Developing the Entrepreneurial University: Factors of Influence

Universities are increasingly paying more attention to developing academic entrepreneurship. This paper analyses the existing relationships between the relevant factors that contribute to the development of the entrepreneurial university. A previously validated questionnaire was administered to a sample of 84 deans of a number of faculties in Spain. The aim was to assess the universities’ development in terms of 13 influencing factors in encouraging entrepreneurship. The findings show that universities’ contextual factors had only minor influence on internal factors. Internal resources were found to be moderately or highly correlated with the processes put in place by universities to promote entrepreneurship. In particular, reference to entrepreneurship in a university’s mission, strategy, policies and procedures had a correlation with all the entrepreneurship factors analysed. An entrepreneurial society refers to places where knowledge-based entrepreneurship has emerged as a driving force for economic growth, employment creation and competitiveness. In this context, entrepreneurial universities play an important role as both knowledge-producer and a disseminating institution. In the literature, several studies contributed with relevant findings. Most of these studies reveal a tendency to use case studies to explain this phenomenon justified by the embryonic nature of the topic field, and with the lack of a robust theoretical framework to understand it. No empirical study, however, has highlighted the interrelations among environmental and internal factors that conditioned the development of entrepreneurial universities with the teaching, research and entrepreneurial missions that they need to achieve. This paper aims to contribute to a better understanding of these interrelations identifying the most critical factors that conditioned these missions and to this end brings a proposal model to measure this phenomenon empirically in the light of the Institutional Economics and the Resource-Based View. The methodology adopted is integrated by the Spanish Entrepreneurial University Scoreboard to identify this phenomenon and Structural Equation Modeling to analyze the relationships among independent and dependent variables that integrate the proposal model of entrepreneurial university. This research could cover invaluable strategies to bring further benefits to society (in terms of the creation of new business and employment) and, in particular, to educational institutions.

Universities are a relevant and little-explored context to the study of strategic action, considering their need to adapt to environmental dynamics and establish a closer relationship with society. This study contributes to shedding light on how the changing process from a traditional university model to a more entrepreneurial model takes place. Thus, this study aims to analyze the role played by the universities’ strategic management to the establishment of entrepreneurial orientation (EO) in the academic environment. For this sake, we did a multiple case study focusing on managers’ decisions at the strategic level. The selected cases are three universities, two in Brazil and one in Sweden, recognized for their academic entrepreneurship approach in their environments. A Concept of Entrepreneurial University: Critical Analysis of Literature

The search for new sources of finance to replace declining government funding for higher education is a strong imperative for universities in a number of economies to adopt "new managerialism" and "entrepreneurialism". In the 21st century, the "entrepreneurial university" tends to displace the 20th century's socially-oriented "mass university", yet must still co-exist with the traditional "ivory tower" university. "The role of the entrepreneurial university is increasingly being seen as important for finding new ways to compete and succeed in uncertain and unpredictable environments and for finding new solutions to the multiple challenges that need to be addressed for the public good whether local or global". The main objective of this article was to contribute to the understanding of the entrepreneurial university and to determine the factors for successful entrepreneurship universities. The author used entrepreneurship theories to define and conceptualize entrepreneurial university. Design/methodology/approach: The author used a qualitative approach by reviewing literature on the concept of entrepreneurship universities. Findings: This study presents a conceptualization for entrepreneurial universities and proposes six factors for the successful entrepreneurial universities. Conclusions and recommendations: for universities to transform to entrepreneurial universities it requires considerable effort, top managers of the universities should change the style of management, reduce bureaucracy to enhance decision making, monitor the external environment and reduce time wastage. The result of the study is useful to university managers, investors, academicians and policy makers.

In this research, a discussion is promoted regarding concepts, theories and main works that deal with the phenomenon of the Entrepreneurial University, with the aim of arousing instigations and reflections for the development of future research on this theme. The main contributions are the formulation of a frame of concepts, and the presentation of three predominant theoretical models, considering that the first uses the Institutional Theory, the second, the Systems Theory, and the third, a junction of these. To these contributions it is associated the presentation of theoretical approaches, used for the analysis of different objects at the Entrepreneurial University.
An overview of present research related to the entrepreneurial university
The purpose of this paper is to present main ideas, concepts, theories and practices related to entrepreneurial university. Since the concept of the entrepreneurial university is rather fuzzy we performed a literature research in order to clarify its semantic and operational dimensions. The concept is cultural dependent, and understanding it means to consider its social and economic external environment. Also, it is important to consider a multidimensional analysis, and not to reduce the main idea of entrepreneurship to its financial metric.
Entrepreneurship in higher education: the formation of entrepreneurial universities

The paper analyzes the emergence of entrepreneurial universities as a new phenomenon in higher education of Ukraine. The number of scientific publications formed essential characteristics of the concept with the emphasis on entrepreneurial thinking in the HEIs. The scientists suggest variety of approaches from internal hybrid form to a "third-generation" university. Ukrainian researchers concentrate on the question of how to integrate entrepreneurship in the HEIs. They focus mainly on commercialization of knowledge and scientific results within existing organizational forms without improving social, economic or legal environment. The article aims to consider the evolution of entrepreneurial universities model in Ukraine. The authors applied methods of legal comparative analysis to determine the level of autonomy. Then the authors used financial analysis methods to measure the potential for entrepreneurship. In particular, the paper examines the dynamics of both absolute and relative financial indicators. The analysis of legal environment revealed that the autonomy of public HEIs remains relatively limited despite first promising steps. The paper identified private HEIs as main players in the development of entrepreneurial model in Ukraine. Thus, the findings are based on the financial performance analysis of 77 private universities collected from statistical reports of Ukraine. The research demonstrates sufficient potential of private HEIs to ensure financial autonomy providing the opportunity to form entrepreneurial universities as a new organizational structure of an education institution. Moreover, the introduction of an entrepreneurial behavior model could lead to the growth of their financial results and, consequently, to the sustainable development on a long-term basis.

University education, research and other services are increasingly becoming private goods as opposed to the traditional public goods concept. This trend is a highly debated process, and its consequences for universities are unquestionable. One of the consequences may be the diffusion of entrepreneurship in the higher education sector. Entrepreneurship within University from Intention to Incubation: The Case of Algerian Universities
The integration of entrepreneurship education has changed the role of the university by creating a bridge between university and industry. This combination also changed the structure of the university, their strategy, and the orientation of the outcome learning from traditional learning practice to entrepreneurial learning practice. The public university is facing now the internationalization environment, especially with the privatization of the higher education sector. In addressing this research gap, this paper provides a case study of Algerian public universities. The authors use a qualitative interview with teachers implicated in the process of integration of entrepreneurship from intention to incubation. Thus, the paper offers insights into how the university enables actors to address the challenge of internal factors and external factors to help and facilitate the process of integration of entrepreneurship culture among university. INTRODUCTION The Algerian higher education system had introduced new reforms since 2004 (Benziane, 2004). These reforms included a different area in the modernization of education and training systems. Firstly, it aimed to achieve the adoption of the three cycle system (Bachelor Master Doctorate). Secondly, it tried to achieve the adaptation of curriculum program to the market need and the introduction of Quality Assurance. Thirdly, these reforms had enhanced the employability, along with personal and professional development of graduates throughout their careers by improving cooperation between employers, students, and higher education institutions. However, the Algerian Minister of higher education considers that these reforms could be achieved mainly through the development of programs and the insertion of internal structure that help increase innovation, entrepreneurial skills, and research of graduates. These reforms give to the Algerian universities the opportunity to explore and develop their role in the national innovation system (Rahali & Bendiabdellah, 2015). However, the higher education system is facing now new problems in the achievement of all these reforms. In this context, the government creates new structure dedicated to the promotion of innovation and entrepreneurial spirit within the Algerian universities. These institutional implications push the university to invest in the field of entrepreneurship education and the commercialization of their innovation. Our contribution is to present a model of the integration of entrepreneurship education within the Algerian public university. This paper aims to build a theoretical framework linking the internal actors and external factors in the process of integration of entrepreneurship culture among university. Creating Entrepreneurs through Entrepreneurial Universities

Traditional universities are more engaged into academics and research activities with less focus on entrepreneurship development. We might find some of the universities have taken initiative for industrial tie ups and commercialization of in-house research outputs; but these efforts are not comprehensive to support full entrepreneurship development in traditional culture of university. Hence an attempt is made to understand and develop the criteria"s or guidelines for creating entrepreneurial universities. There could be many barriers for traditional universities at various levels (Barriers for university management, students, faculties and staff) to become entrepreneurial and lack of proper vision and mission. This paper explains possible entrepreneurial options, barriers need to handle, qualities need to develop, motivations to follow, case as a role model to understand, and the strategies to develop entrepreneurship in university system. A conceptual model is proposed by considering available researches. A practical application of this theoretical concept can be tasted in various country specific environments.
