Causes of Delay in Building Construction Projects in Egypt

Delay in construction projects is considered one of the most common problems causing a multitude of negative effects on the project and its participating parties. This paper aims to identify the main causes of delay in construction projects in Egypt from the point of view of contractors, consultants, and owners. A literature review was conducted to compile a list of delay causes that was purged based on appropriateness to Egypt in seven semistructured interviews. The resulting list of delay causes was subjected to a questionnaire survey for quantitative confirmation and identification of the most important causes of delay. The overall results indicated that the most important causes are: financing by contractor during construction, delays in contractor's payment by owner, design changes by owner or his agent during construction, partial payments during construction, and nonutilization of professional construction/contractual management. The contractor and owner were found to have opposing views, mostly blaming one another for delays, while the consultant was seen as having a more intermediate view. Results' analyses suggest that in order to significantly reduce delay a joint effort based on teamwork is required. Furthermore, causes of project delay were discussed based on the type and size of the project.

Analyzing delay causes in Egyptian construction projects

A B S T R A C T Construction delays are common problems in civil engineering projects in Egypt. These problems occur frequently during project lifetime leading to disputes and litigation. Therefore, it is essential to study and analyze causes of construction delays. This research presents a list of construction delay causes retrieved from literature. The feedback of construction experts was obtained through interviews. Subsequently, a questionnaire survey was prepared. The questionnaire survey was distributed to thirty-three construction experts who represent owners, consultants , and contractor's organizations. Frequency Index, Severity Index, and Importance Index are calculated and according to the highest values of them the top ten delay causes of construction projects in Egypt are determined. A case study is analyzed and compared to the most important delay causes in the research. Statistical analysis is carried out using analysis of variance ANOVA method to test delay causes, obtained from the survey. The test results reveal good correlation between groups while there is significant difference between them for some delay causes and finally roadmap for prioritizing delay causes groups is presented.

The main purpose of this study is to identify the factors of delay and their effect on the project completion. A literature review was conducted to compile a list of delay causes and effects that are most suitable to Egypt. A questionnaire survey was used to identify the importance of each of the causes and effects of delay. It was launched to two hundred experts from public/private sectors, clients, consultants, and contractors. The weight of each cause was obtained too from experts. The highest delay causes of the construction project in Egypt was determined and analyzed. The results had been viewed in phases, exact values for each cause of delay; exact values for each effect of delay and the top five causes of delay. The study represents a recommendation to minimize the delay in the construction projects in Egypt.

A Study on the Contractor Opinion of Delays in Construction Projects in the Makkah Region- KSA

A contractors’ survey has been conducted to investigate the causes of delay in construction projects in the Makkah region of Saudi Arabia. The aim is to determine the most significant delay factors from the contractors’ point of view. The study is part of a series designed to explore in-depth causes of delays from different stakeholders in the construction industry. A comprehensive survey of seventythree questions under eight groups has been used to explore a wide range of possible delay factors. IDENTIFYING THE IMPORTANT CAUSES OF DELAYS IN BUILDING CONSTRUCTION PROJECTS

Delay in the completion of a construction project can be a major problem for contractor companies leading to costly disputes and adverse relationships amongst project participants. Projects can be delayed for a large number of reasons. The reasons are related to the various types of uncertainty associated with activities during the construction process. This research was conducted to determine the most important causes of delays within building projects in Indonesia. A questionnaire survey was carried out targeting 89 respondents from large contractors and 23 respondents from small contractors. The respondents were asked to assess the level of effect the 31 potential delay causes on their projects. The delay factors were grouped into six major groups. The level of importance of the delay variables and the groups were computed and ranked for both the large and small contractors. Personal interviews were conducted to clarify responses. The agreement between the rankings of delay causes of two groups contractors were measured using Spearman Rank Correlation Coefficients. The results showed that the large and small contractors generally agree on the importance ranking of the individual delay variables. In relation to the groups of the delay variable, however, the result showed that there is no agreement between the two groups of contractors. The professional management group was ranked the highest and the external groups was ranked the lowest by large contractors. Whereas, small contractors ranked the design and documentation group as the highest and the execution group as the lowest.

Ranking of delay factors in construction projects after Egyptian revolution

Time is one of the major considerations throughout project management life cycle and can be regarded as one of the most important parameters of a project and the driving force of project success. Time delay is a very frequent phenomenon and is almost associated with nearly all constructing projects. However, little effort has been made to curtail the phenomenon, this research work attempts to identify, investigate, and rank factors perceived to affect delays in the Egyptian construction projects with respect to their relative importance so as to proffer possible ways of coping with this phenomenon. To achieve this objective, researcher invited practitioners and experts, comprising a statistically representative sample to participate in a structured questionnaire survey. Brain storming was taken into consideration, through which a number of delay factors were identified in construction projects. Totally, ninety-nine (99) factors were short-listed to be made part of the questionnaire survey and were identified and categorized into nine (9) major categories. The survey was conducted with experts and representatives from private, public, and local general construction firms. The data were analyzed using Relative Importance Index (RII), ranking and simple percentages. Ranking of factors and categories was demonstrated according to their importance level on delay, especially after 25/1/2011 (Egyptian revolution). According to the case study results, the most contributing factors and categories (those need attention) to delays were discussed, and some recommendations were made in order to minimize and control delays in construction projects. Causes of delays in construction projects & how the project manager can act to avoid delays

This thesis presents the findings of both personal experience illustrated by case studies, and questionnaire surveys aimed at identifying the most important causes of delays in civil engineering construction projects in Dubai from the viewpoint of construction contractors. Dubai presents a special set of circumstances in which the Project Manager has to operate e.g. rapid growth in construction, tight construction times, the unique architectural features of many project designs, international contractors and consultants, a multinational work force and readily available investment. Results of this study indicate that the Client, the Consultant and the Contractor contribute to the causes of delays due to the improper implementation of project management principles and misunderstanding of the design process and the design management and procurement contract processes. These accumulated factors are considered as the principle reason for the problem experienced at the project construction stage. This thesis investigates the major factors causing project delay by demonstrating, illustrating and evaluating the roles of the construction or project manager and in avoiding project delay. The results are based on the questionnaires survey combined with interviews carried out with project managers and case studies. Parties involved in the project must fulfil their contractual, technical, financial and legal roles. This starts with the Client (or his representative) in appointing a project management firm to prepare all advance studies and advise the Client on how relevant information about the project presented clearly to the Consultant and the Contractor. Proper guidelines should be established to help the Client choose the appropriate type of contract, and experienced consultant and contractor, to execute the project. Specific causes of delay are identified and recommendations are made as to how the Contractor's Project Manager can limit the occurrence of delays in projects, particularly in Dubai.

Causes of Delays in Iranian Construction Projects

Many construction projects are carried out around the world but only some of them are completed on time. Many factors indicate the success of a project such as: completion on time, within budget, within specified quality, satisfaction of the client, and the rate of change order. Delays in a construction project can be regarded as failure. This paper aims to investigate the causes of delay in Iranian construction projects. This research was conducted by questionnaire survey to solicit the causes of delay from the viewpoints of clients, consultants, and contractors. One hundred and twenty five sets of questionnaires were distributed to the respondents. The results demonstrate that finance and payments of completed work, improper planning, site management, contract management, and lack of communication between the parties are the key reasons for delay.

This study intends at pinpointing factors that contribute to setbacks in building projects in the UAE. For that purpose, a designed questionnaire study was supplied to professional engineers in the UAE construction industry. A literature analysis was also performed, in which 106 elements were discovered. The discoveries suggested that the leading postponement risk reasons are as follows: variations of orders; interruptions in decision-making and endorsement bycustomers ; contractors' funding problems; inadequate site administration and control by contractors; and inadequate management of project development. These conclusions can aid the construction industry by providing enhancements to the guidelines to encounter market requirements; guiding proprietors in decision making and dropping change order appeals; supporting contractors in preparation; handling the project and risks (internal or external) when assessing and organizing; and assisting professionals to utilize project management methods through construction, permitting adequate time to construct and organize the building records.

Delays in construction projects: The case of Jordan

The construction industry is a major player in the economy, generating both, employment and wealth. However many projects experience extensive delays and thereby exceed initial time and cost estimates. A host of causes of construction delays in residential projects were identified and classified according to Drewin's Open Conversion System. The most common causes were evaluated by using both, the data collected in a survey conducted to residential projects consultant engineers, contractors, and owners, and interviews with senior professionals in the field. Most correspondents agreed that, financial difficulties faced by the contractor and too many change orders by the owner are the leading causes of construction delay. Severe weather conditions and changes in government regulations and laws ranked among the least important causes.
