Study on Cultivated Areas and Productions in Romania in the Main Crops in an European Context

Romanian land resources are immense, but certain land-ownership laws have caused a fragmentation of agricultural areas. Romania suffers from fragmentation of agricultural properties. Compared to other Member States of the European Union, Romania has an average farm size similar to that of Malta or Cyprus, island countries with much less agricultural land than Romania. Almost 75% of farms in Romania have less than 20 ha, and the share of farms under 10 ha represents about 98% of the total number and 38% of the total agricultural area used. In this paper, the authors analyse the situation of cultivated areas and productions in the main crops in Romania under the current conditions. Romania is one of the European countries with the most favourable soil and climate conditions for agriculture. After 1990, Romanian agriculture has undergone a long process of transition from command to market economy to adapt to the operation of the common market for integration into European structures and subsequently in 2007 to implement the Common Agricultural Policy. In terms of operational structures Romanian agriculture is uneven, and their dual nature is emphasized to the vast majority of Member States of the European Union. In Romania, the agricultural land fund is strongly affected by the fragmentation into small parcels, which leads in many cases impossible the application of modern agricultural technologies leading agricultural technology, scientifically, to obtain Farmland of stable production both in terms of quantity and quality.
Implications of Agrarian Structures upon the Agricultural Supply in Romania

The main objective of the paper is to identify the structural factors that led to a chronic insufficiency of the Romanian agri-food domestic supply in the last decades. The paper makes an update and re-evaluation of problems related to Romania's agriculture production potential, in the context of the current evolutions of the agrarian and production structures and of the possible effects of the Common Agricultural Policy Reform. The changes produced in the last decade are investigated with regard to farm consolidation, increase of farm area, agricultural land operation modality and land market problems. At the same time, the production structures are also analyzed in relation to farm size. The main conclusion of the study is that the current agrarian structures contribute by different modalities to ensuring the domestic agricultural supply and food security. The calculation of certain statistical indicators on production variability and its diversification on the large, medium and small-sized farms revealed the strong specialization of production on the large farms and production diversification on the small farms.
Changes in the Romanian farm structures during transition - evolution and main determinants

In Romania, farm restructuring is an ongoing process, largely conditioned by the legal framework that accompanied the land reform during the transition period. After 1990, Romanian agriculture experienced critical shifts in farming structures, reflected also in the production ones. While arable land represents 63% of the UAA, a restrictive production factor in developing a competitive agriculture resides in the fact that 61.7% of total arable land is utilized in excessively fragmented family farms - 14303 thousands plots. This is seriously hampering family farms' productivity, if we take into account that they are producing an estimated 74% of the total crop output of the sector level (2004). Small Farm in Romania: evolution under localization constraint?

This paper aims to clarify the recent evolution of Romanian small farms. As a result of complex historic process, the category of subsistence and semi-subsistence farms is well represented within Romanian Farm structure (Mathijs and al., 2004; Giruca and al., 2006). The recent data collected by the General Census and Farm Structure surveys gave some signs of the recent evolution. We focus specifically on the smallest categories and try to differentiate their evolution among different factors. Farm survival and Farm growth literature is abundant and focuses especially on initial farm size, specialisation or pluriactivity of the farm (Weiss, 1999). In contrast, the role of localization, linked to historical background or physical constraints, as a factor is more limited in the literature. Other institutional factors such as inheritance and succession have not really been approached until now. We choose to investigate those factors using multiple regression on the 3 recent data collections in Romania.
Analysis of farming types’ characteristics in the Boianu Plain (Romania)

The aim of this paper is to analyze the distribution and dimensional structure of the farms depending on their legal status, and the owners' perceptions on the current status. The main research methods used in the study were: direct observation method, digital mapping, statistical analysis, surveying (semi-structured interview) and SWOT analysis. The Boianu Plain is by excellence an agricultural region. Its arable land is worked/operated by three main categories of farms: individual holdings, family farming associations and farming societies. Production obtained within individual holdings is always lower comparative to family farming associations and especially to farming societies. Partnership helps farmers to join their technical and financial means in order to increase the annual production and, implicitly, gain profit. In this respect, the farmers' perception resulted from the semi-structured interviews is a good evaluation instrument. The most critical issue at local level is making individual farmers aware of the benefits of family association and/or farmland leasing. The SWOT analysis reveals the possibility of an efficient management as driven by the way that the existing opportunities are able to mitigate or completely remove the weaknesses. The Boianu Plain has a very good agricultural potential in a highly favourable environment, but poorly capitalized.
The status of Romanian agriculture and some measures to take

Romanian agriculture issues have been analyzed and discussed in numerous studies and professional articles. Agriculture is an important sector for Romania, given the large agricultural area owned; the sector can contribute to the qualitative transformation of the Romania’s economy. Studies on agriculture and its role in the economic development of a country are numerous and highlight the importance of agriculture for any economy. Starting from the features of the Romanian agriculture and considering the current European context, this paper presents the situation of the Romanian agriculture and the main courses of action for rural development in order to improve work efficiency in the Romanian agriculture.
