Causes of Delay in Building Construction Projects in Egypt

Delay in construction projects is considered one of the most common problems causing a multitude of negative effects on the project and its participating parties. This paper aims to identify the main causes of delay in construction projects in Egypt from the point of view of contractors, consultants, and owners. A literature review was conducted to compile a list of delay causes that was purged based on appropriateness to Egypt in seven semistructured interviews. The resulting list of delay causes was subjected to a questionnaire survey for quantitative confirmation and identification of the most important causes of delay. The overall results indicated that the most important causes are: financing by contractor during construction, delays in contractor's payment by owner, design changes by owner or his agent during construction, partial payments during construction, and nonutilization of professional construction/contractual management. The contractor and owner were found to have opposing views, mostly blaming one another for delays, while the consultant was seen as having a more intermediate view. Results' analyses suggest that in order to significantly reduce delay a joint effort based on teamwork is required. Furthermore, causes of project delay were discussed based on the type and size of the project.

Prioritizing Delay Causes in the Egyptian Building Construction Projects

Delay is considered one of the most common problems in construction projects. Therefore, this study investigates the main causes of delay in the Egyptian building construction projects from the perception of contractors, consultants, and owners. The delay causes are identified based on an extensive literature review. These factors are categorized into owner-related, consultant-related, contractor-related, material-related, labour and equipment-related, and external-related categories. Questionnaire surveys are conducted and distributed among twenty-two experts to determine the relative importance of each cause. The study reveals that the top five causes of delay in building projects are financial problems by contractors, fluctuation in prices, delay in preparing and approving shop drawings, shortage of labours, and errors in soil investigation. Finally, the possible ways of reducing project delays are recommended. Proper communication and coordination between project parties as well as clear identification of the roles and responsibilities of project stakeholders are listed as the key actions that could be undertaken to mitigate the delay causes. This study serves as an assistance tool for construction professionals and academicians to avoid causes of delay in building projects in Egypt.

Ranking of delay factors in construction projects after Egyptian revolution

Time is one of the major considerations throughout project management life cycle and can be regarded as one of the most important parameters of a project and the driving force of project success. Time delay is a very frequent phenomenon and is almost associated with nearly all constructing projects. However, little effort has been made to curtail the phenomenon, this research work attempts to identify, investigate, and rank factors perceived to affect delays in the Egyptian construction projects with respect to their relative importance so as to proffer possible ways of coping with this phenomenon. To achieve this objective, researcher invited practitioners and experts, comprising a statistically representative sample to participate in a structured questionnaire survey. Brain storming was taken into consideration, through which a number of delay factors were identified in construction projects. Totally, ninety-nine (99) factors were short-listed to be made part of the questionnaire survey and were identified and categorized into nine (9) major categories. The survey was conducted with experts and representatives from private, public, and local general construction firms. The data were analyzed using Relative Importance Index (RII), ranking and simple percentages. Ranking of factors and categories was demonstrated according to their importance level on delay, especially after 25/1/2011 (Egyptian revolution). According to the case study results, the most contributing factors and categories (those need attention) to delays were discussed, and some recommendations were made in order to minimize and control delays in construction projects. A questionnaire survey was used to identify the importance of each of the causes and effects of delay. It was launched to two hundred experts from public/private sectors, clients, consultants, and contractors. The weight of each cause was obtained too from experts. The highest delay causes of the construction project in Egypt was determined and analyzed. The results had been viewed in phases, exact values for each cause of delay; exact values for each effect of delay and the top five causes of delay. The study represents a recommendation to minimize the delay in the construction projects in Egypt.

CAUSES AND EFFECT OF DELAY ON PROJECT CONSTRUCTION DELIVERY TIME

Delay is one of the biggest problems often experienced on construction project sites. Delays can instigates negative effects such as increased costs, loss of productivity and revenue many lawsuits between owners and contractors and contract termination. The aim of this project is to investigate the causes and effects of delay on building construction project delivery time. Random sampling technique was used in this study. Population sample of 150 was used in this work. A total sample of ninety three (93) was deployed. A structured questionnaire in Likert scale was used in data collection. There are many factors that induce delay on construction projects, however in some of identified factors includes: lack of funds to finance the project to completion, changes in drawings, lack of effective communication among the parties involved , lack of adequate information from consultants, slow decision making and contractor's insolvency, variations among others. Also, project management problem, mistake and discrepancies in contract document, equipment availability and failure, mistakes during construction, bad weather, fluctuation in prices of building materials, inappropriate overall organizational structure linking to the project and labour. The factors above could be observed and could be a clue to preventing delay on construction sites.

Construction industry is one of the most important industries in the India. Construction sector gives the contribution to build up the social, cultural and economic development of the country. But now a day's delay for the construction projects has become the main threat to all developments related to this sector. These delays are common in all types of construction project. Although these delays can't be avoided as they contribute different scales, they can be minimized by previously knowing them and taking necessary precautions. The study was mainly focused to find out the major causes contributing to delay in construction and to give the remedial measures to minimize them. Total 36 causes were found by previous studies. The survey was carried out by distributing questionnaire to the various parties of construction such as contractor, consultant and owner. The collected data obtained from the questionnaire survey was analyzed by using relative importance index and the major factors were ranked according to their contribution to delay.

A Study on the Contractor Opinion of Delays in Construction Projects in the Makkah Region- KSA

A contractors’ survey has been conducted to investigate the causes of delay in construction projects in the Makkah region of Saudi Arabia. The aim is to determine the most significant delay factors from the contractors’ point of view. The study is part of a series designed to explore in-depth causes of delays from different stakeholders in the construction industry. A comprehensive survey of seventythree questions under eight groups has been used to explore a wide range of possible delay factors. Study of Delay Factors in Construction Projects

Construction Industry plays an important role in socio-economy development of any developing country. Construction time serves as a benchmark for assessing the performance of any project. Due to unexpected problems encountered during Conception, designing & construction phase often led to unwanted delay in project completion. A survey was conducted in Saudi Arabia to determine exact factors responsible for project delay. This was achieved by carrying a critical analysis of the literature and carrying out a questionnaires survey among consultants, project managers and engineers involved in construction projects and collecting their responses. The importance of Project owner's role, contractor related, Financing related, Materials related, Design documents have been cited as main delay factors. Causes of time and cost overruns comparison was done with various past researches done in Asia and Africa, which yielded 7 delay factors: Slowness and Lack of constraint; Incompetence; Design; Market and Estimate; Financial capability; Government; and Worker.

Study on the Causes of Delay in a Construction Project and Recommendation

The main aim of this paper was to find out the main causes of delay in construction projects in India. The research design was quantitative, where the data was collected from clients, consultants and contractors using questionnaires. The questionnaire had a list of delay causing factors of which the respondents were ask to rank each according to the 5 point likert scale. The data obtained were analyzed using the Statistical Program for Social Scientists (SPSS). The results obtained indicate that the top major causes of delay were; fluctuation of prices of construction materials, shortage of materials, inaccurate time estimation, and errors during construction. In addition the top major effects of delay were; Cost overrun, acceleration of losses, time overrun, negative social impacts and litigation. IDENTIFYING THE IMPORTANT CAUSES OF DELAYS IN BUILDING CONSTRUCTION PROJECTS

Delay in the completion of a construction project can be a major problem for contractor companies leading to costly disputes and adverse relationships amongst project participants. Projects can be delayed for a large number of reasons. The reasons are related to the various types of uncertainty associated with activities during the construction process. This research was conducted to determine the most important causes of delays within building projects in Indonesia. A questionnaire survey was carried out targeting 89 respondents from large contractors and 23 respondents from small contractors. The respondents were asked to assess the level of effect the 31 potential delay causes on their projects. The delay factors were grouped into six major groups. The level of importance of the delay variables and the groups were computed and ranked for both the large and small contractors. Personal interviews were conducted to clarify responses. The agreement between the rankings of delay causes of two groups contractors were measured using Spearman Rank Correlation Coefficients. The results showed that the large and small contractors generally agree on the importance ranking of the individual delay variables. In relation to the groups of the delay variable, however, the result showed that there is no agreement between the two groups of contractors. The professional management group was ranked the highest and the external groups was ranked the lowest by large contractors.
