Purpose: the purpose of the research is to theoretically study and clarify the concept of "cluster" Design/methodology/approach: The research uses the methods of dialectical approach, system approach, and comparative analysis. Conclusions: In the crisis economic conditions that both Russia, Uzbekistan and the world community are currently experiencing, it is clusters that should contribute to a more effective solution of existing problems that arise within the economic society, which requires accelerated creation of new forms of territorial organization of productive forces based on an innovative development paradigm based on the "creativity" of the economy, which implies the formation of creative clusters in the XXI century that are fundamentally different from its previously existing forms and types. Practical implications: the Results of the study can be useful for expanding the conceptual framework, which will significantly improve the use of the cluster approach in the territorial development of the economic system. Originality/value: the Relevance of the research is not in doubt, in modern conditions, world economic science considers the cluster concept as an effective tool for improving the competitiveness of the state economy, regional economies, as well as individual industries and enterprises.

This paper presents the issues on the formation of the innovation policy of a road transport enterprise. The innovation policy is a key factor in the construction of a general strategy of the enterprise, i.e. the basic foundation for the subsequent development of the process and network strategy, marketing and financial policy. Considerable attention is paid to the identification and ranking of the key problems faced by the Russian road transport enterprises in modern conditions. The paper presents a comprehensive assessment of the innovative capacity of the road transport enterprise by grade method, integral method and in graph form. The measures to improve the organizational support of the innovation activities are determined. The cloud computing has technologically advanced as a unique paradigm where all resources are provided as a service through network based systems in many organizations and application domains. The major and crucial benefit of cloud computing is effective use of resources and business dynamism expected at an organization. The cloud-computing environment is an integration of necessary infrastructure including network resources, internet, appropriate hardware and software technologies used for availing different resources as services. The major three important service models are 1) Infrastructure as a Service (IaaS), 2) Platform as a Service (PaaS), and 3) Software as a Service (SaaS). Among all three services, the enhancement of the present research is on the SaaS, as it is most widely used and reused for providing the best possible benefits to cloud service users with practically no cost. The resources within the cloud computing are used on- demand, extended indeterminately and attained services at any time by the service users. The term ‘pay-per-use’ is more attracting the services users to use several services available in the cloud. When it comes to use the software as a service, there are different issues such as how to select the best software service product, how to evaluate the software product, which tools will be appropriate for evaluation, how to deploy the software service product etc. To address these issues in the present research the primary objective is to provide simple mechanism to select the possible software service from the group of software services, to investigate and describe main quality attributes of software as well as service and to look at the main metrics for each measurable attribute of a Software Service. To achieve these objectives the proposed research work is carried out in two aspects as follows: first one is for evaluating software service quality from the service provider’s perspective i.e. Software as a Service (SaaS) in the Cloud Quality, named as SaaS Cloud Qual and the second one is for selecting software service from the group of services in the cloud from the service user’s perspective i.e. Software as a Service (SaaS) in the Cloud Clustering Approach(grouping of software services) named as SaaS Cloud Cluster

In my recommendations, I have attempted to work out a possible line of action that the Bureau of Energy Efficiency (BEE) should adopt in order to bring about market transformation for energy efficient economic development in India as has been envisaged in the BEE's mission document on Enhanced Energy Efficiency. In this process I have pointed out certain inconsistencies in the mission document relating to BEE's recommendations for providing large scale tax and fiscal incentives which goes contrary to the current taxation regime being followed by the Indian government. This is dealt in Part II of my report. I have recommended implementation of Integrated policy of taxes and incentiveswhich should be followed based on International experiences and those which can be replicated in India's socio-political environment to unlock energy efficiency market in the India's SME sector worth Rs.12100 Crore (USD 2.42 Billion) alone with energy savings of 49 Billion Kilowatt-hours and can avoid capacity addition of about 7000 MW. (With the current slide in the Rupee value in terms of USD the estimates may go higher that those mentioned above.) Besides this I have, in the part I of my report, highlighted how development of ESCO industry can prove to be instrumental in unlocking energy efficiency market in India by following cluster based approach.

Broadcasting is a fundamental service in Mobile Ad hoc Networks (MANETs). Cluster based approach are proposed in literature to reduce the network collision, to reduce delay of packet transmission, to reduce the energy consumption and improves the throughput. In this paper, a cluster- based
infrastructure is proposed for broadcasting in MANETs. The backbone of the network takes advantage of the cluster structure and only requires cluster- heads and some selected gateways to forward the broadcast packet. Each cluster head selects some gateways to forward the packet when it sends the
packet to all the cluster heads in its coverage set. Cluster structures have been simulated using mobile simulator Glomosim 2.03, which gives better performance to reduce the network collision, to reduce delay of packet transmission, to reduce the energy consumption and improves the throughput.

Formation of new administrative-territorial entities defines a need to innovative approach to managing. Is it possible to facilitate development processes with the means of the local community? Objective: to substantiate the expediency of using the cluster approach in the administration and possibility of its practical implementation in smart-community. We make a sociological survey of 800 rural residents in 6 regions of Ukraine. Study period 2013-2017. The outcome of the study is an integrated cluster-creative approach through the practice of patina management and inclusive development. Most fully he found his manifestation in the conditions of tribal estates and tribal settlements .
