21st century education aims to improve students' scientific literacy skills. The results of PISA study show that the scientific literacy of Indonesian students is in low category. The low scientific literacy of students is caused by several factors in education system, both from the curriculum, teachers, and students themselves. This study aims to analyze the ability of scientific literacy of Grade X SMA in Sungai Penuh City in terms of the competency aspect of science and the level of science literacy questions. This research is a descriptive research using mixed method and using sequential explanatory design. Sample in this research were 86 students who came from three high schools with high, medium and low categories taken by cluster random sampling technique. The instrument used was a scientific literacy test item and an interview guide sheet. Data analysis technique is done by giving a score for each of students answer then described into value and category of scientific literacy achievements and analyze the interview results. Based on the study results, it is known that the average value of each scientific competency is, 22.66 for competence to explain phenomena scientifically, 47.15 for evaluating and designing scientific investigations competence, and 28.44 for the competence to interpret scientific data and evidence. Based on the question level, the highest score was obtained at level 1 questions with an average value of 46.08 and the lowest was on level 6 questions with an average value of 7.17.
Analysis of Scientific Literacy Abilities of Junior High School Students in Palembang

This study aimed to find out the scientific literacy abilities of Palembang Public Junior High School students in explaining phenomena scientifically, interpreting scientific data and evidence, evaluating and designing scientific questioning in solving base PISA questions. This study used descriptive quantitative methods to obtain data on the ability of students in Indonesia, especially in Palembang in solving PISA questions. The subjects of this study were students from several junior high schools in Palembang. The results showed that the students' scientific literacy skills in solving the question based PISA were 1.04% very good category, 2.08% good, 18.04% fair, 39.06 % less and 39.32 % poor. Based on the grade level, the results show that it has no significant effect on the ability of scientific literacy in solving the question based PISA, except for the indicators of interpreting scientific data and evidence.

This research aims to describe the student ability of science literacy in Biology at the second grade of Junior High School State in Mataram district Lombok Island Indonesia. This research used a qualitative descriptive method. The subject of this research was second-grade students. The data collection technique used the instrument ability of science literacy test regarding indicators competence of science literacy. The technique of data analysis was done descriptively. These results show that the student ability of science literacy at 53.7. At the same time, students' achievement is dominated by the aspect of competence in evaluating and designing investigation scientifically at 65.5%. Analysis of Scientific Literacy Through PISA 2015 Framework

This study aims to measure the quality of teaching in secondary schools in the city of Bandung. The quality in question is with the emergence of scientific literacy indicators according to the PISA 2015 study was conducted in three schools using 12 kinds of instruments to see the indicator-indicator scientific literacy on the Lesson Plan (LP), Teaching and Learning Process (TLP), and Midterm Exam (MTE). Subjects were students aged 13 years at three schools, three documents LP, and three documents of MTE. The results show that the data analyst aspects most often arise is the aspect of competencies with a total accumulation 1428 poins. Indonesian Science Teachers' Ability to Design Scientific Literacy Test

The ability of junior high school teachers to design scientific literacy tests is necessary. This research is focused on finding out how teachers can elaborate their ability to design scientific literacy tests. There are eight indicators related to scientific literacy in the developed instrument. We analyzed 41 packages in junior high schools from 9 regencies/cities in Indonesia. Based on the analysis, it was found that there were indicators that had not been achieved because curriculum materials were not available in that semester. This study shows that Indonesian science teachers can develop tests containing scientific literacy with an average of 76.4% of all scientific literacy indicators.

The study aimed to determine the validity of science-based science literacy subject evaluation tool for first semester junior high school students in grade IX had been conducted. This type of research is development research using the Plump model development. The validity of science-based science literacy subject evaluation tools is carried out with 2 types of validity namely logical validity and empirical validity. Logical validity is carried out by 5 experts who assess the validity of the questions developed. Based on logical validity it is known that science questions based on science literacy that has been developed have met valid criteria with an average validity of 88.98%. Empirical validity is determined by calculating the value of the validity of each item by using the product moment formula. As many as 60 scientific literacy-based items developed for each question have different values of item validity according to the type of problem. From the results of the validity of the items as a whole obtained a value of 67.67% and included in the valid criteria. Based on the second value of this validity (logical and empirical validity) it can be concluded that the questions developed are included in the valid criteria with a validity value of 78.33%.

This article introduces the essential features of the science component of 2006 Program for International Student Assessment (PISA). Administered every 3 years, PISA alternates emphasis on Reading, Mathematics, and Science Literacy. In 2006, PISA emphasized science. This article discusses PISA's definition of scientific literacy, the three competencies that constitute scientific literacy, the contexts used for assessment units and items, the role of scientific knowledge, and the importance placed on attitude toward science. PISA 2006 included a student test, a student questionnaire, and a questionnaire for school administrators. The student test employed a balanced incomplete block design involving thirteen 30-minute clusters of items, including nine science clusters. The 13 clusters were arranged into thirteen 2-hour booklets and each sampled student was assigned one booklet at random. Mean literacy scores are presented for all participating countries, and the percentages of OECD students at the six levels of proficiency are given for the combined scale and for the competency scales. ß
Assessment Instrument of Scientific Literacy Skills Based on Nature of Science For Middle School

Natural science learning train students various skills in the face of 4.0 industry revolution challenge. One of the skills that needs to be developed is scientific literacy skills. The scientific literacy skills level can be known or measured using appropriate assessment instruments. This study aimed produce assessment instruments can measure the scientific literacy skills and know scientific literacy skills level of SMPN 2 Pare’s students. The research method was descriptive quantitative with instrument development model of Mardapi (2012). The theoretical and empirical experiments of scientific literacy skills instruments get appropriateness criteria for use based on Aiken's validity and Rasch model analysis.There are 40 items that can be used to measure scientific literacy skills for middle school students. Scientific literacy skills level of SMPN 2 Pare’s students is 20% students have high level, 72,5% average level, and 7.5% low level.
