Trends of Women's Candidacy in National Elections of Nepal

The study area of this article is women's candidacy in national elections of Nepal. It focuses on five national elections held from 1991 to 2013. It is based on secondary source of data. The Election Commission of Nepal publishes a report after every election. Data are extracted from the reports published by the Election Commission and analyzed with the help of the software SPSS. This article analyzes only facts regarding the first-past-the-post (FPTP) electoral system. Such a study is important in order to lead to new affirmative action policies that will enhance gender mainstreaming and effective participation in all leadership and development processes. The findings will also be resourceful to scholars who are working in this field. The findings from this investigation provide evidence that the number of women candidates in national elections seems almost invisible in an overwhelming crowd of men candidates. The number of elected women candidates is very few. Similarly, distribution of women candidates is unequal in geographical regions. Where the human development rate is high the number of women candidates is greater. The roles of political parties of Nepal are not profoundly positive to increase women's candidacy. Likewise, electoral systems are responsible to influence women"s chances of being elected. FPTP electoral system is not more favorable for women candidates. This article recommends that if a constituency would reserve only for women among three through FPTP then the chances of 33 percent to win the elections by women would be secured.

The article is based on the local elections in 2017 which is a historic milestone for the country. Local elections were held after almost two decades. They became a key vessel for acting upon the Constitutional obligation toward gender and social inclusion in the government and ending the political impasse that beset the country for many years. Women’s Inclusion in Local Government of Nepal

The central purpose of this article is to analyze the magnitude of women's Inclusion in Local Governments of Nepal. The Government of Nepal held Local Levels elections in 2016 in three phases which elected Local Governments across the country. This paper is based on secondary sources of information, data published by Nepal Election Commission 2017. Findings of this article suggest show that in national election 2016, the female elected members in local government are almost 40 percent in the districts of Nepal and this figure is more than one-thirds of women's mandatory Inclusion as envisioned by the Constitution of Nepal 2015 and election manifestos of different political parties. All the acts, policies and constitutions also emphasized the gender inclusion in all sector of Nepalese government.

SITUATION OF WOMEN AND MARGINALIZED GROUPS' REPRESENTATION IN THE ELECTED INSTITUTIONS IN NEPAL: ANALYSIS OF FEDERAL AND PROVINCIAL ELECTION 2022

The legislative bodies are the key decision making bodies for the democratic countries. They are normally formed through election process. After Nepal after changed into a federal structure from unitary system, two elections have been held in 2017 and 2022 for the federal and provincial legislatives. The constitution of Nepal 2015 is based on the spirit of inclusive governance. This has been included in the in the constitution and changed political system and structures of Nepal. Along with such changes, the expectation of women and underrepresented groups has been increased for their increased representation in the decision making levels. This article is based on analysis of secondary data and desk review and aims to analyze the result of election of 2022 held for the House of Representatives at the federal level and Provincial Assemblies' members, from gender equality and social inclusion perspectives. The findings show, the representation of women and marginalized groups has increased significantly in the federal system compared to the centralized unitary system of governance. The reservation and proportionate representation electoral system are playing a significant role to increase it. However, it is not that extend to the demand of women and marginal groups' movement. Compared to the election of 2017, the representation of women has been increased by 1.96

Nepali Women in Politics Success and Challenges

This paper is based on an extensive three-year research project employing qualitative methods. In this paper we will discuss women's struggle for equality in Nepal, their current successes in the political process, and remaining underlying challenges. The aim of this paper is to share with a wider audience that establishing equality and equity is hard but not impossible if and when constant efforts are made in a concerted way by bringing all likeminded people (men and women, politicians and parliamentarians), together. Nepal has been undergoing tremendous socio-political transformations over the past two decades, from civil war to negotiated peace, unitary to federal and monarchical government, and ultimately to the current republican political system, where the role of women is eminent. Historically, despite unfavourable circumstances, Nepali women have established themselves as key actors of socio-political changes. Under the leadership of Yogmaya Neupane (1860-1941), Nepali women began their struggle during the Rana Regime and advanced since the 1950s, by engaging both in popular peaceful political movements to armed insurgency and parliamentary competition with their male political counterparts. As a result, the new constitution of Nepal in 2015, ensured 33 % of seats, guaranteed to the parliaments and all other government positions as well as provision of male-female alternate seat provisions in the highest positions such as President and Vice President, Chief and Deputy Chief of Parliament (in both upper and lower houses), Mayor and Deputy Mayor where two of one must be female. Further, it has ensured inclusive provisions in all state structures. As a result, from the national and local elections of 2017-18, women have come to occupy 41.8% of political positions across the country. One of the key factors to ensure higher and meaningful participation of women in politics were these favourable electoral provisions.

Political Leadership of Women in Nepal: A Critical Observation from the Local Elections 2022

Women's representation in political leadership is crucial for liberal democracies. However, the persistent global gender gap in political participation raises important questions. This paper focuses on the state of women's political leadership in Nepal, using the 2022 local elections as a case study. It takes an epistemological critical approach and integrates quantitative and qualitative information from various secondary sources. The study reveals an increase in the number of women in leadership positions after the election, which can be attributed to the constitutional provisions of Nepal that aim to ensure inclusion, representation, and participation. However, these provisions do not guarantee the quality, competence, and empowerment of women in leadership roles, as they still face obstacles such as patriarchal structures, elitist-centric inclusive practices, and a lack of institutional support at the local level. This paper is valuable for those interested in political science, gender studies, or development studies.
