LOCAL SECURITY AS AN ELEMENT OF LOCAL DEVELOPMENT. CASE STUDY OF INFRASTRUCTURE AND ENVIRONMENTAL VARIABLES OF THE CITIES IN THE EASTERN POLAND MACRO-REGION

The authors in this article present performance of public administration which concerns a basic process developing in the context of dynamics of security culture phenomenon that involves the use of local potential (including infrastructure, natural environment, finance, human capital). The process of development of a region is multifaceted. It involves any changes that are implemented at different paces and with varying intensity in economic, social, technical and environmental areas. Local security is a resulting category that allows to assess functioning of local economy. The aim of the article is to provide determinants that shape security at the local level in the context of the selected elements of the region's balance (infrastructure and environment aspects) by the case of Swietokrzyskie Voivodeship municipalities for 2010 and 2015. In the calculations the data of the Central Statistical Office (Local Data Bank) were used. The determined synthetic measure allows to make hierarchy according to the adopted variables. It supplies information on the examined category of objects. It provides a comparative picture between the objects that were analysed, allows to indicate weaker and better areas of functioning of a unit. As it is shown in the article it gives a basis for the assessment of the effectiveness of the instruments of local authorities policy that were used in the past. The carried out statistic studies confirm existence of disparities in financial condition (financial security) of municipalities.

Assessment of Basic Elements of the Security System of Local Communities

The aim of the present paper is to present preliminary results of the pilot research pertaining to the assessment of the fundamental elements of the local security system, the research being conducted by the authors on the statistically significant sample (4 400 persons) of the inhabitants of local communities of the Kuyavian-Pomeranian voivodeship (an administrative unit in Poland). Since the research was very extensive indeed, the present paper contains only a fragment of its results. It transpired that the sense of security of the members of the local communities of the Kuyvian-Pomeranian voivodeship is at a relatively high level. With the assumed scale (ranging from 1 to 10), the greatest number of respondents assessed it at the level of 8 points, and the absolute majority of them assessed it at least at the level of 6. Among all the elements assessed, it was the operations of fire fighters that were evaluated as best. What was assessed as definitely the worst was the functioning of health care and of non-governmental organizations. What came as a sort of surprise are relatively poor (given the allegiance to tradition exhibited by Polish society) scores given to the influence of the Church on the sense of local communality, with a relatively frequent scores falling in 1-4 range. The research method thus put forward by the authors is innovative since it offers a combination of so-called hard elements of security elements with barely measurable sense of security, as assessed by particular persons. A relatively large research sample ensures that the results are significantly informative.

The Implementation of the Sustainable Development Goals at the Local Level. The Case of the Districts of Kuyavian-Pomeranian Province

The aim of the paper is to provide the objective assessment of progress in the implementation of the goals of the local sustainable development strategy by the districts of Kuyavian-Pomeranian Province. In order to achieve our aim, we have devised, using methods of taxonomic analysis, the synthetic indicator (taking a lot of different measures of sustainable development into account), which shows the degree of the accomplishment of goals adopted in the sustainable development goals. In the collective of units under study, there is a significant differentiation of the level of indicators analyzed within the framework of the sustainable development strategy. Analysis of the Main Threats to the System of Sustainable Development and Planning of the Region in the Context of Ensuring the Economic Security of the State, 2022

The main purpose of the study is to identify and analyze the main threats to the system of sustainable development and planning of the region in terms of ensuring the economic security of the state. To do this, we applied a methodology that allows us to establish the dependence and connection between threats and to determine the level structure of measures to counter the negative impact of these threats on a particular region. The relevance of the study is given by the fact that the regions of Europe today are also suffering from military actions on the territory of Ukraine. As a result of the study, a multi-level matrix of the hierarchy of the negative impact of threats on the system of sustainable development and planning of the region was formed in the context of ensuring the economic security of the state. The use of this matrix is a relatively new and more effective way to determine the measure of the impact of certain phenomena. The study has limitations and they concern the selection of only one region therefore further research needs to expand and apply our matrix to more regions.

The Analysis of Conditions and Level of Sustainable Development of Rural Areas in Poland And Germany

The aim of this article is to present the conditions for sustainable development of rural areas in Poland and Germany. The paper attempts to determine the appropriate system of indicators and measures in four dimensions: environmental, economic, spatial and social, that can be used to evaluate sustainable development. The comparative analysis of the sustainability level was based on the correlation analysis.. The high level of sustainable development was observed in rural areas of the zone of direct impact of larger urban agglomerations. The further from the centre of the city, the lower level of development was recorded. The counties showing small differences between the three dimensions (environmental, social and economic) have a higher level of sustainable development. Those showing large differences between the three dimensions have a lower level of balance between the natural, social and economic dimensions.

Local Security in the Idea of Sustainable Development

Purpose: The aim of the research is to analyse the relationship between the level and sense of security of residents and local sustainable development. Design/Methodology/Approach: The analysis of local security in the context of sustainable development is based on critical analysis of literature and statistical data. In addition, the results of research on the evaluation of the basic elements of the local security system, carried out on a statistically significant sample (4,400 people) of residents of local communities in the Kujawsko-Pomorskie Voivodeship. Additionally, taxonomic analyses were carried out, in which the assessments of the level of security by the communities of the powiats of the above voivodeship were compared. In the further part of the study, a review was made of the correlation of taxonomic measures of local security level with the most important indicators of sustainable development. In the final phase of the study, the ranking of powiats of Kujawsko-Pomorskie voivodeship was constructed according to the integrated measure of development. Findings: Local communities, in conditions of sustainable development, aim at the security (social order) of individuals associated in the local community. The special role of local government in ensuring the principle of sustainable development is proved by the systemic solutions adopted in Poland and legal regulations specifying the competences and tasks of local government units of various levels. Practical Implications: The results are of significant importance to local authorities. They allow for a better design of local development management systems, taking into account the assessment of individual elements of the security system. Originality/Value: The research carried out has primarily proven the usefulness of multidimensional analysis and linear ordering methods for the assessment of the examined issues. Sustainability issues, which by nature are multidimensional problems, should not be assessed through the prism of single indicators or stratetical documents.

Considering the scope of changes for security of Poland since its political transition of 1989 and understanding of possible many dangers associated with this process, one must remember that the major concerns at the transitional period did not only refer to the military, political and institutional matters, but similar anxiety has been placed on economic and social safekeeping of Poland. It is in these plannistic spheres of doctrinal agenda a sanctuary for Poland was supposed to be worked out with a new model for its well-being, stability, and other forms of security. e authors in following article analyze some of the forgotten discussions, in reference to, not generally well remembered, political parties' doctrinal programs and not always pragmatic outcome, but having at least an impact on thinking about a process of state security planning, as in case of the Polish Peasant's Party (Polskie Stronnictwo Ludowe − PSL) and Confederation of Independent Poland (Konfederacja Polski Niepodległej − KPN). At the given moment of such conceptualization its evaluation was not possible and would not be objective enough. Only with current analysis we can see that some programs were based on a wishful thinking. Nonetheless, they are important, since presenting an overview of mental evolution of thinking about the general state security.

Influence of security issues on sustainable and smart rural development in Hungary

Tourism is one of the most dynamically developing areas of the world economy, in which rural areas are getting more and more importance, since they are popular target areas of tourists. It is an exciting task to examine the link between civil lifestyle, tourism and security. The three major new types of challengeseconomic recession, cybercrime and terrorism, which threaten tourism and the industries involved-affect many fields of science. All kinds of safety begin with the individual and family security. This is followed by social security, then followed by the protection of national security and the security of the world and humanity. It is scientifically proven that safety is one of the basic human needs; there is the need for protection. In our paper we review and analyze some of the pivotal problems associated with tourism safety. This paper is only the first part of our broad research, in which we will also study the experiences of the civil population and tourists in Hungary and their sense of security. Research questions will be: 1. The European migration crisis reduced the sense of security both in population and in tourists. 2. Increased security preparedness will give a greater sense of security for both the civilian population and tourists. 3. The emergence of European migration crisis affected the Hungarians differently than the foreigners in their free movement in regards of their decisions for tourism purposes. The aim of our research is to see how much safety issues influence the general living and specific tourism potentials of the countryside, whether these issues have such negative impacts that halt the sustainable and smart development of rural settlements. In this paper we intended to call the attention on the relationship between rural development and security.

Evaluation of the Implementation of Sustainable Development in Rural Communes in Eastern Poland

The paper attempts to evaluate the durability and sustainability of both socio-economic development and environmental order in rural communes in Eastern Poland. The authors analysed indicators selected on the basis of literature studies, which demonstrated the level of socio-economic development and environmental order for two years: 2007 and 2013. The developed analysis is based on two methods. Firstly, based on the collected indicators, a synthetic indicator was determined using the Hellwig’s method, which was employed to classify the area under study by distinguishing three classes representing the levels of socio-economic development and environmental order. Secondly, a relationship was determined between the levels of socio-economic development and environmental order. Application of the Model of Integrated and Sustainable Development of Rural Communities Located in Natural Valuable Areas of the Lublin Voivodeship

The overall aim of this study was to determine the feasibility and benefits of the implementation of the integrated model of sustainable development in communes located in the environmentally valuable areas of the Lublin voivodeship (Poland). The study area consisted of 30 communes with the highest environmental values in the Lublin voivodeship, as selected for the study based on the value of the indicator developed by D. Guzal-Dec in the study of the ecological values of rural and semi-urban areas of the Lublin voivodeship. Diagnostic survey used a questionnaire interview. Interviews were completed in 2013.
