After 1990, Romanian agriculture has undergone a long process of transition from command to market economy to adapt to the operation of the common market for integration into European structures and subsequently in 2007 to implement the Common Agricultural Policy. In terms of operational structures Romanian agriculture is uneven, and their dual nature is emphasized to the vast majority of Member States of the European Union. In Romania, the agricultural land fund is strongly affected by the fragmentation into small parcels, which leads in many cases impossible the application of modern agricultural technologies leading agricultural technology, scientifically, to obtain Farmland of stable production both in terms of quantity and quality.

The current study aims to highlight the main deficiencies that defined the fundamental sector of the Romanian economy in the modern period, agriculture. In this case, we are witnessing a paradox, Romania s specialization in this traditional occupation, the majority rural population, the soil of an exceptional quality being only the elements of a not exploited to its true value potential. We therefore propose an analysis of the way of organization and operation of the agricultural holdings, both of the small and the large farming, emphasising the insufficiencies that characterized these holdings, contributing majorly to the lack of performance of this key economic sector.
The status of Romanian agriculture and some measures to take

Romanian agriculture issues have been analyzed and discussed in numerous studies and professional articles. Agriculture is an important sector for Romania, given the large agricultural area owned; the sector can contribute to the qualitative transformation of the Romania’s economy. Studies on agriculture and its role in the economic development of a country are numerous and highlight the importance of agriculture for any economy. Starting from the features of the Romanian agriculture and considering the current European context, this paper presents the situation of the Romanian agriculture and the main courses of action for rural development in order to improve work efficiency in the Romanian agriculture.

Despite the fact that arable land in Romania has a significant ecological potential (7000-7100 kg/ha conventional cereals, according to ASAS experts' estimates), the average utilization degree of the natural potential of land in the last twenty years reached the value of only 0.39 (which represents an average yield of 2770 kg/ha conventional cereals). According to specialists' calculations, an optimal utilization of the ecological resources of agricultural land in Romania would make it possible to cover the agri-food consumption needs for more than 38.5 million people, yet our country's agri-food trade balance has been deficient after 1989. The present paper attempts to make an inter-census analysis of one of the main factors responsible for the current poor performance and competitiveness of the Romanian agri-food sector: the utilization modality of the main resource in agricultureland. The bipolarity in land operation remains the defining reality for Romania's agriculture, with significant consequences on the production structure and performance in land operation. Thus, 30% of UAA is operated by the small-sized farms (under 5 ha), whose agricultural production mainly goes to self-consumption and only a very small amount is sold on the market. The productivity on these holdings is low, with a precarious technical endowment and a deficient investment capacity. Only half of Romania's UAA is operated by commercial farms, which are better capitalized. The specialization of the large-sized farms in field crops can transform Romania into a cereal exporter, yet it generates a deficit in the self-sufficiency of the domestic market in certain agri-food products for which Romania has adequate agro-pedo-climatic conditions.
Implications of Agrarian Structures upon the Agricultural Supply in Romania

The main objective of the paper is to identify the structural factors that led to a chronic insufficiency of the Romanian agri-food domestic supply in the last decades. The paper makes an update and re-evaluation of problems related to Romania's agriculture production potential, in the context of the current evolutions of the agrarian and production structures and of the possible effects of the Common Agricultural Policy Reform. The changes produced in the last decade are investigated with regard to farm consolidation, increase of farm area, agricultural land operation modality and land market problems. At the same time, the production structures are also analyzed in relation to farm size. The main conclusion of the study is that the current agrarian structures contribute by different modalities to ensuring the domestic agricultural supply and food security. The calculation of certain statistical indicators on production variability and its diversification on the large, medium and small-sized farms revealed the strong specialization of production on the large farms and production diversification on the small farms.
Regional Agriculture in Romania: A Quantitative Assessment

In last decade, the Romania’s regional agriculture has become the main driver of development through absorption of EU funds. According to official data of the Ministry of Agriculture and Rural Development, Romania has reached 84% (or 12.85 billion euros) in the field of EU absorption funds for agriculture and rural development programmes during 2007-2013. According to the latest EU statistics, in Romania agricultural sector has a high importance in ensuring income through self-employment, while diversification of rural economy remains challenging. Most people engaged in agriculture are self-employed and agriculture accounts for only 3.2% in the total number of the employees in the Romanian economy. Aspects regarding the physical dimension and the structure of farms in Romania

The distribution of the agricultural area of farms by size types varies from country to country, and a distinct situation is found in Romania. If in the countries of the Mediterranean area, such as Greece or Italy, small farms have the largest share, in the Western part of Europe, in countries such as France or Germany, the share is held by large farms with areas ranging from 20-50 ha while in Romania, most of the farms own areas up to 5 hectares, more than 90% of total farms. The present situation in Romania causes the creation of subsistence farms, the main form of farm being family type farm with an average area of 2.29 ha.
Some issues of Romanian agriculture in the context of climatic changes and economic crisis
The aim of this paper is to present the main features of Romanian agriculture in the context of climatic changes and economic crisis. Essential approach on that topic refers to a blueprint of Romanian economy, with a particular view on its agriculture nowadays, considering the production factors that may influence economical growth, namely: land, capital, labor force and management. Since 2005-2006 agricultural branch production indices started to decrease. Romania’s agriculture has declined because of both local factors, namely subsistence farms spreading, insufficient technical endowment, inappropriate usage of agricultural tools, faulty system of management, as well as external factors, like climatic changes and economic crisis. However, the recent adoption of a comprehensive economic policy programme, comprising structural reforms and financial sector supervision, is able to bring a positive impact on the Romanian economy, including agriculture.
