The role of civil service in socioeconomic and political development of a country is unquestionable. In some countries, however, the civil service is not aligned with the prevailing ideological, political and economic changes as well as management theories. Moreover, in some countries, especially in Africa, the civil service is blamed as a major cause for social and political upheavals and economic crises because of institutional and capacity weakness. As a result, it is common to see many countries engaged in the reform of their civil service. In 1991, Ethiopia experienced political changes that resulted in the introduction of multi-party system, marketoriented economy and federal form of government. Accordingly, the government introduced civil service reform that includes the issues of human resource development under human resource management reform since 1996. Studies revealed, however, that the implementation process was not going well. This article, therefore, aims to assess the implementation of training and development programs in civil service institutions of Oromia National Regional State in Ethiopia. The findings reveal that though the government is committed in developing a system of human resource development, the implementation is not on the right track to fill the skill gaps evident in the civil service.

Public policy knowledge and skills are required to transform the Ethiopian civil service and to assist Ethiopia in developing and transforming to a middle-income economy. The objective of the study is to evaluate and critically assess the implementation of PSCAP project in Addis Ababa City Government with particular reference to the civil service reform sub program and its contribution on performance improvement of service delivery. A Critical Analysis of Civil Service Reform Program in Ethiopia

The purpose of this study is to critically analyze the civil service program of Ethiopia with special emphasis on challenges and major achievements. In order to gather relevant data Secondary data were used as a main source of data. The secondary data includes; report, manuals, internal publications, journals and books. Studies conducted in CSRP indicated that some of the reform successes registered in some selected organizations was attributed to the competence and dedication of their leadership. However, many of the organization leaders in the civil service were believed to have blurred view about the mission and goal of CSRP. The study recommended that Ministry of Civil Service should make the reform internally identified and home grown to take the advantage from the implementation of the program.
Unlike the derge regime, the current ruling party EPRDF devolves its power to the federal and regional government. In the same line, each regional government also formally devolve adequate decision-making power to lower administrations level. This aims at promoting decentralisation and getting the people together. Consequently, each regional government level has among other things, the right to use its public administration, recruit, transfer and promote. This research attempts to assess the implementation of HRM functions in SNNPRG under a decentralised context in Ethiopia using questionnaires collected from five sectors and secondary official HRM documents of the region. The finding reveals, better performance of HRM practice compared to centralised administrative system. However, promotion, performance assessment and reward system are not performed well as there are some indications from the findings. Moreover, to some extent the current wage structure and the minimum requirement criteria set by CSA hinder sectors effort to attract the best candidates. Similarly, selection often distorted by interference. The study also depicts the need for additional training, as the performance at the zone and woreda level is not satisfactory. Besides, in some instance, lack of equal access for training and need assessment is also improper.

This study attempts to explain the civil service reform in the delivery of public services which is implemented in Adama city administration. It aims at assessing whether the reform achieved the intended objectives about efficiency and effectives in the delivery of services, to render better quality services and be accountable for its failure, to produce committed citizens, and to bring attitudinal change towards public service delivery. To this end, the study starts by explaining the overall move for reform globally and then narrows its scope. Public Sector Capacity Building Program (PSCAP) Support Project:
The state inherited a public service characterized by weaknesses in the administrative and working systems. Hence, it lacked effectiveness, efficiency and ethical behavior in performance and service delivery and unpredictable resource flows had undermined the allocative and operational efficiency of the public sector at the federal, regional, and local levels in Ethiopia. The half-day documentary on PSCAP and the discussion that followed showed that the decentralization process showed that has moved from deconcentration of administrative burden to a more devolutionary tangent. Moreover, it has overseen the transformation from the Central Personnel Agency to a more complex human resource development and management system that is in track. There are improvements in the justice delivery system where backlogs in adjudication of pending cases are clearing faster. The FEACC vehemently enforces discipline without recourse to bails and/or utter neglect. The Federal Ethics and Anti-Corruption Commission (FEACC) and the Courts are handing this. Urban management has improved literally from non-existence to efforts to manage the burgeoning towns and cities of Ethiopia. Revenue collection and administrations has seen a revolutionary jump-start… the conclusion was that state capacity development is a continuous process and hence, it cannot be a onetime program.

The initiative to reform the Ethiopian civil service accounts more than a century old which dates back to the Menelik II Era 1907. However, it was consolidated after the end of the Socialist Era since the early 1990s. The current Ethiopian government has conducted a continuous reform to restructure the civil service system objectively to introduce the multi-party democracy and market-driven economy. In contemporary CSR, like the other African governments, the Ethiopian government is trying to link the dynamics of ICT as a sole promoter to implement the CSRs and to provide quality service. However, it is evidenced that the implementation of CSR in Ethiopia in general and that of Tigray's in particular has poorly supported by ICT. Therefore, the objective of this article was to ascertain the implementation of CSR in Tigray national regional state with particular reference to the Woreda-Net as a sole promoter to implement CSR. To ascertain how the Woreda-Net was used as a sole promoter to implement the CSR and the provision of quality service in Tigray, pertinent data was gathered both from primary and secondary sources. Finally, the problems that inhibit the Woreda-Net to function as a sole promoter of CSR implementation were recognized and the discussion was concluded with, though, the regional government tried to narrow the gap between the urban and the remote rural areas by using ICT expansion, the ICT centers /Woreda-Nets were not centers of civil servants training to scale-up the civil servants skill to utilize computer technology which helps them to implement the CSR.
