This paper presents a new line voltage stability index for voltage stability assessment. The proposed index is easy to compute and based on voltage phasors of sending and receiving ends of the line and can be used for online monitoring of power systems provided that lines must have phasor measurement units installed at both ends. It is based on the fact that, at critical loading (Collapse point), the determinant of line flow Jacobian is zero. Proposed index approaches to unity at critical loading. The proposed index is computed under three different directions of load increase and it is compared with well established line index L [34] for validation. Further, the index has been tested for IEEE 25 bus test system and characteristics based scheme with newly developed index has been proposed for prior detection of voltage collapse and for taking countermeasures against it. The results obtained show the usefulness of proposed index for online applications.

In this paper, a sensitive constrained integer linear programming approach is formulated for the optimal allocation of Phasor Measurement Units (PMUs) in a power system network to obtain state estimation. In this approach, sensitive buses along with zero injection buses (ZIB) are considered for optimal allocation of PMUs in the network to generate state estimation solutions. Sensitive buses are evolved from the mean of bus voltages subjected to increase of load consistently up to 50%. Sensitive buses are ranked in order to place PMUs. Sensitive constrained optimal PMU allocation in case of single line and no line contingency are considered in observability analysis to ensure protection and control of power system from abnormal conditions. Modeling of ZIB constraints is included to minimize the number of PMU network allocations. ABSTRACT The Central American Power System (CAPS) comprises of the electrical power networks of Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica and Panama. The topology of the network, the geographical distribution of the load and generation blocks, and the localized weaknesses in some sections of the transmission grid have made this system prone to frequent partial or total blackouts. At the same time, this area has the advantage of having a control center that can promote international measures in order to safeguard the integrity of the transmission network. This paper presents a gradual optimal PMU placement approach that guarantees minimum regional observability at the initial stage and full observability for the complete implementation. The paper also states how WAMS can provide real-time information to the control center for a more secure operation of the system. The practical constraints of ensuring real-time monitoring of critical buses of the network are taken into account during PMU Placement.

This paper describes the design and implementation of an experimental phasor measurement unit (PMU) network. The PMUs synchronically measures current and voltage phasors at key system buses in real time. They are synchronised using time transmission from the Global Positioning System (GPS) satellites. The measurements are transmitted either via dedicated links between specified sites, or over a switched link that is established for the purpose of the communication. At the communication and functional level, we implemented TCP/IP protocols as a flexible way of accessing and controlling the PMUs. Use of the Internet technology and client–server concept gives the ability to add any number of PMUs to the network and give access to any number of users at any location.
