Shallot is the main priority commodity in the development of lowland vegetable in Indonesia. Demand for shallot increases every year but domestic shallot production is unable to meet the demand. Therefore, import of shallot is needed to cover the gap. On the other hand, the import policy also has changed by government in accordance with the policy objectives. Demand for garlic in Indonesia tends to increase, but only a little (< 5 percent) of it was met by national production. This study aims to analyze the competitiveness of Indonesian garlic and identify its determinants. Data used on garlic farming was obtained from the Agricultural Census 2013-Central Bureau of Statistics (BPS), consisting of 121 sample farmers in West Nusa Tenggara province and 98 farmers in Central Java province. The Policy Analysis Matrix (PAM) method was used to measure comparative and competitive advantages which were grouped according to the technical efficiency of production. Efficiency is estimated by the Data Envelopment Analysis (DEA) method. The results showed that garlic has a comparative and competitive advantage in only 55 percent of the total sample. Garlic productivity in Indonesia is still low and fluctuates every year. The productivity fluctuations indicate production risks. This research aims to analyze the factors that influence the productivity and risks of garlic production in Indonesia. The data used in this study is secondary data from the Agricultural Census. Locations of this research were chosen purposively. They are in the three largest production centers, namely Central Java, West Nusa Tenggara, and East Nusa Tenggara. The total sample is 305 farmer respondents from 333 farmer respondents surveyed by the Statistic Center Agency. The method of analysis used in this study is production function with the Just and Pope model approach. Multiple linear regression analysis for the productivity function is estimated through the Ordinary Least Squares (OLS) method, whereas, for the production risk function, estimation is conducted using the Maximum Likelihood Estimation (MLE) method. The results showed that the risk level of garlic production in Indonesia was high. Factors significantly increased productivity, including seeds, labor, the dry season, and climate change. Meanwhile, factors that significantly reduced productivity are organic fertilizers and SP36 fertilizers. The risk-inducing production factor is climate change, while the risk-reducing factors are pest attacks and liquid pesticides. To boost productivity, farmers can cultivate garlic during the dry season, increase the use of high-quality seedlings and labor, and reduce the application of organic and SP36 fertilizers. To mitigate production risks, farmers can enhance the use of liquid pesticides following recommended usage standards.

Indonesia is the largest garlic importer in the world. The government has implemented a program to reduce importation of this product called the garlic mandatory-planting for importers. Implementation of this policy in the fields faced several chalanges. This study aimed to assess the realization of the mandatory-panting policy on national garlic production enhancement. Specifically, the study was intended to evaluate garlic international trade, to assess mandatory-planting policy, and to examine opportunities and challenges of garlic mandatory-planting. Result of this study concluded that the mandatory-planting had no significant impact as the importers’ planted areas were far below the targets. The mandatory-planting policy was encountered by lack of quality seed, limited land, lack of farmers’ interest for growing garlic, long harvest period, low yield, and not competitive selling price. Tujuan dari penelitian ini adalah untuk menganalisis faktor-faktor yang mempengaruhi pertumbuhan harga bawang putih di Indonesia setelah penerapan tarif EHP ACFTA. Penelitian ini dilakukan di Indonesia dengan 16 tahun pengamatan dalam kurun waktu 2005-2020. Data yang digunakan merupakan data sekunder dengan metode pengumpulan data yaitu observasi non-perilaku. Penelitian ini menggunakan teknik analisis deskriptif dan analisis regresi linear berganda. Hasil penelitian menunjukkan bahwa produksi bawang putih domestik, volume impor bawang putih, dan harga bawang putih di China berpengaruh secara simultan terhadap pertumbuhan harga bawang putih di Indonesia. Penelitian ini bertujuan untuk 1) mendeskripsikan keragaan usahatani bawang putih; 2) menganalisis kandungan unsur metabolid sekunder; 3) menganalisis faktor-faktor yang berpengaruh terhadap produksi usahatani bawang putih; 4) menganalisis pendapatan yang dipeoleh petani dari usahatani bawang putih, dan; 5) mengetahui startegi pengembangan usahatani bawang putih. This study aims: 1) to analyze the development of wheat import volume, gross domestic product (GDP), inflation, investment credit interest rates, and population of Indonesian wheat imports. 2) to analyze the effect of gross domestic product, inflation, investment interest rates on Indonesian wheat imports. This study is a descriptive study and the types of data used in this study are secondary data in the form of gross domestic product, inflation, investment credit interest rates, and population for the last 18 years (2000-2017). The decline in Timorese local garlic yields will have an impact on farmers' income and the existence of the garlic. One of the decline factors is production. The purpose of this study is the implementation of an electric field as a stimulant for garlic growth. The electric field used is an AC electric field with an output frequency of 1.0 kHz. The variation of the electric field used is 1.28 kV/m, 1.55 kV/m. 1.80 kV/m, 2.12 kV/m and 2.48 kV/m. The results showed that exposure to an electric field in garlic resulted in a better germination rate, average germination time, and shoot and root growth rate compared to the control. The treatment of exposure to an electric field of 1.55 kV/m resulted the most optimum in the germination rate, average germination time and growth rate of shoots and roots with the respective values (11.4 ± 0.6) %/etmal, (1.4 ± 0, 1) day, (2.83 ± 0.09) mm/day, and (2.04 ± 0.09) mm/day.
