Healthier Standards for School Meals and Snacks

Introduction: In 2012, the updated U.S. Department of Agriculture school meals standards and a competitive food law similar to the fully implemented version of the national Smart Snack standards went into effect in Massachusetts. This study evaluated the impact of these updated school meal standards and Massachusetts' comprehensive competitive food standards on school food revenues and school lunch participation.

Improving the School Food Environment: Results from a Pilot Study in Middle Schools

Our objective for this study was to examine the feasibility of instituting environmental changes during a 6-week pilot in school foodservice programs, with long-term goals of improving dietary quality and preventing obesity and type 2 diabetes in youth. Participants included students and staff from six middle schools in three states. Formative assessment with students and school staff was conducted in the spring of 2003 to inform the development of school foodservice policy changes. Thirteen potential policy goals were delineated. These formed the basis for the environmental change pilot intervention implemented during the winter/spring of 2004. Questionnaires were used to assess the extent to which the 13 foodservice goals were achieved. Success was defined as achieving 75% of goals not met at baseline. Daily data were collected on goal achievement using the schools' daily food production and sales records. Qualitative data were also collected after the pilot study to obtain feedback from students and staff. Formative research with staff and students identified potential environmental changes. Most schools made substantial changes in the National School Lunch Program meal and snack bar/a la carte offerings. Vending goals were least likely to be achieved. Only one school did not meet the 75% goal achievement objective. Based on the objective data as well as qualitative feedback from student focus groups and interviews with students and school staff, healthful school foodservice changes in the cafeteria and snack bar can be implemented and were acceptable to the staff and students. Implementing longer-term and more ambitious changes and assessing cost issues and the potential enduring impact of these changes on student dietary change and disease risk reduction merits investigation.

Pre K-12 School Food: Making It Healthier, Making It Regional EXECUTIVE REPORT

School staff, community advocates, funders, and businesses are increasingly coming together to serve students foods that are both healthier and produced closer to where they are consumed. By providing more healthful and regionally sourced meals, SFAs can generate positive benefits for a range of stakeholders. Students already participating in the meal program eat foods that are better for them. As the quality of meals improves, more students may choose to eat at school, improving both students' health and the school cafeteria's bottom line. Preparing more fresh foods may boost morale among cafeteria staff and create more opportunities for job training and advancement. Lastly, purchasing more regional and healthful foods could affect the food system more broadly, encouraging greater regional production and supporting local businesses.

A HEALTHY SCHOOL MEAL ENVIRONMENT: FOOD ASSISTANCE RESEARCH BRIEF

A "healthy school meal environment" not only gives students opportunities to make healthy meal choices but also encourages them to do so. The extent to which a healthy school meal environment affects the success of USDA's school meals programs is currently a subject of debate. The policy strategies that can be used to encourage such an environment for the National School Lunch Program (NSLP) and the School Breakfast Program (SBP)also are subjects of debate. Environmental factors considered to be important include: (1) the nutritional quality, variety, and acceptability of program meals; (2) meal scheduling; (3) nutrition education; and (4) sales of non-USDA ("competitive") foods. Other factors contributing to an overall healthy nutrition environment in the school include a commitment to physical activity, and promotion of healthy eating and physical activity. Lessons Learned From Evaluations of California's Statewide School Nutrition Standards

Objectives. We assessed the impact of legislation that established nutrition standards for foods and beverages that compete with reimbursable school meals in California. Methods. We used documentation of available foods and beverages, sales accounts, and surveys of and interviews with students and food service workers to conduct 3 studies measuring pre- and postlegislation food and beverage availability, sales, and student consumption at 99 schools. Results. Availability of nutrition standard–compliant foods and beverages increased. Availability of noncompliant items decreased, with the biggest reductions in sodas and other sweetened beverages, regular chips, and candy. At-school consumption of some noncompliant foods dropped; at-home consumption of selected noncompliant foods did not increase. From Cafeteria to Community: Amending the National School Lunch Act to Promote Healthy Eating in Children

Childhood obesity is a serious health problem in the United States that affects millions of children and adolescents. Obese children are more prone to chronic illnesses, and these risks persist into adulthood. The Richard B. Russell National School Lunch Act (42 U.S.C. 1751 et seq.) sought to promote better nutrition among children, especially those who may otherwise not have access to healthy meals, by providing lunches that meet defined nutritional standards. Despite this effort, obesity rates continue to rise and there is little evidence favoring the effectiveness of the National School Lunch Act in reducing obesity incidence among children. Recently, policymakers proposed expanding nutrition education efforts to the classroom to address the current limitations of the National School Lunch Act (i.e., H.R.5892 and S.3293). Objective To provide an overview of school food and nutrition monitoring from 1980 to the Healthy Hunger-Free Kids Act of 2010 and data on school food availability in the USA.Design A review of the history of school food and nutrition policy, monitoring and evaluation efforts in the USA over the past three decades.Setting USA.Subjects School food service, school districts and schools nationwide.Results The school food environment in the USA is governed by a patchwork of federal, state and local laws and policies. The federal government has primary authority over the school meal programmes and has recently issued updated regulations governing the food and nutrient requirements for meals sold or served through the National School Lunch and School Breakfast Programs. Competitive foods (i.e. foods and beverages sold/served outside the meal programmes) are governed primarily by state and district laws and policies, although new federal regulations are expected to set minimum standards in this area. The USA has a long history of data monitoring and evaluation funded by government and private foundations which has enabled decision makers to monitor progress and opportunities to improve the foods and beverages made available to students in school.Conclusions School food-related monitoring and evaluation research has been highly influential in influencing legislation and policy, leading to improvements in the foods and beverages available to children at school as part of planned meals and individual items sold outside the meal programmes. Expanding and Enhancing Food and Nutrition Education in New York City Public Schools: An Examination of Program Characteristics and Distribution

To expand their capacity, many schools partner with food and nutrition education programs (FNPs). Public policies and funding can support FNPs, but comprehensive data on the organizations that run FNPs, their program characteristics, or distribution across schools did not exist in NYC. This study aims to help local education and health agencies assess the characteristics of food and nutrition education in schools, as well as to measure progress implementing school policies and practices. A cross-sectional study on NYC FNPs was conducted during the 2016–2017 school year. Survey data on organizations and the FNPs they operate were collected. Data on schools in which FNPs operate were gathered. To determine distribution of FNPs across schools and by school demographics, the database of FNPs in schools was combined with a publicly available database of NYC schools.
