Advances in Internet Technologies (ITs) and online social networks have made more benefits to humanity. At the same time, the dark side of this growth/benefit has led to increased hate speech and terrorism as most common and powerful threats globally. Hate speech is an offensive kind of communication mechanism that expresses an ideology of hate using stereotypes. Hate speech targets different protected characteristics such as gender, religion, race, and disability. Control of hate speech can be made using different national and international legal frameworks. Any intentional act directed against life or related entities causing a common danger is known as terrorism. There is a common practice of discussing or debating hate speech and terrorism separately. In the recent past, most of the research articles have discussed either hate speech or terrorism. Hate speech is a type of terrorism and follows an incident or trigger event of terrorism. Online social networks are the result of ITs and evolved rapidly through the popularity among youth. As both the activities are near to close and makes use of online social networks, the collective discussion is appropriate. Therefore we have a review on hate speech with different classes and terrorism with cyber use in the framework of online social networks. With the help of combined effort from the government, the Internet Service Providers (ISPs) and online social networks, the proper policies can be framed to counter both hate speech and terrorism efficiently and effectively.

In the era of information technology, the power of social media such as Facebook, Twitter, Instagram and other products of digital technology have led to dramatic changes to the social life of people in a pluralistic Indonesia. The establishment of a digital public space that can accommodate all entities, classes, or social communities to communicate freely, without limit and open up greater opportunities for the achievement of goals in accordance with the interests, both on the basis of political goals, economic, cultural, trust and ethnic , also helped to increase the potential for social conflicts with more complex backgrounds. One of them is the widespread of racism in social media against ethnic of minorities as it occurred during the 2017 Jakarta governor election involving Basuki Tjahaya Purnama, a candidate of the ethnic of Chinese-Indonesian. This paper seeks to explore the contribution of social media as a medium for spreading the hate of speech and racism and the factors that cause it. This article finds that; firstly, the development of information technology and freedom gained by every user in managing social media member space for racism group in Indonesia utilizes the progress of information technology as medium in spreading hatred and racism in Cyber space. Secondly, the existence of hate speech and racism in social media cannot be separated from socio-political situation in society.

Social Discourse of Cyber Hate in Indonesia: The Potential Transition from Hate to Crime

The dynamics of hate crime have changed as a result of digital media. The emergence of cyberhate waves is one of the manifestations of cyberspace within the context of hate crime. The purpose of this study is to present a social discussion about cyberhate in Indonesia as a sign of the transition from hatred to crime. A qualitative approach is used in this study. The development of information technology, media and communication at this time has changed the behavior of society and human civilization globally. In this regard, in addition to the positive benefits arising from the development of information technology and so on, such as the emergence of facilities or media that can make it easier for humans to work, there are also negative impacts, such as crimes in cyberspace. One of the crimes in cyberspace in question is hate speech. These actions can be classified into criminal acts, because these actions will have an impact on society in general. Moreover, this action was carried out from outside the State of Indonesia using social media facilities, of course it would be very difficult to determine the place (locus delicti) and time (tempus delicti) to try the perpetrators of the hate speech crime. For this reason, it is necessary to know how to determine the locus and tempus delicti of the crime or crime in question.

Cyberbullying on Social Media in Indonesia and Its Legal Impact: Analysis of Language Use in Ethnicity, Religious, Racial, and Primordial Issues

This study aims to reveal the phenomenon of cyberbullying in Indonesia targeted group of people and its legal impact based on pragmatics analysis. It mainly focused on issues that are related with ethnicity, religion, race, and intergroup on social media activities. The lingual data are the expressions by defendants on social media. They were collected from the copies of six court verdicts for such cases that have been settled between 2018 and 2020. The study employed a qualitative method with a forensic linguistic approach as a framework to reveal, trace, and show the phenomenon of cyberbullying on social media and the legal impact caused by the action. The results show that cyberbullying on social media in Indonesia not only targets individuals but it also targets certain group of people.
