Influence of ICT Literacy Skills on Its Application for Library Use among Academic Librarians in South East Nigeria

The study investigated the influence of ICT literacy on its application for library services by academic librarians. The study was guided by six research questions. Descriptive survey design was adopted in carrying out the study. The population of the study was made up of 93 librarians in 4 federal Universities in South East Geo-political zones of Nigeria. Out of the 93,56.9% were from University of Nigeria, Nsukka (UNN),9.8%were from Nnamdi Azikiwe University Awka (NAUA),(25.8% from Federal University of Technology Owerri (FUTO) and 7.5% from Federal University of Agriculture Umudike (FUAU). A questionnaire was used for data collection,-Influence of ICT Literacy on its applications by Academic Librarians‖ (IILAAL). Percentages and mean scores were used to analyse the data generated. The results for the analysis showed that more than 75% of the respondents agreed that most of the ICT facilities are available and functional. It was also found out that the ICT literacy skills among the academic librarians are high. Furthermore, it was found out that formal and informal education, colleagues, self study, training at work place, attending IT programme and workshops/seminars are methods of acquiring ICT literacy skills. It also revealed that ICT literacy is required to effectively utilize the ICT applications in the library. Financial problems and poor ICT infrastructure are the most serious hindrances to the acquisition of ICT literacy skills as revealed by the study. It equally showed that the use of public awareness platform, applied ICT literacy, NGOs and Government collaboration enhance ICT literacy skills acquisition. Based on the findings it was recommended that individuals should be sensitized on the availability of ICT facilities and be encouraged to use them for their personal and library services. Academic librarians should constantly use computer system and the internet in order to attain ICT literacy proficiency, they should also be sponsored abroad for ICT literacy training, library management software should be acquired and installed for efficient and effective library services; funds, ICT infrastructure and training opportunities should be provided by the government, NGOs and other stakeholders .

A Survey of Information Communication Technology Literacy Skills Level Among Professional Librarians in Delta State University Library, Abraka, Nigeria

The purpose of this study was to find out the ICT skill level among library professionals in Delta State University library. A structured questionnaire based on the objectives of the study was used to conduct the survey among 20 academic librarians, 16 senior librarians and 19 assistant librarians of the main campus library, medical and faculty of Law library where Elibrary had been established. Analysis of the data showed that most of the professional librarians have low level of ICT skills that enable them to function effectively and provide services to users technologically. The study also revealed that majority of the resources; services and tools that will enhance the ICT skills of the library professionals are not available to majority of them. It was recommended that, staff development on ICT skills should be priority to the University Administration for effective automation and providing of internet services.

ICT Skills Acquisition and Competencies of Academic Librarians inKatsina State Tertiary Institutions of Learning

Digital and electronic information resources provide relevant and timely information access. the deployment of ICT in academic libraries has transformed information services to users with libraries providing access to wide varieties of information resources in digital and electronic format. the provision of digital resources and services means that the academic librarians have to acquire the needed skills and demonstrate certain competencies in order to serve the users better.The study adopted descriptive survey research with a questionnaire as an instrument of data collection. The target population consists of eighty-two academic librarians fromseven tertiary institutions of learning in Katsina state, Nigeria. The data was analyzed in excel sheet application using frequency count and percentage. The study reveals that academic librariansare skillful in using basic computer applications, electronic communication, and Internet search skills. The major sources of ICT skills acquisition are through self-study, on the job training, and attending computer training. However, the major constraints to ICT skills acquisition are lack of training and development and lack of interest. The study recommends among others that the academic librarians should demonstrate the ability to outsmart the technology and use the technology to identify quality information content. It is hoped that the findings of the study will increase researchers understanding of academic librarians ICT skills in developing economies and contribute to the existing literature in the field of library and information science.

Information /Ict Literacy Levels and Skills among Librarians in Madonna University Library, Okija

The research work is on information/ICT literacy levels and skills among Librarians in Madonna University, Okija. The general objectives is to know effectiveness and efficient of information/ICT literacy among academic librarians in the electronic age. To carry out effective work, research questions were raised, review of related literature that discussed various area of literacy was also reviewed. The descriptive survey research design method was used, and Questionnaire and oral interview were instruments used to collect data. The instrument was analyzed with simple percent counting table. Population of this study are all the librarians in Madonna University library, Okija. They consist of eleven (11) librarians and all were used in this study. From the study it was found out that the librarians didn't have information/ICT literacy/skills because of major challenges facing them such funds, time, environment of the system. Another finding shows that a cause of failure in USE of ENGLISH and LIBRARY COURSE among students is lukewarm attitude of librarians; they are not ready to assist them for library and information services in some cases. Other findings showed that those librarians had very low literacy levels/skills. Based on the findings of the study, recommendations were made.

Evaluation of ICT Competency Skills of Librarians for Effective Service Delivery in Academic Libraries in Kebbi State, Nigeria

The main purpose of this study is to evaluate the ICT Competency Skills of Librarians on the use of ICT for Effective Service Delivery in Academic Libraries in Kebbi State, Nigeria. The study was conceived against the background of the importance of ICT in library services and how librarians as information practitioners are being trained to effectively apply it in their service delivery. Five research objectives guided the study and five corresponding research questions were formulated to aid the research towards achieving it stated goals. The study employed survey research method. Considering the manageable size of the population; the entire population of 46 professional librarians in the academic libraries was used for the study. The instrument used for data collection was a structured questionnaire. The instrument was titled: 'Competency Skills of Librarians in the ICT' for Effective Service Delivery Questionnaire (CSLICT) which was developed based on the research questions formulated for the study. The questionnaire was validated by three research experts from the Department of Library and Information Science in Kebbi State University of Science and Technology, Aliero, Waziri Umaru Federal Academic libraries, Birnin Kebbi and Kebbi State Academic libraries Dakingari respectively. The results of the findings was presented in tables and analyzed using frequency, percentage and the mean. Finding of the research work indicated that Librarians in academic libraries need to be competent in order to provide quality library and information services and that major competencies needed by these librarians to offer quality library services to users are public relations, communication, leadership and ICT skills. The study therefore recommended that, management of academic libraries should hasten up in the establishment of Internet services in their various libraries where available, such services should be scaled up. Inhouse training should be organized periodically to train both old and new staff to make them not only competent but also create awareness as new knowledge emerged in the field. Library management should endeavour to send as many librarians as possible to attend workshops, seminars, and conferences among others.

FACTORS INFLUENCING THE USE OF INFORMATION COMMUNICATION TECHNOLOGIES (ICT) BY LIBRARY PERSONNEL IN COLLEGE LIBRARIES IN OSUN AND OYO STATES, NIGERIA

With the advent of information and communication technologies (ICT), college libraries struggle to maintain credibility in the provision of library materials for research, teaching and learning through the acceptance and use of information technology. This study therefore investigated the factors influencing the use of ICT by library personnel in Colleges in Oyo and Osun states, Nigeria. The study adopted the descriptive survey design. A population of 240 was selected for the study. Total enumeration (census) sampling was used to select the sample of 240. 240 Questionnaire was administered to the library personnel and 193 questionnaires were retrieved giving a response rate of 80.4%. The study revealed that various ICT facilities were readily available in the selected libraries; that the level of ICT literacy among the library personnel in the selected academic libraries was mostly excellent in the areas like computers, internet, telephone, and scanners. However there were various factors affecting the use of ICT by library personnel in the selected academic libraries, which are shortage of ICT professionals, inadequate funding, and inadequate power supply and obsolesce of ICT facilities. The study concluded that shortage of trained ICT professionals and funding are crucial factors affecting the use of ICT. The study recommended among other recommendation that relevant ICT literacy education should be embedded in the training of library personnel in college libraries; library managers can meet with management to reach a power supply agreement with the power holding company, in terms of the number of hours of power supply during library hours and the rest hours can be supplemented with inverters or generating set.

Issues and challenges of utilisation of Information and Communication Technology (ICT) resources in federal university libraries in South-South, Nigeria

This study provides an overview on issues and challenges of utilization of information and communication technology resources in federal university libraries in South- South Nigeria. In carrying out this study three research questions were posed A descriptive design was used for the study. The population of the study comprises of 108 librarians. 108 Questionnaires was distributed and 93(86%) were completed and returned. Observation checklist was also used to verify the ICT resources available in the libraries under study. In analyzing the data obtained, frequency counts, simple percentage, and mean score were used as the statistical methods. Librarians’ ICT skills and service delivery in private universities in Nigeria

This paper examined the Information and Communication Technology (ICT) skills of librarians for service delivery in private universities with particular reference to Southern Nigeria. The study adopted the survey research method. Forty-five (45) private university libraries in Southern Nigeria and their librarians constituted the sample size for the study. The study’s samples consisted of 181 librarians in the private universities, hence, total enumeration was adopted. Questionnaire was used for data collection from the respondents. Out of the 181 copies of the questionnaire distributed, 173 were returned and found valid for analysis. A STUDY OF ICT LITERACY SKILLS AND INTERNET USAGE PATTERN OF LIBRARY USERS IN OSUN STATE COLLEGE OF EDUCATION, ILA- ORANGUN, NIGERIA

This study examined ICT literacy skills and internet usage patterns of library users in Osun State College of Education Ila-Orangun, Nigeria, evaluating the purpose and frequency of Internet use, and identifying the barriers to ICT and library resources utilization among library users. It also established the relationship between ICT literacy skills and internet usage patterns of library users. The study adopted survey research design. A total of 92 library users including students, lecturers and other categories of users were selected by means of simple random sampling technique. The instrument was validated by means of Crombachs' coefficient alpha (α) values with the following α scores: ICT Competence = 0.857, Frequency of ICT use = 0.946, Purpose of using the library = 0.300, Barriers to the use of ICT resources = 0.822. Data gathered were analyzed using descriptive and inferential statistics. Findings from the study revealed a moderate level of ICT competency among library users. The findings also showed that the respondents used ICTs at least once in a month while a few reported daily use. The top notable barrier to ICT literacy pattern was inadequate electricity supply. Besides, the findings showed a significant relationship between ICT literacy skill and internet usage pattern of library users in the college (r = .498, p < 0.05). The study concluded that more still needs to be done by the authority of the college in ensuring that the state of the heart ICT resources are deployed into the library for enhanced library use among its community.

Influence of ICT literacy Skills on Research Publication of Librarians in Federal Universities in South-East Nigeria

The study was carried out to explore the influence of information and communication technology (ICT) literacy skills on publication output of librarians in federal universities in the southeast , Nigeria. Three research questions were used for the research. A descriptive methodology was adopted for the research. A structured questionnaire was used as data collection instrument. The population of the study was 154 academic librarians in three federal universities in the southeast, out of which a sample of 77 was selected. Librarians in key areas like Acquisition, Cataloguing and Classification were included in the sample. Frequency, mean, standard deviation and percentage were used for data analysis. Major findings are; that librarians in the three federal universities had ICT literacy skills to a great extent. The result also showed that the librarians had sufficient publication output as a result of the application of their ICT literacy skills. The librarians were also found to have applied their ICT literacy skills in all areas of academic publications to a great extent. Inadequate fund to pay for ICT services was the most critical obstacle that affected respondents' use of their ICT literacy skills in their publications. Another important challenge identified by the study was the high cost of access to available ICT services. Urgent improvement in the ICT development policy of the federal universities was recommended as the best way to improve the ICT literacy skills of the librarians. It was also recommended that the federal universities should pursue a bold and futuristic ICT literacy development policy to help librarians remain at the cutting edge of ICT literacy for purposes of their publications and other daily library services. There is also the need for the improvement in the ICT infrastructure of the universities to cover the whole gamut of the ICT literacy needs of the librarians. It was further recommended that a reward system be instituted in these institutional libraries which may not be limited to normal promotions but may include other forms of recognition and laurels.
