There is a general agreement at the conception (theoretical) level about the imperative of a public-private partnership and there are various efforts do it. It is also taken into account the experience of other countries of the European Union or other developed countries able to support and to assist with their previous experience. Public – private partnership aims to high light the role of the two components in general development of society, regional, economic and company development and increase of competitiveness. All of them are subordinated to serve the objective of satisfying the population economic and social requests and/or needs. Efficient communication establishment between the two environments will conduct, for sure, to the development of a segment of satisfied citizens, employees, owner and vice-versa. Public-Private Partnership – a new path for tourism development

The purpose of this paper is to identify and analyze a new path for tourism development – public-private partnership, and to expose the advantages deriving from this type of collaboration. As a consequence of global crisis UE promotes PPP’s for regional development, Romania also has changed the law on this partnership, being rather an update of the 2004 law, harmonized with EU directives. In tourism industry PPP’s are common for infrastructure development, for mega-events like winter olympics, European and world championship in different sports. The development of tourism in emerging economies have been shaped by many factors among which Public-Private Partnerships (PPP) play a key role as they bring together government agencies and the public sector with representatives of the whole tourism value chain under the same goals of promoting socio-economic development, sustainability, job creation and international competitiveness through tourism. PPPs are beyond a developmental tool, but are sometimes essential to stimulate creativity, enhance competitiveness and achieve visionary results which may be difficult if both parties operated in isolation.

Exploring the Conceptual Model of Public Private Partnership for Local Tourism Development

The concept of Public Private Partnerships (PPPs) has been accepted as one of viable alternative to promote the infrastructure development. Yet, recently some of government institutions have been applied PPPs for developing local tourism site for their region. The situation is going to be more complex when the PPPs deal with some non-physical attributes and generate several shortcomings. Therefore the need of specific model to cover PPPs as the concept and tourism development as its substance is become essential. This research attempts to explore the model by using a specific review toward the recent literatures and theories. It is conducted by contextual approaches intended to adjust with Indonesian tourism development. The result of this research has described the specific model which is constructed from the series of literature discussion from previous studies. It has designed to minimize the weakness and vulnerable points from PPPs for tourism development.

ROLE OF PUBLIC PRIVATE PARTNERSHIP IN TOURISM SECTOR OF INDIAN ECONOMY

Tourism sector plays an imperative role in developing economies of world. Partnership has become a new financial model of management strategy to take advantage of available resources from different agents for capital investments. This paper serves the objective to find out the benefits of Public Private Partnership (PPP) and its introduction in Tourism sector in Indian economy with help of available research papers in past years. Paper aims to focus on the areas where it has been used as a strategy and to the extent it serves as a successful tool to leverage the available natural and manmade resources for Tourism. The paper discusses cases of agreements between government and the private sector for provisions for public services or infrastructure in Tourism Sector. Government being public sector identifies and provides a framework for developing the economy whereas private sector offers investment, management and workforce. Cases reveal ventures are successful where the participation is part of policy framework and intense and ventures are failure where both government and private bodies share proprietary rights. Thus the paper summaries areas, for both parties to work together with set objectives.

In this article also found what are schemes, incentives provided to tourism sector in India.

Public Private Partnership Approach: An Alternative to Develop Algerian Tourism Investment

This paper try to highlight the efforts made by the Algerian government to develop tourism sector by trying to reinforce its relationship with the private sector in order to benefit from this partnership in developing sustainable tourism. The results of the analysis showed that in recent years Algeria had realized the importance of tourism and grasped its imperative. This situation was featured by some initiatives from the public authorities in order to promote and develop this sector through the Public Private Partnership Plan for tourism which form the reference for a new policy adopted by the state and is a part of the national plan to develop the region in the prospects of 2030. But despite all these efforts, they are still considered not enough in comparison with the priority assigned by the government to other sectors.

Abstract Tourism is considered as a driver of economic development globally. It is complex sector that touches almost all other sectors in terms of strategy, institutional framework, and actual implementation. As a result sustainable tourism development needs huge investment whereby financing may become very difficult for developing countries with increased population that needs basic infrastructure and public service. PPP usually suggested as a viable model to finance tourism development where tourism projects are financed and operated through between government and one or more private sector companies. Considering its tourism resource base, Ethiopia is positioned at a top of the Sub-Saharan African countries along with South Africa with nine world heritage sites. It has also more 15 national parks and varied tourism endowments not register as world heritage site by the UNESCO. But its tourism development is at its initiating stage. On the other hand developing countries like South Africa, Turkey and Tanzania, who integrate PPP in to their tourism development strategies able to reach the upper tourism development stage, while the effort to develop the abundant tourism endowments of Ethiopia through PPP seems foggy with missed opportunity. This study adopted an exploratory research design using qualitative approach to get insight about the potential, practices, constraints and prospects of PPP for Tourism Development in Ethiopia. Relevant literatures were critically reviewed, practical experiences of selected developing countries were examined, and insight stimulating analyses were captured by interviewing purposively selected professionals and practitioners based on strategic, contextual and operational dimensions of PPP as development approach. The findings of the study indicate that though there are PPP initiatives by donor agencies, and as consultation forum by the government, PPP is not considered as development tool with practical collaborative arrangement whereby the government use the financial and technical resource of the private sector for sustainable tourism development. From strategic point of view, there is no PPP specific policy and strategy. In respect to the context of tourism sector, PPP is not integrated in to the Tourism Development Policy and subsequent long, medium, and short term strategies. Operationally, there is no PPP authority and PPP procurement laws that can guide adaptation and implementation of PPP tourism projects. Life cycle contract model in the public–private partnership for the tourism sector in North Toraja regency

Public-Private Partnership (PPP) in public administration studies is important in providing services to the public (public services), because PPP as a study in public administration can provide quality, effectiveness and efficiency in providing public services. The involvement of the private sector in public service affairs is because the private sector is considered to have better resource capacity, and for the public sector it can reduce responsibilities/burdens, as well as the efficiency of resources and costs/budget. One of the models used is the Life Cycle Contract (LCC) model to provide continuous cooperation contracts. This research method uses a qualitative approach to explain the LCC model in public-private cooperation in tourism development. Data collection was carried out through in-depth interviews, observation and documentation study. Data processing and analysis techniques are carried out in three stages, namely: data reduction, presentation and conclusion drawing. The informants in this study were as follows: (a) the Department of Culture and Tourism, Kab. North Toraja; (b) Owner/Manager of Ke'te Kesu' and Lempe Negeri Diatas Awan; (c) Visitors. The results show that the LCC model in the cooperation agreement (MOU) between the private sector and the government shows the private sector to be the initiator in the development of tourist objects and carries out development starting from design, development, finance, and maintenance in the early stages before any collaboration with the government. After the cooperation agreement was signed, the government began to contribute by providing facilities and infrastructure assistance in managing tourist attractions. In addition, this collaboration is for the government to collect ticket retribution from tourist objects with a share of 40% for the government and 60% for the private sector or managers.

Public-Private Partnership To Increase Economic Growth of Tourism Sector

The performance of the tourism sector in Kedungsepur region increases significantly viewed from the indicators of the number of tourism objects, labors, tourists, income, and the Gross Regional Domestic Product (GRDP) of the tourism sector, but the contribution of the tourism sector to the GRDP and the average of the tourists’ length of stay decreases. This shows that the performance of the tourism sector in Kedungsepur region decreases and the Public Private Partnership has not been optimallee implemented. Therefore, the researchers use the analysis of SWOT and AHP to find the strategy alternatives to increase the performance indicators of the tourism sector. The research result of the SWOT analysis shows that the development of tourism sector in Kedungsepur region is at the quadrant III, which supports the Turn Arround strategy by applyinga strategy formulated in the matrix of SWOT.
