Cost, Quality and Time Outcomes of Onshore and Offshore Business Process Outsourcing
Firms are increasingly using onshore and offshore business process outsourcing (BPO) to manage their primary and support functions and achieve their strategic objectives. Despite the growing significance of BPO, there is limited understanding of the performance outcomes for firms that engage in BPO. To study the performance implications of BPO, we first develop a conceptual model based on literature from operations management, performance measurement and vendor management. We then validate our conceptual model by performing an empirical study of data from 47 publicly traded firms in the U.S. We find that a firm's performance measurement focus and strategy dictates whether the firm achieves quality, cost and/or time benefits from BPO, and that quality benefits from BPO lead to cost and time benefits. Our findings suggest that BPO clients and vendors should focus on quality first, and that quality benefits will lead to subsequent cost and time benefits.
Antecedents and Performance Outcomes of Onshore and Offshore Business Process Outsourcing
2006
Firms are increasingly utilizing onshore and offshore business process outsourcing (BPO) to manage their operations and achieve their strategic objectives. However, there is a lack of understanding of when firms are likely to use BPO, and when firms are likely to see business value from BPO. Building on previous research in transaction cost economics, business process management, strategy and international business, this paper proposes a theoretical framework for adoption and benefits of onshore and offshore BPO, and tests the framework using data on U.S. firms. Our analysis indicates that firms with broader IT application deployment and stronger business process codification are more likely to engage in onshore and offshore BPO. We also find that firms with broader IT application deployment are more likely to experience both cost and quality benefits from BPO.

The re-organization of production across national boundaries has been extensively practised in industries such as motor manufacturing and clothing for the past four decades. This follows a realization by companies that competitive advantage would flow from retaining certain business functions 'in-house', while disaggregating, or externalizing, elements of the production process overseas to gain cost efficiencies (Ghoshal, 1987).

The recent overseas outsourcing of a number of business services, such as call centres and accounts processing, has raised concerns about the future of an area of business activity in which the UK has been deemed to hold a competitive advantage. While the future direction of UK manufacturing may have been questionable, the abundance of skilled service workers has long been thought to provide the basis for a strong alternative range of businesses. But ICT developments have reduced the dependence of many tasks from any particular location and made possible the relocation of many service jobs from industrialized to developing countries that provide a suitable infrastructure, high skills labour market and labour cost benefits. The great majority of work which is being offshored is in information technology (IT) and business process or call centre work (BPO). The providers of IT/BPO services include UK specialists, multinationals, and an emerging group of Indian companies. Interestingly,...
