This paper examines the challenges of electronic information resources (EIRs) management in federal University libraries in North Western states of Nigeria. The study used qualitative research methodology and narrative research design to collect data from participants. The population of the study comprised of ten (10) participants purposely sampled from the five (5) federal University libraries in the zone. Focus group interview was the instrument used to collect data, which was analyzed using thematic qualitative data analysis method. The study concludes that various types of EIRs such e-resources include electronic databases, these/dissertation, manuscript, conference/seminars proceeding, e-books, e-journals among others were held and maintained by the university libraries under study. The research also found that the low level of EIRs is as a result of instability of power supply and slow speed network as a result of low bandwidth which affect the internet connectivity, lack of well trained personnel with knowledge in science of management of electronic, technological equipment, poor funding, lack of policy guideline, lack of user education and lack of continuous training. The study recommended that modern ICTs are required for the management of EIRs which will definitely enhance the effective and efficient accessibility and utilization. Also, qualified and competent personnel should serve as e-librarians with regular training and retraining in place for the staff to be able to provide effective and quality service to library users. Electronic information resources are regarded as important tools for providing library services to users especially in the digital age. Electronic information resources still need to be selected, acquired, described and effectively managed for utmost utilization by the growing number of library users. This paper explores on the management of electronic information resources in Nigerian university library environment. Through critical analysis of literature, the paper gave an in-depth evaluation of the concepts and significance of EIRs, types and formats. In addition, the paper described the Management practices of EIR in academic libraries. The study examines the procedures of electronic information resources (EIRs) management in federal university libraries of North West zone of Nigeria. The major objectives of the study were to identify the types of (EIRs) in the libraries of federal university of North West zone of Nigeria as well as processes followed in managing such (EIRs) in the libraries understudy. Related literatures to this study were reviewed. Qualitative research methodology was adopted using narrative research design. Two e-librarians of five (5) federal university libraries were sampled as the participants of the study. Focus group interview was the instrument used to collect data and the data obtained was analyzed using thematic qualitative data analysis. The study revealed that various types of electronic information resources were held and maintained by the university libraries understudy. Such e-resources include electronic databases, these/dissertation, manuscript, conference/seminars proceeding, e-books, e-journals among others. Also, the study revealed step by step procedure in managing electronic information resources in terms of policy statement, selection, acquisition and preservation. Recommendation were given at the end which if followed will help federal universities libraries of North West zone of Nigeria in proper and effective management of electronic information resources.
Management of University Electronic libraries in Northwest Nigeria

The study sets out to investigate the process of managing university e-libraries in Northwest zone of Nigerian. Issues of e-library management such as personnel, access to the e-library, computer usage, and registration of users, e-library resources and services were discussed. Objectives of this study include among others; who manages the e-library and how the e-libraries are managed. Four research questions among which are; who manages the e-library how are e-libraries managed in universities in Northwest zone of Nigerian are raised. Qualitative research method was adopted. Focus group method, eight (8) University Librarians (40) System librarians and System analysts from eight (8) universities in the Northwest of Nigeria were used as sample size of the study. Questionnaire constituted the instrument for data collection, while descriptive method was used to analyze the collected data. The findings of the study showed that the university librarian, system analyst and administrators are the managers of the e-libraries in Northwest zone of Nigeria and the finding also revealed that all the e-libraries in the Northwest zone are mostly funded by the Nigerian government. The universities e-libraries were opened between 8 to 12 hours daily and e-books, e-journals and online databases among others are the resources available in the e-libraries. The major challenges faced by the e-libraries under study were; IT literacy and infrastructure among others. The study concluded that universities should maintained highly trained staff to manage their e-libraries and avoid over dependence on government for funds, they should increase the e-library's opening hours in order to meet up with the ever growing information needs of library users in the Northwest Nigerian universities.

The study investigated the procedures for electronic information resources development in Federal College of Education Libraries in Northern Nigeria. The objective is to examine the procedures of electronic information resources development and their challenges. The research adopted qualitative research methodology. The population of the study is the 12 college librarians. The sampled participants were 9 college librarians. Interview was used for data collections. The data collected were analyzed using thematic analysis. The findings revealed that, the criteria used for selection of resources were subject relevance, recommendations from the department and publishers catalogue. Libraries acquire resources using subscription, purchases and donations. Challenges of the resources development were inadequate knowledge about EIRs, inadequate funding and training. In conclusion, the college libraries had invested in developing EIRs and selection and acquisition of relevant EIRs is a prerequisite to access and use of the resources to enhance research, teaching and learning. The study recommended the following: selection and acquiring resources that are relevant to all categories of users; the management of the college and their libraries should ensure that all the challenges, such as inadequate funding and inadequate training are minimized in order to select and acquire relevant resources for the libraries.
The Impact of Information and Communication Technology (ICT) in Nigerian University Libraries

Information and Communication Technology (ICT) has brought unprecedented changes and transformation to academic libraries and information services. Taking into cognizance the recent trends in ICT and the Nigerian situation, this work elicits the impact of ICT in Nigerian University Libraries. The primary objectives were to ascertain the level of automation; to determine the usefulness of ICT resources; the effectiveness of ICT resources; the required skills in using ICT resources and the factors militating against the effective use of ICT. John Harris Library, University of Benin and Benson Idahosa University Library, both in Edo State of Nigeria were used as case study. The survey research design was employed and the instrument used for data collection was the Questionnaire. Simple tables and percentages were used to analyze the data collected. The research work revealed that both University Libraries are automated/computerized and that they apply Strategic Library Automation Management (SLAM); only three divisions of the libraries are computerized/automated which are Readers Services Division, Technical Services Division and Collection Development division; the major reason attached to the use of ICT resources was for information storage and retrieval; the ICT resources mostly used are CD-ROM, online database, World Wide Web and the Internet. The study also revealed that ICT has an enormous impact based on its effectiveness. Inadequate training and retraining of staff by management; inadequate funding, epileptic power supply and lack of search skills are the major factors militating against the effective use of ICT in Nigerian University libraries. Amongst others, inadequate funding, capacity building, regular power supply were recommended.

A descriptive study was conducted to look into the effects of Information and Communication Technologies (ICTs) on academic libraries in Nigeria universities.. Four research questions guided the study. A review of the related literature was also carried out. The study took place in nine selected Nigerian universities. Survey participants were librarians and library officers from nine state-run university libraries. To collect data, the researchers had used san online survey template and a questionnaire. The information gathered was interpreted with descriptive and inferential statistics. The results indicate that university libraries have differing degrees of ICT infrastructure capacity. The automation of library materials has begun, and database technology has vastly increased information storage and retrieval. The electronic resources offer ease of use, wider access, more rapid updating, cost saving over local maintenance and storage, the librarians are finding it difficult to define issues related to policy of collection development and archiving of electronic resources. The electronic resources require continuing management to a far greater degree than print resources do. However, the primary aim of the electronic information resources and services will be to support the institution’s learning, teaching, and research, which might change significantly with number of users. This paper has conducted Assessment of Electronic Information Resources and Services in Kaduna State University Library, Kaduna- Nigeria. Recommendations for functional use of Electronic Information Resources and Services in Kaduna State University Library, Kaduna- Nigeria have also been given.
Management problems of electronic information resources: A case study of UNN Library

This study examined the problems encountered in managing electronic information resources (EIRs) in the University of Nigeria, Nsukka (UNN) Library System. Case study design was employed to achieve the research objectives. The population of the study consisted of 151 staff of the University library. Questionnaire was the main instrument used for data collection. Out of the 151 copies of the questionnaire administered to the respondents, only 95 copies were correctly filled and used for this study. The data collected were analyzed using mean ( X ) and standard deviation (SD), while t-test was used to establish the significance of the responses of the library staff on the dimensions of the problems of managing EIRs in the university library.
