Impact of electronic management on government administration through digital leadership as a mediating variable: An applied study on the ministry of labor

In the modern era governments compete to provide services to citizens based on the digital environment in order to provide services to the largest possible number of citizens, in the fastest time and the highest quality in order to achieve the public interest of the government and society. The study aimed to identify the impact of the electronic management on the government administration through digital leadership as a mediating variable, an applied study on the Ministry of Labor in the Central Region of Jordan. I followed the descriptive approach and the analytical approach, depending on a questionnaire distributed to the offices of the Ministry of Labor in the in the Central Region of Jordan. A sample of (97) individuals was selected, and the sample consisted of (manager or assistant manager, department head, supervisor or inspector, administrative officer) in the offices of the Ministry of Labor. The study relied on statistical methods such as the descriptive statistics represented by (percentages and frequencies, arithmetic averages and standard deviations) and analytical statistics represented by (multiple regression test), and the hypotheses of the study. The study found that the electronic management leads to reducing costs and creating work flexibility, and helps in broad networking between individuals working in the Ministry of Labor and citizens via the electronic network. It also organizes effective communication channels with them. The study recommended improving the role of the electronic a management in building trust between the Ministry of Labor and the 4282 citizens and deepening the principle of privacy in the electronic transactions Keywords-electronic management, government administration, digital leadership, Ministry of Labor providing services (Al-Dukn, 2021). The role of digital leadership came as a link between electronic management and government administration to enhance the impact of the electronic management in the government administration methodologies. 1.2 Development of theory and hypothesis Electronic management in the public institutions came as a realistic response to using the computer and its applications in the field of services, getting rid of traditional methods of work, accessing more flexible and effective modern methods to save time, effort and cost, and manipulating the Internet networks in communication between the service provider and its recipients (Harisanty and Anugrah, 2022). The information technology revolution has contributed to dispensing with the need to connect computers directly with each other, which resulted in the ease of communication between different computers using Internet networks. This paved the way for the emergence of the term electronic management in modern organizations as a sophisticated management style that uses modern technologies in the development of administrative operations and giving it qualitative advantages (Hiremath et al., 2021). Electronic management has contributed to simplifying administrative procedures in government public institutions and reducing paper use to a minimum. It relies on the use of the Internet and business networks to accomplish management functions (planning, organization, leadership, electronic control), and communication functions (Lombardi and Secundo, 2021). The electronic management in the Ministry of Labor is the main factor in increasing its efficiency and quality by simplifying and organizing the series of procedures followed in the ministry, and speeding up decisions-things that are reflected in the quality of service provision (Giones and Brem, 2017). Digital leadership and the improvement in the level of competencies through developing the skills and the capabilities of individuals working in the Ministry of Labor rely heavily on electronic management in implementing its work and programs and achieving its goals (Yang and Shi, 2021). The concept of the electronic management refers to the comprehensive management that employs human and material resources, technologies and modern software in order to achieve its planned goals and provide services to citizens more effectively, effortlessly and at a lower cost (Al-Babli and Al-Manjudi, 2021). Mechanisms in Utilizing Electronic Management at Al Ain University of Science and Technology

This study aims at exploring some potential techniques for applying the Electronic Management in the college of Education, Humanities and Social Sciences at Al Ain University of Science and Technology. To achieve the objective of the study the researchers, based on previous related studies, developed and used a questionnaire, which they believe, has the necessary elements to sufficiently elicit the subjects' responses. All Academic staff (30) teaching in the Education College in the academic year 2013-2014 formed the subjects of the study. The results indicated that in order to exploit the benefits of Electronic Management, all stakeholders must address certain issues in system design, system implementation, and organizational support.

THE IMPACT OF ELECTRONIC -MANAGEMENT IN RE-ENGINEERING ADMINISTRATIVE PROCESSES

There is no doubt that what the world faces of information revolution made administrative leaders in front problem of how to accommodate this increasing size of information and raise efficient performance in organization and to defiance those challenges we need for Electronic management. This study aims to show the impact of E-Management in re-engineering administrative. The study sample consisted of a group of workers in Iraqi offices-in wasit, which used electronic management in conducting transaction with other department governorate or with dealers from the province with those services According to questionnaire which were distributed to (100) of them to test the hypothesis accredited in the study and determine the effect of the relationship use the (Multiple Regression linear) and the level of moral (0.05.0.01). The results of the analysis proved to accept most of the hypotheses and concluded with a group of conclusion and recommendations that contributed to the successful application of E-Management and face its disadvantages.

A RESEARCH FOR THE USAGE LEVEL OF MANAGEMENT INFORMATION SYSTEMS BY SCHOOL ADMINISTRATORS

Denominated as the information age of today provided a better understanding of the value of the information day by day. The use of information technology in the globalization of the economy offers a serious competitive advantage to businesses. Even though it is foreseen to provide an economic superiority in the first place, the management information systems affect the structure and functioning of many different organizations in a positive aspect. In this context, the educational institutions that we may discuss can not be excluded. The sole aim of which is to train students in educational institutions in accordance with the objectives of the education system, the efficient use of management information systems certainly have a positive effect on this process. Decision-making processes of managers on management information systems and knowledge management provides great support to the school administrators. Management information systems in order to improve the quality of education and training in educational institutions are actively used captured that success can be said to constitute one of the pillars in the success of our young people who will shape our future. The universe of the study consists of the schools in the city centre of Diyarbakir. As the means of collecting data, questionnaire was used in the study. The data were obtained from the survey evaluated in the 18th version of Statistical Packages for the Social Sciences. Prepared for this purpose with this study of school administrators’, working in educational institutions, utilization levels and the scope of the management information systems in their institutions are discussed.

Use of ICT in Administrative Work at Private Education Institutions

Abstract This paper examines the extent of information communication technology (ICT) knowledge, use of software, communication and adoption among staffs in doing the administration tasks at selected private education institutions in Malaysia. The aims of this study are to find the benefit of using and implementing the ICT in their daily administration work. The Role of Universities' Electronic Management in Achieving Organizational Excellence: Example of Al Hussein Bin Talal University

This study aimed at illustrating the attitudes of the managers working in the municipalities sector in Jordan toward the effect of the information technology (IT) on the administrative decision-making effectiveness; with an empirical study on the Jordan Valley area municipalities. The study underscored the relationship between the administrative decisions in this sector and the information technology, as well as the extent of the decision-makers in this sector in utilizing the IT for obtaining the required information. The study employed the quantitative tests such as one sample t-test. The study population included all the municipality managers working in the Jordan Valley, through a randomized sample amounted for 10% of the total study population. The study sample consisted of (100) managers who employ information technology in decision making, who are working in (7) municipalities. Data collection was made using a questionnaire specially designed for this purpose. Based on the study hypotheses, the researcher approached many findings, most important is: there is a statistically significant relationship between IT (employed systems, software, communication networks and databases) and the effectiveness of administrative decision-making already employed in the municipalities sector.

Computer-Based Management Information System in Health-Care Delivery Institutions: Computerization of UNAAB's Health Centre

This research is entitled "The Contribution of Computer Based Management Information System to Employee Performance at the Indonesian National Police Educational Headquarters". The problem discussed on how much the influence the computer-based management information system has on employee performance. In general, the research objective to be achieved by the author is to find out an overview of information systems on computer-based management of employee performance at the National Police Educational Education Headquarters in Bandung. The method used in this study is descriptive mode with a quantitative approach. Data collection techniques used closed questionnaires and respondents were employees who numbered 83 people as research samples. The results of the general trend calculation used the Weighted Means Score (WMS) indicate that the computer-based management information system is in the very good category with an average score of 3.23 and the performance of employees is also very good with an average score of 3.27. The results of the normality test showed that the X and Y variables were normally distributed, and then the data analysis used parametric statistics. Analysis of the correlation between variables X to Y is 0.697, that means that the two variables at the level of a strong relationship and there is a positive correlation. The test results of the significance of the correlation with the t-test on the variable X to Y obtained by Tcount > of Ttable (8.8738 > 1.98) which means that the correlation coefficient found is significant (can be applied to the population where the sample was taken). Correlation analysis can be continued by calculating the coefficient of determination. The coefficient of determination test results that the variable X gives an effect on the Y variable of 48.5% while the remaining 51.5% is influenced by other factors. Based on the results of this study, it can be concluded that there is a positive and significant relationship between computer-based management information systems on employee performance at the National Police Educational Education Office in Bandung.
