Implementation of Sharia Health Services in Medan Haji Hospitals and Jakarta Haji Hospitals

Sharia hospital is a hospital whose management is based on maqhashid sharia. The four main characters in Islamic services are rabbaniyah, akhlaqiyah, waqi’iyah and insaniyah. Therefore, this study aims to explore the understanding and perceptions of hospital health caregivers about Islamic services and to explore a picture of Islamic health practices in Islamic hospitals based on the patient’s perspective. Methodology: The study was conducted using descriptive explorative quantitative methods. The method of collecting data using a questionnaire with 210 respondents in both hospitals, both RS Haji Jakatra and RS Haji Medan, using total sampling technique. Result: Medan Hajj Hospital and Jakarta Hajj Hospital in terms of leadership and policies are 100% in accordance with Sharia. Sharia standards have been implemented in many fields such as finance, tourism, hospital, and financial technology. In the economic sense, the standards generally refer to the establishment of contract (akad) and the involved party. However in reality, the implementation of Sharia standards for hospital is more complex than that of economic sense. Aside from the contract, the standards also refer to the personnel, services, medicine and food, and fund allocation and budgeting. Sharia Service as An Added Value: Response to Sharia Standard in Hospital Service

The application of sharia principles in business activities and services adds to standard compliance and some of them are trapped in the legalistic formality aspect rather than improving business ethics. Hospitals, which main business is providing health services, by applying sharia principles may enhance the added value in health services or just a formal aspect. The purpose of this study seeks to reveal the community's response to the application of sharia standards in hospitals. The study used a quantitative research method, through the distribution of questionnaires to 50 patients and their families in three regional public hospitals; Zainoel Abidin Hospital Aceh, Sultan Agung Hospital Semarang, and Bandung Islamic Hospital and interviews with the management and sharia supervisory board of the hospital. This study describes descriptively, with a likert scale approach, to see the response towards the application of sharia standards. The results show that the majority of respondents gave a positive response towards the application of sharia standards. Sharia standards are added value services in sharia hospitals. The results of this study is implicated in the management of sharia compliance in hospitals and the need for regulatory support for the implementation of sharia in hospitals.

The development of sharia-based hospitals in Indonesia began with the Indonesian Islamic Health Effort Assembly (MUKISI) in collaboration with the National Sharia Council of the Indonesian Ulema Council (DSN-MUI) with the issuance of fatwa No. 107 / DSN-MUI / X / 2016 concerning Guidelines for Implementing Hospitals Based on Sharia Principles. One of them is Sari Asih Sangiang Hospital (RSSA) in the city of Tangerang, which has received sharia certification since 2018. Sharia hospitals guideline regulates Sharia Minimal Service Standards (SPM). Health Personnel Improvement in the Implementation of Shariah’s Ethical Code of Conduct in Tangerang Hospital, Indonesia

Background. The Shariah hospital aims to provide health services inclusive of the appropriate code of ethics of Sharia, which exceeds the standard of service expected of conservative hospitals. Hospital care depends on the performance of health professionals. The study aimed to assess the relationship between the implementation of the ethical code of Shariah hospitals and the performance of health personnel. Methods. The study is a quantitative analysis that collects cross-sectional data from 119 health personnel respondents in one Shariah hospital in Indonesia. Data analysis was performed using structural equation modeling (SEM). Results. Journey to Shariah Hospital: An Indonesian Experience

Introduction and Purpose. As the world's most populous Muslim country, Indonesia carries the responsibility to establish an Islamic healthcare system that is of superior quality. Believing that Islamic Shariah is the best system for any activity, the need to translate the system into a measurable and objective healthcare quality tool is eminent. In 2015, the Standard of Shariah Hospital Certification was published, and in 2016, the National Shariah Council produced a fatwa on the implementation of Shariah Hospital. In 2017, a second version of the Standard was published to be formalized by the National Shariah Council as the awarding body. Approach and Value. The concept uses the maqasidic approach in its structure and refers to the National Hospital Accreditation Commission format. Normative standards are conserved and Shariah values are added in all critical points. Further technical details are produced to ensure proper implementation of the standards, which are divided into Shariah management and Shariah services. Two hospitals were appointed as the pilot project and many more are awaiting its implementation.

Implementation of Islamic Values to Management of Human Resources Based On Sharia In General Hospital Haji Medan

This study aims to analyze the implementation of human resource management based on Sharia in General Hospital (RSU) Haji Medan and analyze Islamic value in the implementation of human resource management based on Sharia in RSU Haji Medan. This study used descriptive statistical analysis and qualitative analysis conducted in RSU Haji Medan. The data source is obtained from primary and secondary data. Primary obtained from informants and secondary data obtained from books, holy books, magazines, and journals related to this subject research. Meanwhile, the method of collecting data that writer used is observation techniques and interviews. The results of this study indicate that HR planning is more focused on medical personnel. Lack of medical personnel, such as subspecialist doctors who encourage RSU Haji Medan to submit a request to the government. If the government has not been able to fulfill it, RSU Haji Medan recruits honorary employees in accordance with the principle of conformity of competence with the needs. Recruitment comes from civil servants who are seconded and non civil servants must be Muslim. The implementation of recruitment at RSU Haji Medan has applied Islamic values, especially for Muslim employees. They are required to wear clothing by covering aurat according to the principle of competence. Selection process by asking the aspects of religiosity to candidates, such as Alqur'ān reading, al-Islam education, shariah interview, and mental test. There are two ways to do in terms of placement. First is the filling position or job for new employees. The second is to reassign old employees on different tasks or different positions. The placement of employees at RSU Haji Medan is in accordance with Islamic values with the principle of justice that in placing an employee into consideration is the performance and ability. Education and training are moral and spiritual, such as training in bathing the corpse, training nurses in kharimah morals, training them to cultivate greetings, Basmalah and Hamdalah when examining patients, being polite and friendly, trustworthy, and honest and true in providing services to the patient. Performance appraisals are documented and discussed in performance evaluation meetings and in the performance appraisal process using DP3 instruments. Performance appraisal at RSU Haji Medan is in accordance with Islamic values based on the principle of justice.

Establishment of Shari’Ah Supervisory Committee in Hospital: An Analysis from Perspective of Public Interest

Although hospitals' management currently observe all general rules set by the government nevertheless, there are certain short comings on the part of management, as it lacks comliance with the requirement of Shari'ah in respects of selection of medicine, the relations between the patients and the doctors of differnt gender, and the lack of the knowledge of Shari'ah's ruling pertainning to the treatment by staffs and the patients in the hospital. These three aspects should be given serious attention and be handled wisely so as to maintain and preserve Malaysia's status as a majority Muslim country. As regards the selection of the medicine or pharmaceutical material, there is a lingerring doubt concerning the status of the medicine given to patient whether it is halal (permissible) or haram (impermissible). For instance, the medicine for allergy Red Tab Claritin and Ultratab Allergy Tablet Benadryl contain materials that originate from pig and cow. Meanwhile, there are numerous complaints from female patients especially, during labour hours in the delivery hall handaled by male doctors. Some of them don't feel easy and confortable with the birth procedure being conducted by male doctors. Therefore, to cater for the need of the Muslim community constituting the majority of Malaysia's population, it is appropriate to establish a committee tasked with making sure that the hospitals operate in accordance with the requirement of the Shari'ah. Therefore, this paper attempts to explore the concept of maslahah from the perspective of Islamic law and its instrumental role in the establishment of Shari'ah Supervisory Committee in hospitals. This paper uses both document analysis and interview methods. The findings of this study show that maslahah can play an instrumental role in establishing Shari'ah Supervisory Committee in the hospital from the aspects of enhancement of general public interest of necessity category.

Policy Formulation of Financial Management Patterns With Sharia Principles in Bogor City Hospital

Good financial management by minimizing findings is determined by the selection of the right model. This study aims to develop a policy formula for financial management patterns with Sharia principles in the Bogor City Regional General Hospital. The qualitative research method uses the decision-making method with Analytic Network Process (ANP) to determine the financial management policy model with Sharia principles. This research was conducted through interviews and focus group discussions. The results obtained show that the Islamic financial management model, in part, has the highest priority with cluster restrictions reaching 0.191007. So that the chosen Islamic financial management formula is financial management with partial Islamic principles. This research provides a new breakthrough regarding the application of Sharia policy.
