The Southeast Asian Ministers of Education Organization Center for Educational Innovation and Technology (SEAMEO INNOTECH) developed a competency framework for school heads in Southeast Asia intended to serve as a basis for designing and implementing school head learning programs. Although SEAMEO INNOTECH has developed one in 2003, a decade had passed and SEAMEO INNOTECH saw the need to update it or even develop a new one so that the framework would continue to be relevant in providing guidance to school heads and in complementing existing competency frameworks developed by the governments of the countries in SEA. Towards this goal, SEAMEO INNOTECH conducted focus group discussions and consultative workshops using the Appreciative Inquiry approach in nine out of 11 SEAMEO member countries participated by a total of 225 school heads and stakeholders. The goal was to capture school head competencies common among high-performing school leaders and managers in the region. The use of AI as an approach brought the school heads and stakeholders back to a journey in time when they were at their best in leading the school towards high performance. The same approach enabled them to determine what competencies they wish excellent school heads would continue to demonstrate to keep the schools moving forward successfully. The output was a revised Competency Framework comprised of five competency domains, 16 general competencies, 42 enabling competencies, and 170 indicators. The five general competencies were ranked by the participants in terms of their importance, frequency of performance, and amount of training school heads would need the most as follows: (1) Strategic Thinking and Innovation, (2) Managerial Leadership, (3) Instructional Leadership, (4) Personal Excellence, (5) Stakeholder Engagement.

Evaluation of the different characteristics of a school leader in the Philippines is a bit limited in educational literature. Hence, this study focus on assessing the personal attributes, traits, and competencies of school leaders in the Hindang District, Leyte Division, Philippines to elucidate its nature and promote new policy in improving the educational system. This study employed a cross-sectional data gathering from a complete enumeration of teachers in the district. Mean, standard deviation, and coefficient of variation were computed in describing the survey data, and Spearman rho correlation was utilized in determining the association between variables. Results showed that school leaders are rated as "very satisfactory" concerning their "personal attributes", "traits", "result-focus", "self-orientation", "innovation", "leading people", "people performance and management", and "people development" characteristics. School leaders are also rated as "outstanding" in terms of their competencies such as "self-management", "professionalism and ethics", and "teamwork." The correlation matrix revealed that all the characteristics of a school leader are positively correlated (strong) to each other at a 1% level of significance. Hence, it is concluded that each character is a very important asset for a school leader in developing the school. This implies that to attain continuous progress in a school, the qualification in hiring a school leader must focus on personal attributes, traits, and competencies, not on the curriculum knowledge. Furthermore, a school leader must undergo seminars and training that deal with lead management and innovative ideas to become globally competitive leaders.
Principals Leadership and Management Competencies
A great responsibility was imparted on the job of the principals for the success of the school. Their skills and capabilities influenced the attainment of the school’s objectives. To ensure the effective quality based education services, the researcher aimed to describe the principals’ leadership and management competencies and its relationship to their profile (Age, Educational Preparation, Trainings, Years of Administrative Experience, and Rank). Participants were the 16 principals in the elementary schools of the Division of Mabalacat City. The researcher used the National Competency –Based Standards for School Heads Training and Development Needs Assessment (NCBSSH-TDNA) which was a self-assessment tool in determining the level of the principals’ leadership and management competencies. Results found out that most of the listed competencies have a low positive relationship with the profile of the principals. Trainings and educational preparation which both connotes mostly a negative relationship with the competencies were also given emphasis in this study. In line with this, a proposed capacity program development is recommended.
The phenomenal growth of international schools in Thailand in the past two decades has brought into focus not only the distinctive role of principals, but more importantly, the competencies that they should possess to be able to successfully manage these schools. Identification of priorities of these competencies, particularly by stakeholders like administrators, faculty and support staff is crucial in determining the quality of instruction in the institution under the stewardship of these principals. This study was conducted 1) to determine the level of importance of the key competencies of principals in terms of the following domains: policy and direction, teaching and learning, staff, partnerships and managing resources, 2) to determine the significant differences in the level of importance of the competencies as perceived by administrators, academic and non-academic support staff, and faculty and 3) to investigate the significant relationship among the competencies. The population of this study consisted of 95 international schools. Convenience sampling was used to select105 respondents from six (6) schools. A questionnaire was developed and pilot tested to determine its validity and reliability. The statistics used to answer the research questions were1) mean, 2) standard deviation, 3) standard error of the mean, 4) coefficient of variation, 5) ANOVA and 5) Pearson Product-Moment correlation. The research investigation yielded these results: 1) The highest level of importance of the competencies of principals in international schools was in the domain of " policy and direction ". The lowest was in the " teaching and learning " domain. 2) There were no significant differences in the level of importance of the key competencies of principals as perceived by administrators, academic and non-academic support staff and faculty. 3) Significant relationships were found among the five (5) competencies of principals in international schools.

Leadership Competency of an Island School Principals in Sabah

The capability in managing school effectively and efficiently among school principals is always concern in education management. This study aims to identify the leadership competency and implementation practices of a principal of a school in a Sabah island. This qualitative study uses the case study approach. The respondents for this research are principals, administrative senior assistant and teachers. Data collection processes consist of interview, observation and document analysis. The data is processed and analysed using ATLAS.ti 8 software. The findings show that the principal of this island school need to possess leadership competencies in terms of knowledge, skills and behaviour in performing his duty efficiently and effectively, whether focusing on leading the school, teacher teaching, or operational aspects. In short, the leadership competencies of the school principal are very important in ensuring that the management and leadership of the school is always well-planned and systematic, and able to keep up with the current changes in the context of global education.

An organization is as good as its people. Successful ones align its employee competency development to the attainment of organizational goals. De La Salle Santiago Zobel School (DLSZ) embarked on a competency mapping initiative where all human resource development programs will be anchored on. The major purpose of this study was to validate the leadership domains and behavioral statements that have been culled from document review and identified as essential for exemplary performance. The DLSZ top and middle-level administrators (N=78) from different departments and offices were the research participants. Mapping Priority Areas for the Development of Leadership Competencies of School Principals

The aim of the study was to identify needs of developing competencies of Kazakhstani school principals in three domains: student achievement, involving teachers, communicating with parents. The survey included questions about the importance of responsibilities of principals and their training needs. Results indicate that principals experience a shortage of knowledge in the domains of leadership and motivation. They tend to focus on the process of teaching: financial management, human resource management and relations with external partners seem to be less important.
