization of Combine Resources Institution. Audit of Disaster Communication on TVOne Kabar Petang Program

This study aims to carry out a disaster communication audit of Kabar Petang (Evening News) Program on the TVOne in the May-June 2019 period. This study uses the SMCR theory and the concept of disaster communication, the Standard Operating Procedure (SOP) of Disaster Communication, and the Guide to Broadcasting Behavior and Standards of Broadcasting Programs issued by the Indonesian Broadcasting Commission (KPI). This study uses a descriptive qualitative method with data collection techniques including content analysis, observation, a document study, and validity test through an interview with KPI as a source. The results of this study constitute the findings of disaster communication audit of disaster broadcast on TVOne, part of which has followed the Guide to Broadcasting Behavior and the Standards of Broadcasting Program issued by the KPI, SMCR theory, and has used disaster communication dimensions, and SOP for Disaster Communication. There are some findings that are not yet suitable, namely: (1) the repetition of a video clip showing the sufferings of victims; (2) the absence of competent resource persons in the field of disaster; and (3) the broadcast of affected people's panic. This research provides recommendations to broadcasting institution TVOne, the government, and media workers to convey educational broadcast messages based on competent sources in the field of disaster so that the community is ready to survive the natural disaster.

The Role of Local and National Radio and TVs in Disaster Management: A case study of 2012 East Azerbaijan, Iran earthquake

According to Iran's vulnerability to natural disasters and the important role of the mass media in managing such disasters, the purpose of this study is to achieve a model describing the role of local and national radio and TV in disaster management. The data were collected through interviews with three groups including the victims of the earthquake in Azerbaijan, managers and employees of local radio and TV in Azerbaijan, and experts in the field of media and crisis. Using grounded theory method to analyze the data collected from victims, their media needs were identified that consist of need for information, need for media attention, need for training and need to have a representative. A comprehensive model of national and local radio and TV channels role in disaster management was based upon such media needs. The model was designed according to the views of managers of local radio and TV in Azerbaijan and was ultimately approved by the experts. According to this model, in the event of natural disasters, local and national media play four key roles that are educating and culture-building, informing and making communication, monitoring and demanding as well as winning public participation and creating national solidarity. Using this model, local and national channels are able to interact effectively with one another to manage natural disasters in an integrated way.

This study aims to analyze the forms of communication carried out and the media used by the North Aceh District Disaster Management Agency in improving community alertness. The Role of Mass Media in Disaster Management

Mass media are tools for the transfer of information, concepts, and ideas to both general and specific audiences. They are important tools in advancing public health goals. Communicating about health through mass media is complex, however, and challenges professionals in diverse disciplines. In an article in the Journal of Health Communication, Liana Winett and Lawrence Wallack wrote that "using the mass media to improve public health can be like navigating a vast network of roads without any street signs-if you are not sure where you are going and why, chances are you will not reach your destination" (1996, p. 173). The media forges a direct link between the public and emergency organizations and plays a very important role in disseminating vital information to the public before, during and after disasters. The media assists in the management of disasters by educating the public about disasters; warning of hazards; gathering and transmitting information about affected areas; alerting government officials, relief organizations and the public to specific needs; and facilitating discussions about disaster preparedness and response for continuous improvement. To help the media fulfil these roles, direct and effective working relationships between the media and disaster management organizations should be established and maintained. Experience shows that regular interactions with the media before a disaster strikes, aids the effective flow of information and lays the groundwork for effective working relationships in the aftermath of a disaster.

COMMUNICATION IS AID: First Response Radio Fills the Communication Gap in Disaster Response Disaster Risk in the Philippines

FEBC Philippines' First Response Radio (FRR) provides a crucial service as it fills a communication gap during the critical acute emergency period after a disaster. When FRR fulfills its mandate to provide the communication of critical information during the acute emergency phase, those who have been affected by a disaster are given information they need to survive — thereby preventing additional suffering. But constraints placed on FRR by the humanitarian code of conduct and its present mandate as a “first responder” during the acute emergency phase leave a wide gap in communication once the disaster relief moves into the non-acute emergency and rehabilitation phases. Thus FRR needs to adopt a broader framework to make it more effective and still be faithful to its Christian moorings. Integral mission, which integrates the proclamation and demonstration of the gospel, provides a broader, more appropriate framework for how to define the work of FRR.
