Total Quality Management (TQM) is a way of managing everything in an organization or institution in order to get the level of excellence. The present study is conducted to investigate the implementation of TQM elements in public and private universities, the results achieved by the universities and to compare the implementation of TQM elements and results achieved by public and private universities. Mixed methods research design was used in this study. The population of the study was directors of quality enhancement cell (QEC), teachers and students. Semi-structured interviews were conducted to collect the data from directors of QECs. Close-ended questionnaires were used to collect data from teachers and students. TQM says nothing about actual production but stresses the process of management and collaboration within the system to reach quality output. Any quality-conscious organization, despite the nature, should understand this. This paper will not present any innovative ideas but will define TQM and focus on its influence on the various facets of an institution of higher education. TQM helps to provide better services to its primary customers-students and the community. Moreover, TQM focuses on continuous improvement and growth that can offer an enhanced and challenging learning environment for all involved. Quality Performance Management in Higher Education

National and regional accreditation and quality standards are more similar than different as the basic fundamentals and principles revolve amongst specific common strands that underlie educational value. Education quality can lead to the organizational performance excellence through the creation of educational value by its internal education processes. To create this education value, an institution can customize its quality system using the existing MBNQA or EFQM framework that meets and excels beyond the requirements of accreditation. This paper illustrates the case study of King Saud University that inter-marries the national accreditation standards and criteria and the MBNQA assessment framework. This approach ensures the interplay of the key educational processes and assesses results performance through a rigorous assessment framework. This robust assessment produce a set of strengths and opportunities for improvements reflected in the performance scoring that allows for comparative of its trends at different levels of the institution, college and program for internal benchmarking, sharing and learning of best practices at all levels.
