The main issue of this paper highlights the development policy and prosperity of the people in the border area. The border area has always been the sexiest issues to discuss, as it is identical as a lagging and isolated area. The collaboration between the government and local communities to overcome those problems is needed. In this case, development policy becomes the key role in order to increase the quality of social life especially for the local people. The notion of development has lost its significance due to the absence of ethics or moral dimension. Practically, the ethics make the development more meaningful for the entire human life and environment comprehensively. Development is a necessity that must be done by every single government to make progress and change for the better life of the citizens. Development also can be seen as a process of expanding prosperity of the social life.

Indonesia Politics in Eradicating Inequalities in The Border Area

Inequalities is inherent characteristic in dealing with border development. As a large archipelagic country, Indonesia still has so many homeworks in managing border areas. For years border areas have been marginalized from national development process. The inequalities could be seen in several aspects, such as a low level of public services availability; low quality and access of education; bad economic condition and high level of poverty. The scope of this paper is to explore some changes in Indonesian border management and development under Joko Widodo’s administration, especially the efforts to eradicate inequalities. Border Development Model on the Human Development Aspects for Sustainable Community

The Indonesian government has implemented a border development policy. Still, it has not been able to answer the complexity of the problems that occur in border areas, especially in North Kalimantan. The development of border areas is closely related to the mission of national development, defence and state security to improve the Welfare of the people in the border areas, especially to ensure the integrity and sovereignty of the state. However, the condition of border communities in North Kalimantan is increasingly marginalized, where poverty and regional isolation trigger the high demands of local people to become border crossers to Malaysia. This study will examine the factors causing the economic backwardness of border communities in North Kalimantan, poverty and isolation of border communities, and security issues at the border. The results show that the border area needs to be closely monitored because it is a security-prone area. This makes the border development paradigm in Kaltara prioritize a security approach rather than Welfare. This causes the border areas in North Kalimantan to be scarcely touched by the dynamics of development. Therefore, border development needs to be placed in a people centre of development-oriented to people's economic development for sustainable communities through accelerating economic growth, improving the quality of human resources, and strengthening institutional capacity for border area development. Thus, border communities can enjoy prosperity by protecting and maintaining state sovereignty at the border.

Societal Security as an Alternative Approach for Development in Indonesia-Malaysia Border Area in North Kalimantan

North Kalimantan shares the borderline with Malaysia in Nunukan and Malinau regency. However, the condition of the border area residents in those areas is marked with severe underdevelopment. Responding to the issue, Indonesian border policy began to adopt an economic and environmental approach besides the traditional security approach which emphasizing military presence in the border area. The intention is to boost the economy and increase the prosperity of the border area residents. Nevertheless, this article argues that the Indonesian government needs to include the societal security approach in the policy as the people who live in the border area have their unique customs and traditions that could be at odds with the current policy. The adoption of the societal security approach will complete the picture of the North Kalimantan border policy and could go hand in hand with other approaches as a border development program. BORDER VILLAGE: A WELFARE WELFARE REGION OUTSIDE IN INDONESIA

This study aims to obtain models and empirical explanations regarding village development in the border regions of Indonesia with Papua New Guinea. The object of research is villages that border directly with the country of Papua New Guinea. Five villages are comprising the villages of East Koya, Skow Sae, Skow Mambo, Skow Yambe, and Moso. The respondents surveyed were 54 people consisting of government officials, community leaders, religious leaders, and youth. The results of the study explained that the importance of health and information became the main dimension of development. Furthermore, the social dimensions of security and economic accessibility become antecedents of the health dimension of information.

Governing State Borders An Investigating qCollaborative Governancesq in strengthening Social Welfare Development in Nunukan Regency, Indonesia

this research has aim to explain about existences of practical collaborative governance which can strengthen process and impact in development schema of welfare in frontier area, particularly in Sebatik, Nunukan. This research investigated the involvement of non-state stakeholders as voluntarily participation by various component of groups either by external project or who were emergence various from local initiative. By conducting interviews, focus group discussion, literature research, documentation, and observation our findings are going as follow: Firstly, minimum collaboration has occurred between many sectors within government causes directly to the quality of construction project in which have not optimal for public satisfaction, and also a certain group of citizen criticize the goal of the regional development. Second, the local initiative to collaborate actually have grown in various sector such as health, education, information, alternative education, awareness of sustainable economy practices at local level. Interestingly, this research that public have awareness that infrastructure is not single-most importance issue in border area due to social capital is also local concern. Big budget from local and national are not merely the answer, but more collaborative governance and openly public engagement will be meaningful and powerful weapon to make state border's much better.

Strategy to Accelerate The Development of Indonesia’s National Border Village in Belu, East Nusa Tenggara Province

The aim of this study is to formulate the strategies to accelerate the development of Indonesia's national border village in Belu in order to improve the welfare society. The qualitative approach is carried out by mapping existing condition through SWOT analysis. The results of the SWOT analysis are used to develop strategies. Analytical hierarchy process was conducted to determine the priority of the strategies. Based on purposive sampling, there were eight villages in Belu-Nusa Tenggara Timur as the sample for the study. The questionnaires were distributed to 19 informants which are from village officials and several community leaders. The results showed that the priority of the strategies to accelerate the development of Indonesia's national border village in a row are infrastructure development strategies, human resource development strategies, regulation synergy of central and regional government, tourism development strategies and business development strategies.

Indonesia is a developing country with a fairly high level of economy. After the Covid-19 pandemic, the Indonesian economy continued to increase by 5% to 5.3% in the first quarter of 2023. Economic growth is inseparable from the participation of all Indonesian people who have begun to rise from the downturn due to the Covid-19 disaster that has hit the world for several years. the last. Society is a central part of the state, so the welfare of the state is reflected in the welfare of its people. By developing the economy means trying to improve the welfare of people's lives. In this effort, the government must build an economy that is in favor of the small and poor people. The government that supports the economic growth of the poor must know the strategy in developing the national economy. The state must have the right way of economic movement for all its people. Communities must support government efforts with a critical and innovative attitude in developing their economy for the sake of their welfare.

Implementing Two-Pillar Social Fund to Accelerate the Development of Territorial Boundaries in Indonesia

Territorial boundaries are known as a marker for the sovereign authority and national identity of a country. However, the border region in Indonesia is precisely synonymous with underdevelopment, poverty, and lack of infrastructure. Moreover, the illegal activities such as smuggling of goods, human traffic without official documents, and territorial conflicts often occur. Therefore, prosperity paradigm is required to develop management in the boundaries areas. There are various funding schemes to accelerate the development of the border region through social security program in islam. For example, we can utilize two pillars of the social fund in which wakaf fund reached Rp. 3 billion as well as Rp. 300 billion of mosque fund. Through relevant literatures for our descriptive analysis, we offer the concept of agropolity, ecotourism, and minapolitan to increase the value-added of the products based on innovation and sustainable business focus. This concept is expected to increase the employment opportunities, accelerating sustainable development, and improving the income of the households in the border region. Hence, the awareness of society is highly encouraged in order to strengthen the national identity and to maintain the sovereignty of the country. As a consequence, the communities can be more independent to develop the border region without depending on the government budget.
