Implementation of Mangrove Management Policy in Twa. Angke Kapuk Pemprov Dki Jakarta
Preservation and utilization of mangrove ecosystems through responsible and sustainable management has become the focus of the Indonesian government in sustaining the functions and benefits of mangrove ecosystems sustainably for the welfare of the community. By looking at the significant features and advantages of mangroves for human life and the environment, Indonesia has established a mangrove ecosystem management policy in the form of a National Ecosystem Management Strategy. The policy is expected to become a reference for ministries/agencies, regional and regency/city governments to make mangrove management policies in their regions. This study aims to determine the extent to which the implementation of the mangrove ecosystem management policy in Angke Kapuk TWA, is associated with the Coordinating Minister for Economic Affairs Number 4 of 2017 concerning Policies, Strategies, Programs and Performance Indicators for National Mangrove Ecosystem Management. Type of qualitative research with research methods in the field. The results of the study show that the management of the mangrove ecosystem in DKI Jakarta area has not yet referred to the Minister of Economic Affairs Regulation Number 4 of 2017, even though the control of the mangrove ecosystem has implemented. Community empowerment in the management and utilization of mangrove ecosystems is still not well applied, and the synergy of the mangrove ecosystem management program has not well integrated.

The development of coastal areas is growing rapidly in line with the high population growth that will threaten the continuity of coastal areas and ecosystems. Mangrove area located in the coastal area of Karawang Regency becomes an ecologically challenged area that greatly affects its sustainability. This study aims to examine mangrove ecosystems and community perspectives on the management of the mangrove ecosystems continuously and sustainably. The method used was a survey study at Nine Districts in Karawang Regency using the descriptive method with case study and perspective analysis on ten categories. Mangrove ecotourism, as one of the tools for mangrove forest conservation, indeed has a large impact on the protection of mangrove forests. This paper assesses the intervention of local authorities in the management of mangrove ecotourism by the local community. This paper used a qualitative method with in-depth interviews, using local communities' involvement, including local leaders, local resource users, and local authorities. This paper's findings show that the intervention of local authorities in mangrove rehabilitation management can cause a threat to mangrove sustainability in terms of environmental protection. The involvement of the community in the mangrove ecotourism management has become indeed remarkable. The government's intervention in the mangrove ecotourism management through a policy believed to reduce community participation. Co-management is an approach to engaging the community in mangrove management can mediate the management conflict between the local community and the government. Furthermore, the development of the relevant policy is necessary following the successful implementation of the community-based mangrove rehabilitation and preservation of mangrove forests as part of environmental protection.

Sayung coast is experienced very high coastal erosion and has a huge impact on the lives of the surrounding communities. One of the efforts in handling coastal erosion is the rehabilitation of the mangrove ecosystem.The purpose of this study was to prioritize mangrove ecosystem management strategies in rehabilitation areas. Data were collected from three coastal villages, namely, Bedono, Timbulsloko, and Surodadi, through in-depth interviews, questionnaires, and field observations. The data analysis was carried out using the Analytical Network Process (ANP) method. The result showed that the priority problems in the mangrove ecosystem management on the Sayung coast were: conversion of mangrove land, failure of mangroves to grow, lack of monitoring and supervision. Therefore, the priority solution for optimizing mangrove ecosystem management is rehabilitation and conservation, increasing community participation, and monitoring by involving the community.

PT. Pertamina Hulu Energy Offshore North West Java (PHE ONWJ) conducted a mangrove restoration program in Sedari village as part of Corporate Social Responsibility (CSR) program. The program is named Orang Tua Asuh Pohon (OTAP). OTAP aims to restore the degradation of mangrove in the village as well as to develop capacity of local community in mangrove conservation. The activities started in 2012, comprising of planting mangrove at Sedari riverbank, and the coastal area as buffer zone (green belt) to prevent abrasion. The first plantation activity was unsuccessful. The failure planting happened was due to lack of knowledge about how to plant the mangrove in appropriate way and also lack coordination with local governments, both district and province. Learning from the failure planting, the initial coastal planted mangrove covering an area of 0,05 ha was conducted in 2013 to provide experiences as learning process for local community to plan mangrove in appropriate way. The program continues with the next implementation program at the area of 2,7 ha of abandoned fish ponds owned by local community. The implementation result showed that the most planted mangrove survived (55.28%). This paper reviews the changing of managerial aspects of mangrove ecosystem in Sedari village. The collaboration between the private sector, local government and community empowerment are particularly important factor in the success of mangrove restoration. The sustainability beyond the program period is expected to be implemented by the role of local government including development of alternative livelihood for local community.

Coastal abrasion is a problem that needs to be addressed thoroughly. If not properly managed, coastal abrasion can lead to other environmental issues, such as damage to mangroves and coastal ecosystems. The local government is actively carrying out mangrove ecosystem restoration program to conserve the coastal ecology by involving related agencies, industries, and the community surrounding the Juntinyuat coastal area. This study aims to determine the success of the Socio-Ecological Recovery movement on the CBMM approach as the management and utilization of mangrove forests in Penunggul Village, Nguling District, Pasuruan Regency. This research is descriptive qualitative using survey method with purposive technique. Collecting data using observation techniques through observation and measurement of objects in the field and semi-structured interviews were conducted with 34 respondents who had previously been determined (purposive) (age, education and livelihood). The data analysis technique in this study used a single tabulation with the stages of collecting, coding, editing, and visualization, which were then described. The results showed that: 1) Regional characteristics (ocean waves, abrasion level, salinity, tides, flora and fauna) determine mangrove forest recovery; 2) Recovery depends on the role of the community and institutions (formal and non-formal) in responding to mangrove forest management by regional conditions. The collective idea of a society in Socio-Ecological Recovery raises a new perspective on the ideal integrative relationship between humans and nature. This research is expected to be an illustration in decision making for stakeholders regarding sustainable area management.

A mangrove forest is composed of mangrove plants and constitutes a crucial ecosystem in coastal areas. It is a vital source for maintaining aquati c ecosystems between the sea, coast, and land. Additionally, it provides benefits to humans, such as contributing to a more comfortable climate and weather conditions that can prevent natural disasters. However, the mangrove in the Valentine Strait area (West Seram, Maluku, Indonesia) is threatened by land conversion, leading to damage and loss. Some people are trying to preserve and maintain mangrove in their area. Therefore, the aim of this research was to describe the actions of the local community in the area, using the concept of cultural capital. A combination of qualitative and quantitative methods was used, and both primary and secondary data were collected. Primary data were gathered directly from the research location, while secondary data were obtained through local community information, various websites, and documents related to the management of natural resources. Additionally, key informants, including local community leaders, Kewang, and LPPM Maluku (NGO), were interviewed to collect relevant data on the cultural capital possessed by the community. The data for identifying mangrove species were calculated and tabulated to determine the species density in the Valentine Strait area. Furthermore, the collected community data were analyzed using cultural capital theory. The results indicate that community has started to reapply the concept of cultural capital of the Sasi tradition as ecological knowledge to maintain and preserve mangrove; hence, ensuring conservation in the Valentine Strait area. Mangrove forests have become home to fish, shrimp, and crabs and are also important for birds, primates, and reptiles.

The role of actors in the governance of mangrove ecosystems is one of the main factors in determining the sustainability of mangrove ecosystem management in the Tangerang District, Banten, Indonesia. The research aims to analyze actors' prospective role in the strategy of governance of mangrove ecosystems areas in Tangerang using the MACTOR method. This research is a descriptive case study with an expert judgment approach. The study results show that the central and local governments have an important role in the governance strategy of mangrove ecosystem areas in the Tangerang. The two actors can collaborate with the local community, the private sector, universities, NGOs, research institutions, and high schools. The strategy for the governance of mangrove ecosystems in Tangerang can be done by increasing the role of each actor by encouraging the central government and local governments to implement programs to achieve the most supportive strategic goals, namely the management of mangrove ecosystems based on collaborative management (co-management). The strategy can be easily implemented and get more optimal results by involving the role of the user community, NGOs, universities, local governments, and research institutions where the level of collaboration (convergence) is high to support the strategy.

This study aimed to analyze the sustainability status of the mangrove ecosystem management in the Sayung District coastal area, by integrating all the stakeholders’ interests in a multidimensional analysis (ecological, economic, social, and institutional) and determining sensitive indicators in the sustainable management of mangrove ecosystems. The method used in this study was the multidimensional scalling (MDS) with the RAPFISH (Rapid Appraisal for Fisheries) software. The results showed that the multidimentional sustainable status of the mangrove ecosystem management in the coastal area of Sayung sub-district.
