The concept of attractiveness refers to how a place is perceived and what types of assets it has to offer to (different types of) residents and visitors. The growing importance of these issues has coincided with an increasing emphasis on spatial issues, in particular concerning European development policy. Over the last two decades, an emerging message in the EU policy debate has been that territory matters (ESPON, 2006b). Yet the extent to which this has actually been absorbed into and structured sectorial policies is debatable.

The paper introduces the concept of territorial assets and discusses their role for regional development. Focusing on European societies and taking into account different strands of the literature on place and territorial capital, we argue that the endowment with – and mobilization of – such territorial assets could be seen as a key aspect of regional policy, producing changes in the attraction (and/or retention) of specific segments of population and, in a longer-term perspective, influencing sustainable development strategies. In this light, ‘territorial attractiveness’ – characterized in this paper in both conceptual and operational terms – is presented as a powerful element in European spatial policy, allowing regional development strategies to be more systematically integrated under an overall objective of territorial cohesion, while taking into account their implications in terms of human mobility.
The Relevance of the Territorial Dimension in EU Policies and the Role of Tourism

The disparities, inequalities as well as the different trajectories of social and economic development that still characterize the regions of the EU today demonstrate the importance of a debate on the spatial dimension of European policies. This paper analyses the implications of strengthening the spatial dimension in the different EU programs, highlighting the importance of the concept of territorial cohesion and the role that a strategic sector such as tourism can play in implementing this concept. Therefore, the added value of tourism and the potential of territorial cohesion should play an important role in future European policies and funding.

This publication is the output of the ATTRACTIVE DANUBE: Improving Capacities for Enhancing Territorial Attractiveness of the Danube Region project, which is co-funded by the European Union (ERDF, IPA II, ENI funds) through the Danube Transnational Programme. The Handbook for Policy Planners aims to provide the contribution of partners towards embedding the concept of „Territorial Attractiveness” and the outputs of the project in the practices of stakeholders. The Handbook encompasses guidance for the Territorial Attractiveness Monitoring Platforms.

The attractiveness of regions and territories for firms, investments, tourists, students, talented people, and other categories is a relevant issue for regional economic development, due to the increasing importance of the relationships and flows on the global scale. The growing concern about this question requires a new comprehensive analytical approach that goes beyond partial approaches. The construction of a synthetic index that measures the territorial attractiveness from a multidimensional perspective is the strategy presented in this work to deal with this issue from a new point of view. We first introduce and present our methodological approach for the construction of the synthetic index, which makes use of both qualitative (budget allocation process) and quantitative (factor analysis) techniques. 1 ABSTRACT According to ESPON " ATTREG " project, " attractiveness is intended as the interaction of a complex set of characteristics based on the presence/absence of certain forms of Territorial Capital with the attraction of various " audiences ". Effective territorial monitoring system of territorial capital assets and better coordination among different development and sectoral policies are basic conditions for achieving territorial cohesion and territorial development goals on transnational, national, regional and local level. The SouthEast -Europe project ATTRACT-SEE will support policy makers to achieve better coordination of territorial attractiveness policies – based upon place-specific assets – as well as their implementation and evaluation. The aim of the project is to establish a framework concept of territorial attractiveness at SEE scale as well as to develop tools useful for policy makers to enhance the quality of decisions concerning territorial cohesion and growth. Firstly, a common territorial monitoring framework will be established, based upon a shared concept of " territorial attractiveness " as well as upon its assets. The objective is to create a model of a monitoring system suited to the needs of policy and decision makers, in view to provide outputs useful for supporting policy development and implementation. Through the establishment of a shared system of indicators, the model will then be applied to monitor territorial quality and attractiveness. Secondly, a policy coordination process will be designed, promoting, supporting and actively moderating participation and involvement of policy and decision makers from different sectors and administrative levels. Concrete outputs such as a common territorial monitoring framework, transnational as well as trans-national/national/regional territorial quality and attractiveness reports, policy coordination process handbook, and stakeholder involvement workshops will create and/or strengthen permanent stakeholder networks in spatial and regional planning. The paper gives an overview of the design of this research project and the implementation of a territorial monitoring system for SouthEast Europe. It focuses on the question on how to describe territorial attractiveness. It presents considerations and first results on the description of a concept of territorial attractiveness which will be the basis for the definition of common monitoring indicators.
Territorial Development at the Crossroads of Attractiveness and Sustainability

An abundant literature in spatial planning, economic geography and regional science has focused on territorial attractiveness. However, most literature does not sufficiently integrate recent research challenges induced by sustainable development. The latter issue is likely to modify profoundly the locational determinants of economic activities and the mechanisms that explain the ability of territories to attract economic activities.
