Bureaucracy Performance in Public Services in Indonesia

Bureaucracy is a tool that plays an essential role in the implementation of development in the region. One of the reform agenda is to create a clean government, and free from the practices of corruption, collusion, and nepotism. Performance-based management is the measurement of bureaucratic performance oriented to outcome measurement. The type of research used is literature. The primary data type is data in the form of scientific work related to employee performance, web pages that discuss performance, while corresponding main data are books or other literature that supports and has to do with research. From the results of the study is one of the significant challenges of the public bureaucracy is how to be able to carry out activities effectively and efficiently. By going to a planned change, it will enable a continuous process of change; thus the performance of the government bureaucracy in public service will be more effective and efficient following the expectations and aspirations of the community. The application of good governance with information technology-based can use as a strategy and guidance in providing services to the public.

Bureaucratic Reform to the improvement of public services Challenges for Indonesia

Many factors can affect the performance of the government bureaucracy, including the absence of meritocracy (using the best talent) caused, for example, the recruitment process which does not target all segments of society, elections and the progress of civil servants are not based on the capacity, knowledge and skills, in fair competition and open. This study addressed the issue of government bureaucracy in Indonesia, which is multidimensional and protracted as a vicious circle, and discusses how improved public service for good governance can create and utilize to get out of the v icious circle and deterioration in innovative ways. This study used a qualitative approach. Based on data collection techniques, data collection techniques used in this research is the study of the literature on the theory of Reinventing Government, which is considered as the main theory. Public Administrative Perspective in Viewing Bureaucracy Reform in Indonesia

This article aims to look at the previous reform models that various non-existing countries in the world have carried out. By looking at these various models, it is hoped that a comprehensive understanding of public administration will be found to see how important the implementation of bureaucratic reform is. This research will be carried out using a qualitative approach. The type of this research is research that uses data from library research. The results of this study found that there are 2 areas of bureaucratic reform have been carried out by various countries before. The two areas are organizational elements and personnel human resources elements. Elements of the human resources apparatus consist of skills, integrity, knowledge, performance, attitude, mindset, and behavior. The elements of the organization are organizational culture, legislation, structure, law, and organizational technology. Since 1998, the Indonesian state has begun implementing bureaucratic reforms. The purpose of implementing bureaucratic reform in Indonesia is to rid the country of the system of corruption, collusion, and nepotism (KKN).

Reform of the Indonesian Civil Service: Looking for Quality

Important aspects toward restoring trust in government among others are the role of leadership in building the credibility of reforms implemented after 1988 in Indonesia. Since the Reformation Era, the objectives are improving democratic and local governance, moving governance closer to the people, and strengthening transparency and accountability of the government, and the role of bureaucracy. With respect to civil services, it is very important to develop a modern and efficient government system.

A Nation and Bureaucracy: An Indonesian Case

Indonesia is a big nation which has hundred millions population and thousands of islands. Indonesia as a nation is still facing obstacles regarding inefficient and ineffective bureaucracy. For example, many investors are reluctant to conduct business in this country due to collusion and corruption activities because of long and expensive bureaucracy. Inefficient bureaucracy in providing better public service is also worsening investment activities in Indonesia. Red tapping occurs when foreign investors have intention to conduct their activities in our nation. This essay argues there are three factors of public administration need to be implemented in order to improve nation and bureaucracy's function effectiveness, namely recoding bureaucrats, implementing the ideal of administrative responsibility and best value. The method of this research is descriptive analysis and it uses qualitative approach. The data for this researh is found by literature review. Books and journals use for literature review. The results for this paper are there is a need for the implementation of three factors in an integrated way, namely recoding bureaucrats, implementing the ideal of administrative responsibility and best value for creating good governance.

Bureaucratic Reform and Changes in Public Service Paradigm Post-Decentralization in Indonesia: 2001-2010

This paper aimed to explain the link between bureaucracy and public services. The focus of the research was on bureaucratic reform and changes in the paradigm of public services after decentralization in Indonesia in the period 2001-2010. Several regions carried out bureaucratic reforms in order to provide optimal services, but of the approximately 440 regencies/cities in Indonesia at that time, most did not do so. By using qualitative methods, the authors found the following results: post-decentralization, bureaucratic behavior in public services did not undergo a paradigm shift; and bureaucratic reform as an effort to develop better public services could be achieved through building bureaucratic capacity and accountability. The Role of Bureaucracy on the Effectiveness of Public Services

Poor public services in Indonesia are not new. Many facts on the ground show the low level of public service delivery, such as the number of discrimination services, the absence of certainty of the cost and time of service, and the low level of public satisfaction with public services. Optimizing public services carried out by the government bureaucracy is not easy, and considering the renewal of various aspects entrenched in the circle of government bureaucracy in Indonesia. Among some of these aspects is the culture of bureaucracy that is not conducive that has long colored the mindset of bureaucrats since the colonial era. The procedures and ethics of service developed in the bureaucracy in Indonesia are very far from the values and practices that value the nation's citizens as sovereign citizens.

The Impact of Bureaucracy Politicization in the Public Services Process in Indonesia

Good public services will undoubtedly increase public trust in government performance. Therefore, we need a bureaucracy that can make regulations by the expectations of the community. However, the politicization of the bureaucracy will affect the performance of the government. Moreover, a good bureaucracy certainly provides welfare services to the community. However, the reality that occurs in Indonesia, bureaucracy has not been able to provide maximum public services to its people. As a result, people are disappointed with the services provided. This can be seen in the era of non-colonial (kingdom), colonial, the old order, new order, and order of reform. Of every era, of course, there are various problems so that it has problems and solutions that can answer every problem encountered.

Factors Affecting the Capacity of Bureaucratic Apparatus in Providing Public Service in Southeast Sulawesi

The purpose of this study was: (1) to study and analyze the factors influencing bureaucratic apparatus capacity of knowledge, skill, work ethic, and motivation and their separate impact on public service in the province of Southeast Sulawesi. (2) To study and analyze the simultaneous impact of bureaucratic apparatus capacity of knowledge, skill, work ethic and motivation on public service in the province of Southeast Sulawesi. (3) To study and analyze qualitatively whether political factor support or hinder the capacity and professionalism of bureaucratic apparatus in the provision of public service in the province of Southeast Sulawesi. This study employed a combination of quantitative and qualitative approaches. The population of this study was all civil servants working at some offices and institutions which provide public services in four municipalities (excluding the heads of the office) and the service recipients. The samples were determined by using a cluster random sampling technique which applied Machin and Campbell formula, resulting in a total of 266 respondents. To statistically analyze the data, a method of path analysis was applied. The results of the study showed that the simultaneous effect of bureaucratic apparatus capacity, which includes knowledge, work ethic, and motivation on public services in the province of Southeast Sulawesi. The remaining 48.8 % was affected by other factors beyond the scope of this study. Separately, every single variable had a different effect: the effect of knowledge, skill, work ethic, and motivation. Of the four variables that were examined quantitatively, knowledge appeared to be the most dominant one. However, separately those variables did not have any significant effect. Political factor, which was analyzed qualitatively, turned out to be inhibiting the capacity and professionalism of bureaucratic apparatus in the province of Southeast Sulawesi, owing to the fact that assignment of high echelon officers and placement of staff are not based on their competence; rather, the positions and placement become political gifts given to those who have helped current heads of municipality or city major to win election.

One day in May 2005 I visited the subdistrict office of a region in Yogyakarta. I visited the office for the purpose of accompanying my informant who needed a confirmation paper as one of the requirements to obtain a permission to work abroad. We arrived at the office at 09.00 a.m. Once we have parked our vehicle, we met a female officer who was busy writing something. Hospitably she told us that the officer in charge for the duty of preparing the permission paper was not at his desk and that he would come immediately. While we were waiting for him, we took a look at the situation of the office. The office was a large and luxurious one and seemed to be newly renovated. After waiting for him for about 30 minutes, I began to feel bored and I decided to leave my informant and took a little walk and have a look at the working situation of the office.
