THE RELATIONSHIP BETWEEN KNOWLEDGE SHARING, EMPLOYEE PERFORMANCE AND SERVICE DELIVERY IN PUBLIC SECTOR ORGANISATIONS: A THEORETICAL FRAMEWORK

The efficiency and effectiveness of public sector delivery services are important issues for many countries, including Malaysia. To enhance public service delivery, the government of Malaysia seeks to ensure that public complaints are managed effectively. However, the term ‘service’ has different meanings, thus posing problems, particularly to researchers in the area. Despite this wide array of meanings, the ultimate goal of public service is to deliver quality services to customers. In this regard, knowledge sharing plays an important role in attaining this objective. Since knowledge sharing is a human behaviour, it has to be studied in the context of human performance. Public organisations are bureaucratic in nature, which impedes the transfer of knowledge among employees both vertically and horizontally. Studies on knowledge sharing and its impact on public sector service delivery, with particular reference to Malaysia, are limited. Based on a literature review, this paper discusses existing research in knowledge sharing in Malaysia. It then attempts to develop a theoretical model of the relationship between knowledge sharing, performance and service delivery. It is assumed that there is a positive relationship between knowledge sharing and service delivery. The authors assert that the more an individual employee in the organisation is involved in the knowledge sharing process, the better is his/her performance. Improved performance will thus lead to enhanced service delivery.

Knowledge Sharing: Assessment of Factors Affecting Employee' Motivation and Behavior in the Lebanese Organizations

For many companies today, the environments in which they operate have changed dramatically over the last decades. The atmosphere of corporate environment relies heavily on aspects concerning its workers and in particular its knowledge workers. Companies worldwide, in order to stay competitive, have started shifting their approach and outlook on how business should be conducted and as to what knowledge aspects are important. Knowledge sharing behavior varies within and between organizations. There are a number of factors that either motivate or hinder such a behavior. However; how these factors influence employees' motivation for knowledge sharing has not been carefully tested within Lebanese organizations. Objectives: Given the increasing importance of knowledge capital and deployment of information technology to facilitate knowledge transfer in organizations, this paper aims: 1) To examine knowledge sharing attitudes within Lebanese organizations so as to study the factors that influence motivation for knowledge sharing; 2) To analyze how organizational and human factors influence the knowledge sharing behavior within these organizations. Method: Mixed method approach. A qualitative approach was adopted to review current secondary data and information to prepare a background for the research in question. A quantitative approach using a questionnaire survey was used to collect data from a sample of 148 Lebanese employees in order to assess and validate the research model in question. Results: A relationship has been proved to exist between knowledge sharing and trust, management’s support, culture and psychological ownership of knowledge, indicating the importance of such factors as prerequisites of the success of knowledge sharing. Conclusions: The results of this study have implications for staff and managers in organizations. Organizations have to create a culture that is pro-knowledge sharing, where knowledge sharing is valued by everyone, and strategies that are more knowledge friendly are implemented; this is done through the mentoring programs, creating communities, conferences and through generating a vision that emphasizes knowledge and its importance.

Knowledge sharing in the public sector in Malaysia : a proposed holistic model

Organizations are becoming increasingly aware of the importance of knowledge sharing to survive and remain competitive. Current knowledge sharing models have been found to be lacking as they only focus on the relationships between factors that influence knowledge sharing. An integrated approach that is capable of a simultaneous investigation of the various factors that affect knowledge sharing initiatives, quality of knowledge management and its impact on organizational performance has not been widely attempted. This study aims to develop a holistic knowledge sharing model for the public sector in Malaysia that is based on an integrated approach, which combines factors that influence knowledge management (input), knowledge sharing quality (process) and workers’ performance as well as service delivery (output) that encompasses the individual, organization and technology. This study will firstly present a review of the literature of current models in knowledge sharing, which will then form the take-off point for the development of the proposed holistic model. Such a holistic model is deemed appropriate and necessary to steer knowledge sharing initiatives in tandem with forming the base for policy-making of such initiatives.

The importance of the way toward getting to and assessing knowledge, has been expanded with the use of new technology. Knowledge sharing has become a vital factor at the individual level as much as at the organizational level. Useful knowledge sharing in the case of an organization's employees makes a positive impact on accomplishing goals set by the organization. Knowledge sharing positively affects the employee's performance in order to achieve organizational goals. This study concentrates on the impact of knowledge sharing on employee performance in government organizations. The study's overall objectives are to recognize the impact of knowledge sharing on employee performance and identify the connection between knowledge sharing and employee performance in the state sector. This study uses individual (knowledge self-efficacy, enjoyment in helping others), organizational (management support, organization rewards, organizational culture) and technological (use of information and communication technology) factors as enablers of knowledge sharing process. As per the findings, Individual factors, Organizational factors and Technological factors relate positively to employee performance in government establishments.

Originality/value: The value of this paper is to shed light on organizational performance improvements to increase business effectiveness and efficiency through a knowledge sharing environment, with particular regard to the UAE. Within a business, an area sometimes targeted for improvement is organizational efficacy, which involves the process of setting organizational goals and objectives: performance is a measure of the results achieved. Performance efficiency is the ratio between effort expended and results achieved. It offers suggestions to manage these organizations effectively and profitably.

The impact of knowledge sharing on the performance of employees in the Algerian public sector

This study aims to determine the impact of knowledge sharing on the performance of employees in the Algerian public sector. Results. We found that the level of knowledge sharing at the level of public administrations is average due to the negative impact of the variable of technological dimension, and to a lesser extent the organizational dimension; and the existence of a positive impact of knowledge sharing behavior on employee performance in Algerian public administrations. Through the applied study, the researchers reached the following results: Accepting the basic hypothesis (H0) which states that there is a statistically significant impact of knowledge sharing on employee performance in Algerian public administrations. Technological advances in the 21st century has increased the significance of the process of accessing and evaluating knowledge. Knowledge sharing has become vital factor in individual level as much as is in in organizational level. Effective knowledge sharing in case of employees of an organization makes a positive impact on the realization of goals set by the organization. Knowledge sharing positively affects the performance of the employees who work to reach organizations' goals. This study focusses on the impact of knowledge sharing on employee performance in government organization. The general objectives of the study are to identify the impact of knowledge sharing on employee performance and to identify the relationship between knowledge sharing and employee performance in state sector. This study uses individual (knowledge self-efficacy, enjoyment in helping others), organizational (management support, organization rewards, organizational culture) and technology (use of information and communication technology) factors as enablers of knowledge sharing process. The descriptive research design adopted aimed at survey facts of knowledge sharing. According to the findings, Individual factors, Organizational factors and Technological factors relate positively employee performance in the organization (Significant at the 0.05 or 0.01 levels) Moreover, according to R2 of the multiple regression analysis, impact toward dependent variable from the independent variables is around 53% (R2 = 0.53).

Understanding the Impact of Knowledge Management on Marketing in Jordan: Excellence Perspective

Knowledge management plays a vital role in achieving excellence in marketing performance. As marketing performance is an integral element to sustain better understanding, it also supports attaining the organizational objectives. Accordingly, the current study examines the status and applications of knowledge management in organizations. The present article also aims to analyze the potential relationship between knowledge management in all its dimensions and the actual excellence levels in marketing performance within the organizations.The study population consists of service organizations operating in Irbid, Jordan. The researchers randomly selected n= 5 of these organizations as a sample for the study. A structured questionnaire was distributed to n= 54 individuals, including general managers, their assistants, and department heads between 40 and 60. The linear correlation and regression model assessed the study hypotheses by using SPSS.Results indicateddecreased knowledge management processes (knowledge generation), leading toadverse effects on marketing performance excellence. Findings also showed reduced knowledge storage and organization processes, which negatively affects the required marketing performance. Thus, knowledge management raises the quality of service institutions' quality, which contributes to excellence in marketing performance. The study also recommends training employees and directing them on knowledge management to effectively achieve the desired results.
