UMKM is a mandate of UUD 1945 which must be realized throughnational development based on economic democracy. UMKM have animportant role in addressing various issues and economic problems ofthe country, including the fulfillment of community needs forgoods/services, unemployment, and employment. In carrying out itsrole, UMKM still have many difficulties and limitations and have notbeen able to realize its ability and role maximally in social andeconomic function. The solution is the full involvement of thegovernment as policy makers, the banking industry as credit providersand the public. The manufacturing sector has retained its importance in the Indonesian Economy. Since 1990 it has surpassed the agricultural sector as the main contributor to the Gross Domestic Product (GDP). Article analyses strenght and weaknesses of the small-scale manufacturing industries (SSIs). By ussing the economic contribution approach and the framework proposed by Pyke, based on 2003 data provided by BPS statistics Indonesiathe study investigates the SSIs performance in relation to their economic contribution, the collective efficiency, constant innovation and economic ofscope strategy. It is conluded that Pyke’s framework was not apply since SSIs facing lack of social infrastructures and knowledge, and mostly less educated compared with the larger one. The empirical evidence also shows that in terms of value added and labor absorption, its share less than 1 % and 16 % respectively of the whole of industrialsectors.

This research deals with the development of the growth of SMEs in Indonesia. Some literature referred to troubleshoot problems that occur and the use of secondary data obtained from relevant agencies such as: CPM, BI and Ministry of Cooperatives and SMEs. Weakness faced by SMEs in enhancing the ability of business is extremely complex and covers a wide range of indicators which one with the other interrelated , among others; lack both the amount and source of capital, lack of managerial ability and the skills to operate in organizing and limited marketing. Besides, things are also unhealthy competition and economic pressures that lead to the business scope becomes narrow and limited. This concern is based on that Indonesia will face the MEA and the free market.

The economy of Sukabumi Regency from year to year is heavily influenced by development of Small and Medium Enterprises (SMEs). The SMEs are in the sector of service, trade and manufacture. Each year, the SMEs in Sukabumi Regency keep increased and can even be absorbing labor big enough. SMEs in the Regency of Sukabumi have proven resilience when it occurred Economic Crisis of 1998. Only the SME sector that survived from the collapse of the economy, while the bigger sectors were broken by the crisis. However, the creation of employment by the SMEs in Sukabumi Regency and the amazing of the SMEs in defending themselves from the economic crisis, not accompanied with quality increase of their development mainly in the case of competitive advantage. Competitive advantage of SMEs in Sukabumi Regency generally operates experiencing problems. The problems are subscription with inefficiency of the cost, products without the unique which have the effect on the lack of competitiveness, and lack of concentration on the certain segments. The study provides findings that SMEs are business cultivated by many people, and SMEs become one of many hopes of society for improving their economical welfare. Thus, SMEs must have a competitive advantage in order to achieve solution to fix the economy of society. SMEs will have a competitive advantage if notice of at least 4 (four) elements namely: cost efficiency, product differentiation, rapid response and market focus. the components can be sorted based on the priority, as follows: product differentiation, market focus, cost efficiency and rapid response.

PENGEMBANGAN UMKM PETIS SEBAGAI POTENSI DAERAH

The purpose of this research is to develop petis UMKM in Kramat Village, Tlanakan District, Pamekasan Regency as a regional potential. Kramat Village is an area in Pamekasan Regency, which is located on the southern coast, where the average population works as fishermen, so this makes Kramat Village rich in processed seafood. The petis business in Kramat Village is a home industry that has been carried out from generation to generation and is used as a livelihood by the community. The type of processed seafood that has been developed is fish paste. In order to develop petis UMKM as the potential of the Pamekasan area, various efforts have been made by both the government and village officials. Government support is in the form of: Providing capital assistance, improving the quality of human resources, procuring various marketing and promotional equipment.

This study used SEM AMOS analysis method with 150 respondents as consumers from the Alisa Khadijah ICMI Community throughout Indonesia. The results of his research show that the influence of Image and Brand Identity is in line with Brand Love. .

BAB 1 PENDAHULUAN 1. Pendahuluan (Usaha Mikro Kecil dan Menengah) UMKM merupakan salah satu penopang di perekonomian Indonesia. UMKM Perikanan merupakan salah satu sub sektor penting penghasil devisa. Program ekspor hasil perikanan dapat dicapai antara lain dengan cara meningkatkan fasilitas yang diperlukan oleh Pelabuhan Perikanan, meningkatkan hasil tangkapan, peningkapan mutu hasil tangkapan, pengolahan hasil perikanan dan lain-lain yang dapat meningkatkan nilai tambah. Untuk mencapai program tersebut, pengembangan pelabuhan perikanan sangat diperlukan dalam menunjang keberhasilan pembangunan perikanan. Bila dilihat berdasarkan harga konstan, maka pertumbuhan perikanan di Indonesia mencapai 5,74% per tahun yang lebih tinggi dari pertumbuhan PDB kelompok pertanian yang tumbuh 3,57% per tahun. Sampai dengan triwulan ketiga tahun 2009, PDB perikanan tercatat mencapai Rp128,8 triliun atau memberikan kontribusi 3,36% terhadap PDB tanpa migas dan 3,12% terhadap PDB Nasional. Perkembangan pertumbuhan perikanan ini harus didukung dengan penyediaan berbagai sarana dan prasarananya. Masalah yang terkait dengan sarana dan prasarana perlu menjadi fokus yang mesti diatasi, terutama di sentra-sentra usaha dan pelabuhan perikanan di daerah yang merupakan pusat kegiatan perikanan bagi para nelayan dan pemasar (pedagang) ikan. Sentra-sentra tersebut merupakan sarana vital untuk distribusi produk secara efisien dan penyedia stok ikan untuk konsumsi masyarakat, dan juga berperan sebagai penyedia informasi pasar. Dalam kurun waktu satu dekade belakangan ini, Pemerintah Pusat dan Pemerintah Daerah telah banyak memfasilitasi pembangunan sarana dan prasarana pendukung produksi dan pemasaran ikan di daerah, baik melalui dukungan penyediaan jenis-jenis kegiatan dana alokasi khusus (DAK) maupun dana tugas pembantuan (TP) maupun dana APBD (Provinsi dan Kabupaten). Dalam rangka memenuhi harapan pengembangan sektor perikanan, diperlukan kebijakan strategis yang didasarkan pada realitas beserta permasalahannya dan kondisi masa depan yang diharapkan. Pada tataran implementasi diperlukan sistem pembangunan sektor kelautan dan perikanan berbasis wilayah dengan konsep Minapolitan. Dalam Keputusan Menteri Kelautan dan Perikanan Republik Indonesia No. Kep.18/MEN/2011 tentang Pedoman Umum Minapolitan, dijelaskan bahwa minapolitan adalah konsepsi pembangunan ekonomi kelautan dan perikanan, berbasis kawasan berdasarkan prinsip-prinsip terintegrasi, efisiensi, berkualitas dan percepatan. Kawasan Minapolitan adalah suatu bagian wilayah yang mempunyai fungsi utama ekonomi yang terdiri dari sentra produksi, pengolahan, pemasaran komoditas perikanan, pelayanan jasa, dan/atau kegiatan pendukung lainnya. Pelabuhan Perikanan Samudera Cilacap selesai dibangun pada tahun 1994 dan diresmikan oleh Presiden Republik Indonesia pada tahun 1996 telah melayani kebutuhan masyarakat dan nelayan untuk Panisihan, Glempang jumlah Rumah Tangga Perikanan: 198 RTP luas kolam: 27,15 Ha
