Integrated Waste Management. Approach and Implementation in Romania

Waste management has become particularly important in the analysis of the sustainable development of any territory, given the pressure they exert on local systems, human health, environmental costs or the aesthetic value of landscapes. As a result of industrial development and accelerated urbanization, collection, processing, storage and final disposal of waste has become a major challenge of the present. The present paper provides with a holistic image of waste management, focusing on the role of public administration in managing waste in an environmental sustainable way. The paper points out the need for an integrated waste management, as waste management is built up of many closely related processes, reality proving that slow results are achieved if focusing and comparing individual options. After shaping the concept of integrated waste management, the paper approaches waste management at national level and provides with relevant statistical data that mirror the achieved level in the field and existing dysfunctions. At the same time, the paper points out the main progresses or burdens related to integrated waste management at county level in Romania, available financing instruments, impact at socioeconomic level, stakeholders involved, results achieved or political implications towards reaching the environmental targets negotiated by Romania as an EU member. In the end, the paper identifies the main problems faced in the implementation of integrated waste management systems and proposes viable and applicable solutions.
Performance assessment method of urban waste management systems from Neamț County, Romania
This paper proposes a performance assessment method (PAM) at urban scale, based on five specific waste indicators such as: population access to waste collection services (%), separate collection (%), reuse & recycle (%), landfilling (%) and amounts of waste uncollected (Qwu-%). Values of each indicator are correlated to an assessment table for three different years (2004, 2007, 2010) highlighting the disparities between urban localities from Neamț County. The paper also examines the changes and dysfunctions of urban waste management systems between preaccession vs post-accession period. PAM should be a necessary tool for environmental authorities or decision-makers for monitoring process of municipal solid waste systems from various cities on regional scale particularly for new EU members.
Municipal Waste Management in Romania in the Context of the Eu. A Stakeholders’ Perspective

The European waste policy is focused on reducing the negative impact of waste, eliminating the unhealthy use of resources, and on better waste management. The aim of this paper is to analyse Romania’s waste management practices in the EU context. The research methodology is based on a quantitative and qualitative analysis. The descriptive data analysis reveals significant differences among EU countries in terms of the municipal waste generated and the recycling rate. The municipal waste generated registers decrease, whereas there are significant increases in terms of the recycling rates in the EU countries. The qualitative research is based on the analysis of structured interviews among stakeholders, relevant for the waste management in Romania. The educational institutions represent the main components of sustainability promotion in our society. Waste management is one of the challenges that educational institutions have to face in accomplishing sustainability goals. In Bucharest, 457 educational institutions (pre-schools, primary and secondary schools, high schools, special schools) were analyzed using questionnaires. Questionnaires included items related with waste management inside the educational institutions: quantities, collection system characteristics (schedule, selective collection presence, temporary depositing place), responsible for management and influencing factors (total built surface, number of students and educational staff). The Waste Management in Romania. A Case Study: WMS Implementation

The present study aims to discuss issues related to the degree of implementation of national waste management strategy by emphasizing progress in waste management at national level in three years after its development. In 2004, Romania has developed national policy documents as Waste Management Strategy and National Waste Management Plan (WMS, WMSP) based on the "waste hierarchy". In the four years after the initiation of this process results demonstrate the advantages of using this system in ensuring a sustainable solution to eliminate pollution from waste. Also, the amount of waste recovered at the start of the period-2004, occupies a proportion of 5.08% of total while in the end of 2007, the degree of recovery reached 7%. Concerning waste disposal, this was achieved by storage. The reason is the lack of incinerators for thermal treatment of waste. Traditional collection of household and similar waste in the mixture, is the most common, accounting for a share of about 97%.

In the second half of the twentieth century the problems related to waste disposal have become a serious civilization challenge. Economic and technical development led to increased production of waste. The most important objective of the Waste Framework Directive (Directive 2008/98/EC on waste) is to break the link between economic growth and waste generation. The principles of sustainable development and the European Union regulations for sustainable waste management are the main guidelines for municipal waste management policy in Poland. According to the Directive, sustainable treatment of waste must follow the hierarchy which is listed in order of priority: prevention, preparing for reuse, recycling, other recovery e.g. energy recovery and disposal. A number of reforms were introduced in Poland according to the EU guidelines. New regulations organizing a new waste management system in the country were introduced in 2013. The local governments were responsible for the implementation of the new policy. Also, the local government of the city of Krakow had to reform municipal waste management. The paper presents issues related to the municipal waste management in Krakow. Analysis presented in the article shows municipal waste collection system and main installations for the waste management and processing. Installations for composting biodegradable waste, segregation of recyclable materials, alternative fuel processing and waste storage in the landfill are described as well as the municipal waste incineration plant - the largest of the investments in the municipal waste management.
The Evolution of the Total Waste Generated and Recycled in Romania

The change in consumption patterns in the sense of growth and the evolution of technology can have side effects on the environment and thus on the health of citizens if it is not properly supported by a waste management process. Waste management includes all activities of collection, transport, treatment, recovery, and disposal of waste. Improper waste management can have negative effects on the environment, affecting the soil, animals, the atmosphere, etc. One of the major problems facing Romania is waste management. This paper analyzes the evolution of the main types of waste generated and recycled, but also those generated by economic activities in the period 2014-2018 in Romania. Thus, in 2018, were generated 203017193 tons, among which 200027786 tons were treated. The amount of waste recycled in 2014 has a proportion of 3.71% of the total, while in 2018, the degree of recovery decreased to 3.12%. Regarding the recycling by category, in 2018 from the amount of waste generated were recycled 26.18% metal wastes, 91.35% glass, 82.18% paper and cardboard and 72.85% plastic, the recycling rates being lower than in 2014. In order to achieve the objectives set out in the national and European waste legislation, Romania must make considerable efforts in the coming years.

The study is the result of the 2003 Phare Programme - "Small-scale Waste Management Investment Scheme" (Pilot Phase. The project has been started up November 2005 in Cisnadie, Romania. The paper describes the general and specific objectives proposed by the project. The objectives derive from the needs and constraints imposed and that is why the paper approaches this theme too: to motivate the actions necessary to implement the project. Given the complexity of the project, the paper highlights the necessity of employing methods and techniques specific to project management.

Although European Union statistics show that municipal waste is a small part of the total waste generated, their analysis is important, due to the complexity of the sources of generation and treatment, but also of the consumption patterns specific to each individual member state. The present research will analyze the indicators regarding the generation and treatment of municipal waste in Romania over a period of 10 years, compared to the average of the European Union. Through this analysis, we will be able to observe a trend in Romania, but also what is the current stage of reaching the targets set at the level of the European Union related to the generation and treatment of municipal waste. The indicators taken into account are the amount of municipal waste generated expressed in kg/capita, the amount of municipal waste treated (total and by treatment operations) expressed in kg/capita and the recycling rate of municipal waste expressed in percentage. The main source for statistical data extraction was the statistical office of the European Union (Eurostat), in order to ensure a comparable and objective picture of the indicators.

Sustainable development has always been one of the most important policies implemented by the European Union, mentioned in different treaties over time. In 2015, European Union is setting 17 Sustainable Development Goals (SDG) with 169 targets within the 2030 Agenda for Sustainable Developement. European Union is preseting the SDG 11 Goal aim ”to renew and plan cities and other human settlements in a way that they offer opportunities for all, with access to servicies, energy, housing, transportation, green public spaces, while improving resource use and reducing environmental impacts”. The EU is monitoring the progress towards SDGs for all member states through different indicators, like the recycling rate of municipal waste for SDG 11. In 2018, Romania has the recyling rate of municipal waste of only 11,11%, far away from the average of EU of 47,4%.
