Village Institution Relations in the Utilization of Village Funds in Namlea District
The Village fund is a government effort to support the development of the village through financing schemes that are regulated and implemented directly by the village government, the involvement of village institutions in the management of village funds into an institutional relationship that is able to Village Fund Management. This research is a qualitative study aimed to describe the relationship of village government with village institutions in the planning and implementation of development based on the allocation of village funds obtained. The research site is focused on Namlea subdistrict with the consideration of density and heterogeneity of society. The number of informant that will be interviewed as many as 40 people taken in purposive. The analytical techniques used follow the concept given Miles and Huberman. The results showed that the relationship that awakened has a positive impact on the planning, implementation and supervision of the use of the village funds with the presence of the engagement, the sense of having and responsibility to the management Village funds are not merely the responsibility of the villagers but rather to be a responsibility with the parties involved.

This study analyzes the management of village funds sourced from APBN (State Budget of Indonesia). The purpose of this study is to analyze the management of Village Funds starting from planning, implementation, administration, reporting and accountability of Village Funds which are then compared with the prevailing regulations in Indonesia. This study uses qualitative research type with case study method. Data were collected using interviews and in-depth analysis of documents. The study analyzes the management of the Village Fund for two budget periods that is 2015 and 2016. The objects in this study are Candirejo Village, Nganjuk Regency, East Java Province Indonesia which is classified as a developing village. The result of this study is that the management of Village Fund in Candirejo Village still has inconsistency with the prevailing regulations. The planning and budgeting stages of RKPDes (Vilage Government Planning) and APBDes (Village Budget) are carried out far from the deadline in regulation. For the implementation stage, the time and percentage of the Village Fund's revenue in Candirejo Village is still not in accordance with the prevailing regulations. In the administrative phase, the monthly accountability report is not reported to the Village Head. While at the stage of reporting and accountability there is a discrepancy between the realizations of revenue with revenue budget. Semester report differences with accountability reports, makes report information unreliable.

This study aims to analyze the management of village funds and village finances, as well as the inhibiting factors in the management of village funds and village finances. The data was obtained from informants at the research site (Harapan Makmur Village, East Tanjung Jabung Regency, Jambi Province). Data collection is carried out by triangulation in interview observations, literature, and documentation. Data analysis used a qualitative approach based on the NVivo 12 Plus program. The results showed that the management of village funds started early in the planning stage by identifying and selecting programs or activities that were urgent and prioritized for the community. One of priorities in village development fund as stated in the Regulation of Ministry of Village No 4 of 2017 is to finance some village development programs and empower the villagers. Regarding this issue, the study aims to identify and evaluate problems found in village fund management programs. To get an in-depth analysis, a qualitative method with case study design was conducted in Lembang sub-district, West Bandung Regency. Three research instruments were collected namely field observation, Focus Group Discussion (FGD) and interview with village government officers, particularly, for those who involved in managing the fund. The purpose of this study was to analyze and describe the implementation of village fund policies in Hamalau, Sungai Raya District, and Hulu Sungai Selatan Regency. The research method used in this research is a qualitative descriptive method. Sources of data in this study are primary data and secondary data. The informants in this study were the Sungai Raya subdistrict government, the Hamalau village government, and the Hamalau village community leaders. Data collection techniques used in this study was direct observation, interviews, and documentation. The research instruments used in this study were interview guidelines and documentation guidelines. Data collection methods in this research are transect walks, interviews with several informants, and supporting documents which include village development planning documents and reports on the realization of the use of village budgets. The location of this research is in Hamalau Village, Sungai Raya District, Hulu Sungai Selatan Regency. The results showed that the realization of village funds for the 2016 fiscal year was still in the low category. That is the impact of the less than the optimal implementation of the development project due to the unsatisfactory performance of the Hamalau village head in implementing development with his instructional leadership style.
